The chapter analyses the historical and contemporary condition of the Gypsy, Traveller and Roma (GTR) civil society movement, its strengths, achievements, threats and pitfalls and the motivation, dynamism and tensions within its varied manifestations. It explores the struggles against assimilatory and discriminatory policy, the interplay between community bonds and diverse aspects of identity and analyses the transformative potential of inclusive, grassroots and asset based community development, which draws upon the strengths of identity and culture but fuses these with perceptions and strategies which are emancipatory and inclusive.

Drawing on research in progress in the Partispace project we make a case for the recognition of the importance of non-formal spaces in response to young refugees across three different national contexts: Frankfurt in Germany; Gothenburg in Sweden; and Manchester in the UK. It is argued that recognition of local regulation and national controls of immigration which support climates of hostility makes it important to recognise and affirm the significance of non-formal spaces and ‘small spaces close to home’ which are often developed in the ‘third space’ of civil society and arise from the impulses driven by the solidarity of volunteers. In these contexts it is important that practices of hospitality can develop which symbolically reconstitute refugees as hosts and subjects of a democratic conversation, without which there is no possible administrative solution to the refugee crisis. It is essential that educational spaces such as schools, colleges and universities forge strong bonds with such emergent spaces.

ABSTRACT:A municipal boundary dispute between Dublin's nationalist city council and its independent unionist suburbs in the early twentieth century was symptomatic of a much deeper disagreement over national identity within the United Kingdom. Considering urban councils as the link between the state and local civil society (or subscriber democracy), and using theories proposed by Graeme Morton, R.J. Morris and Norton E. Long, along with illustrative contrasts from municipal behaviour in Edinburgh, this article examines these relationships in Edwardian Dublin. It argues that the modernization of Irish municipal government in 1898 empowered Dublin in unforeseen ways. By amplifying existing divergent identities, and providing a platform for the nascent Irish state, municipal government reforms contributed significantly to the break-up of the UK in 1922.

ABSTRACTThis article explores the creation of the system for the conservation of architectural heritage in Northern Ireland, evidencing the struggle for convergence within the UK before 1972. The agency of networked individuals, close state–civil society interrelationships and the innovative actions of conservationist groups in response to legislative and practice inadequacies in the 1960s are discussed. In particular, a series of ‘pre-statutory lists’ are introduced, highlighting the burgeoning interest in industrial archaeology and Victorian architecture in Belfast and the prompt provided to their creation by redevelopment. The efforts of conservationists were eventually successful after the collapse of Devolution in the early 1970s.

AbstractWhen do membership-based civil society organizations such as interest groups, political parties or service-oriented organizations consider their existence under threat? Distinguishing pressures of organizational self-maintenance from functional pressures of goal attainment, which all voluntary membership organizations – irrespective of their political or societal functions - need to reconcile, we propose a framework theorizing distinct categories of drivers of mortality anxiety in organized civil society. To test our hypotheses, we apply ordered logistic regression analysis to new data covering regionally and nationally active interest groups, service-oriented organizations and parties in Germany, Norway, Switzerland and the UK. We find that factors enhancing intraorganizational resilience thereby facilitating self-maintenance as well as exposure to different representation challenges complicating goal attainment have significant effects on mortality anxiety experienced by interest groups, political parties and service-oriented organizations alike – the former reducing, the latter enhancing it. Stressing the importance of a stable, durable organizational infrastructure with loyal and involved members to operate in increasingly volatile and diverse environments, our findings highlight the on-going importance of ‘traditional’ (sometimes considered ‘outdated’) organization-building.


Significance This follows the Australian government's February 21 travel advisory warning of the risk of terrorist attacks on Western-linked sites and tourist destinations in Malaysia and an earlier similar notice from the UK foreign ministry. Impacts Further security advisories could undermine tourists' confidence, hitting plans for tourism to bolster the national income. Civil society criticism of new security laws is unlikely to prevent them being used effectively for counterterrorism. ISG supporters will plan attacks in Indonesia, Thailand and Singapore from Malaysia.

AbstractThis article considers key concerns which have occupied political scientists' analyses of 'participation'. Children have seldom featured in these analyses. 'Participation' in public policy initiatives have been used as a means of (re)building 'trust' and 'renewing democracy'. In recent years we have seen some shift towards viewing children as direct participants in public policy. There are signs that the government in the UK is including children more directly in policies designed to 'renew' democracy and 'civil society' and that such policies are not confined to proposals to lower the voting age. The article draws upon examples from education and the running of schools in particular to reflect upon the relationship between public policy, governance and children's participation.

AbstractThere is a rapidly developing literature on risks that threaten the whole of humanity, or a large part of it. Discussion is increasingly turning to how such risks can be governed. This paper arises from a study of those involved the governance of risks from emerging technologies, examining the perceptions of global catastrophic risk within the relevant global policymaking community. Those who took part were either civil servants working for the UK government, U.S. Congress, the United Nations, and the European Commission, or cognate members of civil society groups and the private sector. Analysis of interviews identified four major themes: Scepticism; Realism; Influence; and Governance outside of Government. These themes provide evidence for the value of conceptualising the governance of global catastrophic risk as a unified challenge. Furthermore, they highlight the range of agents involved in governance of emerging technology and give reason to value reforms carried out sub-nationally.

AbstractThis paper presents a comparative analysis of two reports by the UN Rapporteur on Extreme Poverty and Human Rights, one for Spain and one for the UK. In both countries, austerity policies were introduced following the banking crisis of 2008. The UN Rapporteur reports highlight the damage that was done by welfare retrenchment. In particular, the reports document the impact of austerity on the most vulnerable individuals and communities. The paper uses Somers' (2008) conceptual model of citizenship as the basis for a comparative analysis of two reports. Somers' (2008) model of citizenship is a triadic one which sees the state, market and civil society as competing elements. Each one can serve to regulate and limit the influence or excesses of the other two. Somers argues that neoliberalism has seen the dominance of the market at the expense of the role of the state and the institutions of civil society. Austerity policies saw the market dominating. Having examined the context of the two reports and their conclusions, the paper discussed the implications for individual social workers’ practice and the role of social work as a profession in tackling poverty and marginalisation.
