Tourism clusters in Russia: What are their key features? The case of Vologda region

Purpose This paper aims to review tourism cluster initiatives in Russia, particularly, tourism cluster formation processes, and investigate the role of local and federal government in promoting domestic tourism destinations with the help of tourism clusters. Design/methodology/approach This paper is formulated using a case study approach based on the lessons learned and the common practices in the Vologda region of the Russian Federation. Some results and key findings from field research were also used in the paper, as well as analysis of local and federal government activities, in attempting to promote domestic tourism in Russia. Findings Based on the analyses of the case study and review of common practices of tourism cluster creation and management, the paper draws on a review of the Vologda tourism cluster and profiles its main characteristic features: The context of “cluster” in Russian economy; Vologda tourism cluster was created by state initiative; Vologda tourism cluster indeed has its unique set of local (natural) competitive advantages; The rights of private companies (cluster members) are only consultative; Considerable funds are allocated by the Russian Federal Government and local government to cluster development; Vologda cluster is in an initial stage of formation, by the number and composition of members, Vologda cluster could be defined as a small cluster; There are no established cluster-specific quality of service standards; There is no defined cluster core in Vologda cluster; Cluster efficiency is measured by a set of metrics (gain in number of tourists, hotel rooms, etc.); Among the factors limiting Vologda cluster development, disunity on the federal and local government levels is substantial. Research limitations/implications This paper is currently limited in scope to the Vologda region case study and some results and key findings from field research selected by the researchers. The conditions for the selected case studies may not be identical in other Russian tourism clusters and locations (such as the Altay region cluster), and thus, the findings cannot be applied to other Russian tourism clusters without comparison studies. Originality/value The main output of this paper is a review of Russian tourism cluster formation and development based on the example of the Vologda region. It is of value to practitioners, researchers, policymakers and other stakeholders specializing in cluster research and tourism cluster development.

Purpose The aim of this paper is to characterize how innovation may happen through cross-functional teams (CFT) in an organization of the public sector. Design/methodology/approach A case study helped to characterize several behavior patterns, team structures and respective links with generating innovation in internal processes and public answering contexts. Findings The results highlight that formal-temporary teams present a higher capacity to generate incremental innovation in products, whereas permanent-informal teams have a higher capacity to generate innovation in the internal processes and public answering contexts. Research limitations/implications The limitations of this research relate to the fact that this is a single case study, and although it is an important case to examine innovation and CFTs, by its very nature, it is not possible to extend and generalize the obtained data to other organizations. The evaluation of its propositions was merely qualitative, and future research is needed to validate its characteristics. Practical implications Several settings of CFTs are presented, as well as their ability to generate different types of innovation, such as the computerization of documents, petitions and papers, which decreases the time to answer the taxpayer. Moreover, CFTs can help to create products, such as computer programs that can be used not only locally but also in several public organizations related to tax management. Originality/value The field research provides the perceptions of the respondents regarding CFT characteristics that can lead to specific types of innovation, as well as the types of products or services that can be generated by these processes.

PurposeThis article details a qualitative descriptive case study of affective factors of effective decision-making of one local government organization in the United States of America. The specific problem was that many elected American local government representatives lack effective decision-making strategies. This research focus indicated a lack of qualitative research on the real-world experience of factors that were taken into consideration during decision-making within American local government organizations.Design/methodology/approachUsing a local government organization in southwest Illinois, elected representatives were interviewed and observed. The interviews and observations surfaced how the representatives made decisions. Data were analyzed using manual coding and theming to determine themes and patterns.FindingsThe results produced six themes about factors, including emotional intelligence, which impacted decision-making. They are: (1) remembering the past, (2) communication and respect, (3) spurring economic growth and development, (4) fairness, (5) recognizing and removing emotions and bias and (6) accountability.Research limitations/implicationsBeing a single case study, this research is limited in generalization. The research was limited to the identification of current, real-world experience of elected local government representatives.Practical implicationsThe findings of this research can be used to create more effective decision-making practices for local government organizations of similar size.Originality/valueThis is the first study to review, in-depth, the decision-making and emotional intelligence factors of local government organizations in the United States of America. The conceptual background, discussion, implications to local government organizations, limitations and recommendations for future studies are discussed.

Purpose The purpose of this paper is to investigate the impact of the introduction of the business rates retention scheme (BRRS) in England which transferred financial liability for backdated appeals to LAs. Under the original scheme, business rates revenue, mandatory relief and liability for successful appeals is spilt 50/50 between central government and local government which both share the rewards of growth and bear the risk of losses. Design/methodology/approach The research adopts a microanalysis approach into researching local government finance, conducting a case study of Leeds, to investigate the impact of appeals liability and reveal disparities in impact, through detailed examination of multiple perspectives in one of the largest cities in the UK. Findings The case study reveals that Leeds, despite having a buoyant commercial economy driven by retail and service sector growth, has been detrimentally impacted by BRRS as backdated appeals have outweighed uplift in business rates income. Fundamentally BRRS is not a “one size fits all” model – it results in winners and losers – which will be exacerbated if local authorities get to keep 100 per cent of their business rates from 2020. Research limitations/implications LAs’ income is more volatile as a consequence of both the rates retention and appeals liability aspects of BRRS and will become more so with the move to 100 per cent retention and liability. Practical implications Such volatility impairs the ability of local authorities to invest in growth at the same time as providing front line services over the medium term – precisely the opposite of what BRRS was intended to do. It also incentivises the construction of new floorspace, which generates risks overbuilding and exacerbating over-supply. Originality/value The research reveals the significant impact of appeals liability on LAs’ business rates revenues which will be compounded with the move to a fiscally neutral business rates system and 100 per cent business rates retention by 2020.

Purpose The purpose of this study is to investigate factors contributing to the development of resilience capacity and capability of industrial clusters in order for them to mitigate, absorb and adapt to the impacts of Iran’s economic sanctions. Design/methodology/approach The Hospital Equipment Cluster of Tehran (HECT) was selected as the case study for the research. The data were collected using the library and field research and analyzed using the thematic analysis method. Findings The key dimensions of resilience were grouped into socio-cultural, economic, technical-organizational and institutional–infrastructural categories. Based on the “complex adaptive system” theory, each of the abovementioned dimensions were investigated on different levels of analysis, including individual, enterprise, cluster, government and environment. Eventually, recommendations were made by considering required capacities and capabilities of resilience of the hospital equipment sector toward economic sanctions. Originality/value The resilience toward economic sanctions, as an extensive disaster, is a considerably new subject and few studies have been performed in the field. This research provides practical solutions for local policy-makers, authorities and enterprise managers.

Purpose This paper aims to investigate the actions and activities undertaken by public managers of a local government to institutionalise an externally mandated performance measurement and management (PMM) system in a developing country. Design/methodology/approach A qualitative case study of one of the best-ranked early adopters of PMM in a local government in Indonesia was undertaken, with interviews with public officers at various organisational levels, along with an extensive documentary review. An institutional work perspective was used to explain the types of work undertaken to institutionalise PMM at the organisation. Findings The PMM change was shown to be centralised and directed from the top and facilitated by other public officers. The Mayors’ instrumental and political view of PMM as a tool for efficiency and societal legitimacy enabled the adoption of PMM. The political and cultural work of the Mayor and the key officers involved constructing new rules pertaining to PMM, specifically in dealing with resource allocation and its associated sanctions and rewards, which encouraged more substantive implementation. The substantive implementation of PMM had a significant influence on the norms and values of the local government. Research limitations/implications The case organisation is the local government of a relatively medium-sized city. Therefore, it may be easier to achieve tighter control and coordination as compared to the local government of other larger cities. Originality/value The paper highlights the interrelated nature of institutional work in the creation and disruption of institutions. In addition, the three main types of institutional work, i.e. political, cultural and technical work, are not mutually exclusive. The paper also indicates the processes involved in the implementation of PMM, which unfolds from the establishment of a policy, its impact, and the role of the actors in the process.


Subject The economic outlook for Iraq’s Kurdish region. Significance The Kurdistan Region of Iraq (KRI) has seen a limited economic recovery over the past year. It suffered catastrophically following the central government's imposition of sanctions following the region’s abortive 2017 independence bid. Impacts A likely larger federal government allocation to the KRI in the 2019/20 budget will facilitate economic recovery. Increased US pressure to boost Iraqi oil exports to Turkey will increase local government revenues. As both local and federal government revenues depend on oil, falling prices would cause another contraction.

Purpose The tenuous financial viability of many of Georgia’s rural hospitals has driven increased scrutiny of the hospital authorities (HAs) that own and govern them. HAs are a type of “special district” established in state law to allow for specialization of function, while evading statutes that can limit local government borrowing and multi-year contracts. The paper aims to discuss this issue. Design/methodology/approach This paper uses a case example to introduce transparency and accountability in one local Georgia hospital and expands to include a descriptive analysis of transparency measures in 29 rural Georgia HAs. Findings Findings indicate that, like many other special districts in Georgia and the USA, Georgia’s rural HAs often act more like private entities than the public organizations they are. The lack of transparency demonstrated in this sector limits access to public information and reduces opportunities for citizen engagement, a necessary component of representative institutions. Research limitations/implications This case study is limited to Georgia HAs; however, the data support the lack of accountability and transparency found in many special district governments. Originality/value The lack of transparency in all of the organizations reviewed in this study demonstrates blurred lines between between public matters and private interests and raises questions of transparency, a key value in democracies.

Purpose – The purpose of this study is to explore the early stage of development of a cluster. The literature on early stage of cluster development shows that there are often random effects such as an entrepreneur and spin-off companies, and in this study, a coordinated approach for cluster development is described. Design/methodology/approach – A single exploratory case study approach is followed. The aerospace cluster in the Spokane region, State of Washington, is described. Data from a variety of sources are triangulated to enhance the credibility of the case study findings. Findings – It was found that although there are many types of collaborations occurring in the region, which involve policy and government organizations, the main driver of the early-stage cluster development is manufacturers-led coordinating mechanism. Individual manufacturers are too small to be successful in the aerospace industry, and they are collaborating to present a united “front” to out-of-the-region customers. Once customers place an order, then within this coordinating mechanism, the work is divided among different manufacturers. Research limitations/implications – The research has two main limitations. First, it is a single case study, and therefore, the results may not be generalizable. Second, the cluster is in an early stage of development, so it is not (yet) clear whether this manufacturers-led coordinated approach will have long-term success. Practical implications – The studies offer potential for cluster development that go beyond relying on a single entrepreneur or on mostly government- or policy-driven initiatives. Instead, this is an approach that can be used by industry to lift the overall competitiveness of their region. Social implications – This cluster development approach offers potential for economic development of smaller regions which mainly consist of small- and medium-sized companies without endowment benefits or a large local customer base. Originality/value – This study adds to the existing knowledge on clusters and cluster types. The identified cluster approach does not fit with the main types of clusters that have been identified in the literature. The companies involved are mainly small- to medium-sized companies, but by coordinating their capabilities, they are able to present core capabilities in a much more attractive manner to customers. This cluster development approach is not driven by or achieved through advantages in innovation, vertical or horizontal supply chain competition and advantages, creation of spin-off firms, or a regional demand base as customers are located outside the region. It deviates in terms of the types of companies involved and, mostly, in a sense that it acts as one unit to customers who are located outside the region.

PurposeThe purpose of this paper is to discuss the support network organisations between local government, non‐government organisations (NGOs) and community groups in post‐disaster management.Design/methodology/approachThe paper takes the form of an exploratory case study which concentrates on the Bantul district, Indonesia. The Bantul local government, located in Yogyakarta Provincial Indonesia, was selected as a case study because it had experience in managing post‐disaster conditions after the 2006 earthquake. Data were gathered through in‐depth interviews with 40 key informants with knowledge about the case.FindingsThe research revealed that this local government has made significant achievements in managing network organisations for logistic and humanitarian aid implementation. Inter‐organisational networks, citizen‐to‐organisation networks and organisation‐to‐citizen networks have become prominent resources for local government in managing a disaster because they address the lack of local government capability through negotiated efforts or partnership with other government levels, social institutions, non‐profit sector organisations and the community, in order to mobilize and utilize available capacity effectively.Originality/valueThis paper presents lessons learnt from local government in organising the support network for logistic and humanitarian aid to respond to disasters.

Purpose The purpose of this paper is to examine a contextualized local government case study of the application of Lean Six Sigma (LSS) in conjunction with the Australian Business Excellence Framework (ABEF) to highlight the importance of a good strategic fit between LSS and organizational objectives before implementation. Design/methodology/approach A local government council is used in a case study-based approach. Organizational artefacts and documents were used for data collection in conjunction with interviews from senior executives within the organization. Findings Results indicate that when used in conjunction with the ABEF, LSS provides focus on organizational learning practices embedded within the implementation of continuous improvement. Research limitations/implications The purpose of this paper is to contribute to discourse regarding the effective application and implementation of LLS in local government. Practical implications LSS tools and techniques are known to local government, but are applied in isolation of the overarching LSS framework. This paper emphasizes the importance of comprehensive implementation of these tools, guided by the inclusion of an external contextualized framework (ABEF) in conjunction with the LSS to achieve sustainable continuous improvement. Originality/value Business excellence frameworks are widely used in the public sector as a reference/means for improvement. This paper highlights the importance of LSS in operationalizing strategic direction provided by such frameworks and providing the focus on learning practices critical for sustainable improvements.
