While constructing market economies on the ruins of the central planning systems from theeastern part of Germany to the Pacific coast of Russia, many countries have faced a number ofsimilar problems in the field of the solid waste management. But in the so called 'economiesin transition' these problems were treated in different ways,The group of the countries of Central and Eastern Europe on their way to the EU membershipadopted the European principles of the SWM. They were to find an adequate solution to theessential waste problems earlier and in the very limited time period, On the other hand, thecountries that now belong to the CIS, had somewhat put the problems of the SWM aside,therefore the process is in the most cases yet in its primary stage still. On their way to theeffective SWM, these countries often orient towards the European model as well, thoughhaving more freedom in adapting it to the national circumstances.The objective of the paper presented is to analyze the common problems of the countries intransition, evaluate the effectiveness of the European shaped solutions for the EU newmember states and highlight the positive and negative points to be aware of when reformingSWM in the CIS countries.

The article describes the informatization level of enterprises operating pipeline networks. Existing problems are presented. These problems are related to the fragmentation of information systems and the inability to provide information support for decision-making on the management of the development and operation of pipeline systems. An overview of the most high-usage used software for automate the activities of enterprises is given. The need to create a common information space of an enterprise and the opportunities it provides is shown. A brief description of the information-computer environment “ANGARA” and the technology of organizing a common information space on its basis is given. The experience of practical application of the information-computer environment “ANGARA” for creating the common information space of the Municipal Unitary Enterprise “Vodocanal” in Irkutsk is cited. On the diagram of the organizational structure of the enterprise the workplaces with access to a common information is showed.

It was determined that the handling of the solid waste generated by the SOLCA – Chimborazo cancer hospital was not appropriate, both internally and externally. Because of that, the classification, transport, storage, deactivation, and intermediate disposition are inconvenient. Thus, it was realized that it is important to have the requirements and documents to follow and comply the objectives that are specified within the management, focusing on feedback and continuous improvement. To learn about the nature of the generated residuals, they were characterized in the hospital. Common, infectious, radioactive, organic and sharp residuals were found during the months of September, November and December. The common waste is comprised of cardboard, paper and plastic. The per-capita production of residuals was 0.76 kg/patient/day. The environmental impact caused by the generation of hospital solid waste was 56% severe impacts and 44% moderate impacts, which could elicit health problems in the population surrounding the hospital. For this reason, the appropriate management of solid waste allowed to obtain large environmental benefits and reduce the pollution generated by the hospital solid waste. It is recommended to SOLCA-Chimborazo and other health institutions the implementation of an adequate solid waste management, which will allow them to comply with all the requirements enforced by the environmental regulations.

In the 21st century, under the conditions of the common European labour market and common information space, the issue concerning educating competent individuals able to work productively and communicate effectively in different life situations has become increasingly important. The competency-based approach has become a topical issue in pedagogy. The aim of the article is to analyse the development of the methodology of the competency-based approach in pedagogy and to consider the essence and the structure of the competency-based approach. Results: the concept was approbated in the educational process in Pushkin Lyceum in Riga; there were obtained positive results in the development of the educational competency of the Lyceum students.

Solid waste management is one of the major concerns now a day and they are very harmful to environment. The Municipal Corporation places the common dustbin at various places in the city which are flooded with waste, which leads to unhygienic conditions in the areas which they are place and causes discomfort to the Citizens. We here propose an IoT Based system to overcome this problem. The Propose system consists of Arduino Controller, few garbage loaded sensors, gases sensor and they are continuously monitored through web page This sensors will be embedded throughout the dustbin to check the level of the dustbin, the device will monitor the real time data and continuously show real time value on LCD display
