The world’s population is forecasted of having 68% to be urban residents by 2050 while urbanization in the world continues to grow. Along with that phenomenon, there is a global trend towards the creation of smart cities in many countries. Looking at the overview of studies and reports on smart cities, it can be seen that the concept of “smart city” is not clearly defined. Information and communication technology have often been being recognized by the vast majority of agencies, authorities and people when thinking about smart city but the meaning of smart city goes beyond that. Smart city concept should come with the emphasizing on the role of social resources and smart urban governance in the management of urban issues. Therefore, the "smart city" label should refer to the capacity of smart people and smart officials who create smart urban governance solutions for urban problems. The autonomy in smart cities allows its members (whether individuals or the community in general) of the city to participate in governance and management of the city and become active users and that is the picture of e-democracy. E-democracy makes it easier for stakeholders to become more involved in government work and fosters effective governance by using the IT platform of smart city. This approach will be discussed more in this paper.

The subject of this article is the financial activity of Moscow City Duma during the 1860s. The goal is to reveal administrative decisions of the Duma and its leader A. A. Shcherbatov aimed at improvement of financial policy, repletion and balance the municipal budget. Research methodology is comprised of the following methods: historical and typological that helped to reconstruct the conditions that promoted effective work of the Duma; historical and comparative that allowed assessing the result o reforms  conducted by the Duma based on the situation of municipal economy prior and after their implementation; quantitative for analyzing statistical data of work of the Duma, etc. The conditions are indicated  that enabled successful and effective work of the Moscow City Duma during the 1863-1869. The author systematizes the financial management measures; analyzes the efficiency of financial projects of the Duma; determines the role of city’s mayor A. A. Shcherbatov in elaboration of drafts of financial reform and their implementation.

Fungsi dan tugas Ombudsman harus dilaksanakan untuk menindaklanjuti perbuatan maladministrasi, yang perbuatannya merugikan negara dan masyarakat. Tujuan penulisan artikel ini untuk membahas implementasi peran Ombudsman RI dalam pengawasan kinerja Pemerintah di Kota Banda Aceh dan mengetahui tentang kendala dan hambatan yang dihadapi Ombudsman serta upaya pencegahan dan penyelesaian. Metode penelitian menggunakan pendekatan yuridis empiris, yaitu menelaah hukum sebagai pola prilaku yang ditujukan pada penerapan peraturan hukum. Berdasarkan hasil penelitian, peran Ombudsman dalam melakukan pengawasan terhadap kinerja Pemerintah di Kota Banda Aceh belum sepenuhnya sesuai dengan fungsi, tugas dan kewenangan yang diatur Undang-Undang, disebabkan karena masih adanya kendala yang dihadapi.The function and the duty of Ombudsman must be implemented to overcome the maladministration which can cause disadvantageous to the state and society. This research aims to find out and describe the role of Aceh Ombudsman in supervising the work performance of Banda Aceh government and to discuss the obstacles faced by Aceh Ombudsman and prevention efforts and socialization supervising to overcome the barriers. The method used of this study is juridical-empiric approach to analyze law based on the behavior pattern related to the law regulation implementation. Based on the research result, it shows that the role of Aceh Ombudsman in supervising the government work performance in Banda Aceh has not been running appropriately yet as its function, duties, and authorities because there are still obstacles faced by the Ombudsman.

During the past decade China's leaders have called repeatedly for reductions in administrative interventions in the economy, for greater reliance on economic “levers,” for decentralization of economic decision-making, and for an increased role of markets. Although the need for liberalization is fairly widely accepted, debate over how far and how fast to proceed has continued. One view initially proposed by Chen Yun sees China moving towards a system where a “planned economy is primary, and markets are supplementary” (jihua jingji wei zhu, shichang tiaojie wei bu). Others advocate moving beyond Chen Yun's vision to a system where, in fact if not in name, allocation takes place primarily through markets. Li Peng's government work report to the first session of the Seventh National People's Congress suggests that the current consensus leans towards the latter, more progressive view:The focus of reform of the planning system is to transform the function of state planning organs, gradually reduce mandatory planning and expand guidance planning, … use economic instruments, and gradually establish a new economic mechanism where “the state regulates markets, and markets guide enterprises” (guojia tiaojie shichang, shichang yindao qiye).

This survey discusses the motives and consequences of the 13 June 2005 decision to include Irish among the EU’s official and working languages, and the 15 July 2008 decision to upgrade the status of languages recognised by law in the UK, such as Welsh and Scottish Gaelic. It also looks at the current state of Irish and Scottish Gaelic. Irish’s new EU status coincides with increased support at the top political level in Ireland. A tentative conclusion is that this happy coincidence could enhance the practical role of Irish, which in turn could exercise a knock-on positive effect on Scottish Gaelic. The continuing decrease in the use of Irish by young people in the Gaeltacht (Irish speaking regions), due to the unrelenting pressure of English, is a matter for deep concern, as is the failure of the authorities over many years to appreciate that language use, and not just language learning, needs to be planned. This may now be changing: expanded use of Irish in the electronic media, the structures put in place by the Official Languages Act of 2003, and Irish Government work on a 20-year strategic plan for Irish, together with continuing progress at EU level, give grounds for hope. To sum up: much has been done, but much remains to be done.
