This study discusses how the free movement of skilled labor policy under the ASEAN Economic Community (AEC) scenario enhances opportunities for labor mobility from low-skilled labor countries, what challenges will be faced, and how this policy impacts their economies. The implementation of the AEC’s free movement of skilled labor policy is projected to face challenges such as mismatched labor qualifications, fulfilling ASEAN commitment, time for implementation of ASEAN commitments, and controlling the flow of illegal migrant workers. However, ASEAN leaders already set some supporting policies to overcome challenges from this system by improving labor market information, encouraging language and skills training, managing government and public supports, expanding mutual recognition arrangements and enhancing social protection for migrant workers. If these supporting policies can be implemented, the AEC’s free movement of skilled labor policy will improve the quality of human resources in ASEAN, especially from lower-middle income countries including Indonesia, Cambodia, Laos, Vietnam, the Philippines, and Thailand. As the results, those six countries are expected to increase the high-skilled employment rates by 0.3 to 1.4 percent and the wage rates up to 10-20 percent in 2025. Thus, the projected increases in the employment and wage rates of ASEAN skilled labor will induce an expansion of the ASEAN economic growth to 7.1 percent in 2025.

ASEAN Economic Community (AEC) was established in 2015 and many agreements and commitments must be completed by Vietnam in the future. In the context of deeper integration, Vietnamese enterprises are facing competitive pressures in the domestic market. Thus, to take advantage of opportunities and respond to challenges, Vietnamese enterprises need to focus on building a workforce that is keenly aware of the challenges and opportunities of the AEC. This will help consolidate and improve their competitiveness. However, Vietnamese companies and their employees have not been unready for the AEC yet. The lack of information about the AEC and the instructions become a major obstacle to the economy. The purpose of this research is to measure level of knowledge of the youth about the AEC and estimates its impact on their awarenesss of opportunities and threats related to the AEC. Results from the survey of 214 young employees show that Vietnamese youth are confident of their subjective knowledge of the AEC, but their objective knowledge of the AEC is quite low. The youth recognized many opportunities and challenges brought by the AEC. Some relevant implications for managers, educational institutions and policymakers are also suggested in this research.

Purpose The purpose of this paper is to explore the perceptions of Indonesian management accountants (MAs) regarding the Association of South East Asian Nations (ASEAN) – ASEAN economic community (AEC), an integration initiative in Southeast Asia, and its impact on their profession. More specifically, this study presents the perceptions on Indonesian MAs’ capabilities for facing challenges and opportunities in the AEC era, as well as identifies skills needed and training or development programmes that could support the achievement of qualification standards. Design/methodology/approach A survey was distributed and administered by using a convenience sampling method, resulting in 191 valid responses. The respondents’ answers were then analysed quantitatively using the descriptive and regression analysis. Findings It was revealed that the top skills needed in the AEC era, as identified by respondents, are soft skills, technical accounting capabilities and language skills. Language capabilities and soft skills were deemed as the most lacking, and training in these areas is considered important. Skill and knowledge upgrades are needed to reap the benefits of the opportunities offered by AEC to Indonesian businesses, especially among professional accountants who will join a bigger market not limited by borders. Research limitations/implications Findings from this study can guide executives and national leaders in developing the capacity and capability of Indonesian MAs to face competition in the ASEAN region. Originality/value Although research on the AEC has been conducted in previous studies, analysis of the impact on the MA cohort has not been much explored, which creates the research gap this study wishes to fill.

The ASEAN Economic Community (AEC), a regional integration in Southeast Asia that started at the end of 2015 and is expected to bring new challenges and opportunities. However, an assessment of the capabilities of Indonesian management accountants suggests that they may struggle with challenges because of the free flow of skilled labour. In this study, we aimed at presenting and analysing Indonesian experts’ perspectives on the readiness of management accounting professionals in Indonesia to work in the new economic era. It also provides recommendations for improvements in the profession. This research uses in-depth interviews as well as questionnaires distributed to top-level management; some of the participants are also working as academics in universities. This study found that class differences as theorised by Weber play significant roles in determining readiness. These differences could be attributed to the perceived qualities of universities in Indonesia, implying that management accountants from more reputable universities are more prepared than those from less prestigious institutions. The demand side analysis performed in this study implies the expectation gaps in skills and education due to the class stratification as a barrier. The gap found in this study has to be filled to optimise the open chances offered by AEC to the profession of accounting in Indonesia. Although this is not the first research about the impact of ASEAN Economic Community to a specific profession, the study has an original value of addressing such impact on the management accountant profession in Indonesia.

At the end of 2015 the Asean Economic Community agreement came into effect which means that there will be a single ASEAN market and production base that has five basic elements, namely a) free flow of goods, b) free flow of services services), c) free flow of investment, d) free flow of capital, and e) free flow of skilled labor. In addition to the five basic elements, the single market and production base must also contain two important components, namely priority integration sectors (PIS) and the development of the food, agriculture and forestry sectors. In terms of the free flow of labor, not all workers can compete, the ASEAN economic community limits only to skilled workers. Through the 2015 ASEAN economic community, there will be job opportunities throughout ASEAN. Job seekers can easily enter and exit from one country to another without any obstacles from the recipient country. However, the ASEAN Economic Community Blueprint limits only to skilled labor and there is no discussion about unskilled labor. In an effort to support the transfer of skilled workers, all ASEAN member countries signed an MRA (Mutual Recognition Arrangement) on November 19, 2007 consisting of 8 MRAs, including engineering services, architectural services, nurse services ( nursing services), medical practitioners, dental practitioners, accountants services, surveying services, and tourism professionals. So it is feared that Indonesian workers do not compete with foreign workers

ASEAN Economic Community is one of the pillars of the establishment of the ASEAN Community which formally as a form of regional economic integration that will enter into force by 2015. This enforcement will make ASEAN as a single market and production based where there are flow of goods, services, investment and skilled labor that is free and free capital flows among ASEAN member countries. Free flow of skilled labor should be used by Indonesia as an opportunity to absorb employment and reducing unemployment. The issue of this subject is how the government policy in the field of labor in preparing skilled labour in facing the ASEAN Economic Community 2015. By using the method of juridical normative research can be concluded that there are a variety of employment policies supporting the creation of high quality human resources or skilled labor. Thus, Law of Republic of Indonesia Number 13 year 2003 on Employment and another regulations that mandate the provision of vocational training and the establishment of the National Professional Certification which in charge of certifying the competence of work must be optimized in order to prepare skilled labour, high quality and having competitiveness and recognized by the other ASEAN countries in facing the ASEAN Economic Community 2015.
