The purpose of the article is to review the activities of the civil governor M.M. Oreus in the service in the Vyborg (Finland) province in 1799–1804. The guarantee of an effective mechanism of admin-istration creation as for over than 200-year period of the Russian Empire existence, as for modern conditions, it was and still is the effectiveness of the government policy on the ground. Based on this key task, the most important condition for its implementation at different stages of the development of the country was the effective selection of personnel for the post of a governor. It was the governor responsible for everything happened in his province, and the government expected him to under-stand the tasks assigned to him and take definite steps to solve them. The urgent management problem in these conditions was the strength of administrative resources capable of retaining their effective power in cases of emerging extraordinary situations, including which, will be discussed in this article. Emergency situations in the border areas occurred regularly and required the ob-servance of certain administrative traditions that influenced the success of the governor's initiatives in state tasks implementation. It will be all the more important to consider the history of the life and activities of one of the governors of the Finland (Vyborg) province, Maxim Maksimovich Oreus, who was at the head of this territory from December 14, 1799 to April 9, 1804.

The structural and strength analysis of the material used to construct such an important engine element as the turbine is of great significance, both at the design stage as well as during tests and expertises related to emergency situations. Bearing in mind the conditions above mentioned, the paper presents the results of research on the chemical composition, morphology and phased structure of the metallic construction material used to produce the blades of the high and low pressure turbine of the RD-33 jet engine, which is the propulsion unit of the MiG-29 aircraft. The data obtained as a result of the material tests of the blades allowed, on the basis of the analysis of chemical composition and phased structure, to determine the grade of the alloy used to construct the tested elements of the jet engine turbine. The structural stability of the material was found to be lower in comparison with engine operating conditions, which manifested itself as a clear decrease in the resistance properties of the blade material. The results obtained can be used as a basis for analyzing the life span of an object or a selection of material replacements, which enable to produce the analyzed engine element.

This paper presents the impact of text and background colour combinations on the legibility of characters and readability of text presented on video display units (VDUs). The stimulus features influencing the operator’s response latency and accuracy are analysed in two experiments, examining the effects of text–background colour combinations and stimulus exposition on the ability of character and word identification on VDUs. This is analysed for the purpose of improving the information presentation in control information systems in Serbian underground coal mines. The legibility of characters based on the main colour combinations was tested by focusing on 30 participants. The first experiment required the participants to identify the legibility of uppercase alphabetic characters and numbers randomly selected and presented on a VDU. The visual performance was expressed by the number of correctly identified characters. The second experiment required the participants to identify the readability of the presented characters, based on the colour combinations of the characters and the background, in order to identify the best possible combination of colours for fast identification of information, which is very important in the detection of fast-changing unwanted events. The results of the experiments suggested that the character recognition was strongly influenced by character/background colour combination and exposition. The adequate selection of these variables can significantly improve the legibility of characters, and improve the speed and the accuracy of the identification of potential problems in underground coal mines during emergency situations.

Abstract Many paediatric patients require sedation and analgesia for diagnostic testing and therapeutic procedures outside the operating room. This statement reviews the literature on procedural sedation, focusing on the prevention of adverse events through the selection of appropriate patients, advance preparation for emergency situations, and adequate monitoring during and after the administration of pharmacologic agents. Procedural sedation should only be performed by clinicians who are competent in airway management and resuscitation, as part of a hospital program with active and engaged quality assurance and safety initiatives. Recommendations include the development of institutional policies and procedures for the safe delivery of procedural sedation in infants, children, and adolescents.

In relation to the tasks of active counteraction to the dangers and threats of technogenic, military, socio-political and financial-economic character in the objects of management (for example, industry associations of the military-industrial complex), the activity of the management (in a generalized representation, the decision-maker (LPR) in order to choose the most optimal behavioral strategy (strategies) of the LPR in relation to scenarios of emergency situations that are the consequence of the impact on the management of these types of hazards and threats. It is proposed to use formal-logical methods to select strategies.

AbstractInsufficient operator training has been identified as an underlying root cause for many errors of point-of-care testing. However, while the need for operator training is beyond doubt, the practical solutions on how to train operators remain challenging. Therefore a multidisciplinary team of experts created the application guide VDE-AR-E 2411-2-101 “Schulung professioneller Anwender von patientennahen Tests” (Training of professional users of devices for near-patient testing). This work is based on the talk of Nicola Barabas during the POCT-Symposium in Munich 2017 and presents selected aspects of the application guide such as the role of the manufacturer, the learning path, the selection of training topics, the train-the-trainer concept and e-learning.
