Information technology is one of the fastest growing service export industries in the world. According to information collected by LIAA (Information and Communications ..., 2018), in 2017, 40 % of Latvian information technology companies exported to the Baltic States. In 2017, the United States (further – US) was the ninth largest export partner and the 18 th largest import partner of Latvia. The US is the world’s largest software and information technology services provider, accounting for ¾ of the total global IT market. Latvian information technology companies have an interest in an information technology service exports to the US; however, currently IT companies mostly choose not to conduct market research and export strategy development. Consequently, it is necessary to evaluate the export potential of Latvian information technology services and to determine the export promotion activities of Latvian information technology services to the US. So far, there are no analysis of the Latvian IT export promotion to US that would be based on company’s needs, experience and resources available. The results of the research concluded that the export tendencies of IT services are upward and the export balance of Latvian IT services with the US is positive.

This article addresses the question of the present-day applicability of the traditional positioning approach to strategy development as being the most appropriate basis for a winning approach. The competence-based alternative is considered to be complementary to the positioning approach. Information was collected by conducting a literature search. The validity of the positioning approach is being disputed because it is claimed that the challenges and opportunities presented by today's deconstructing environmental conditions make any logical and deterministic type of strategy development impossible. However, the findings of this research suggest that the conventional positioning approach to strategy development still constitutes a basic and viable framework under present-day realities. Nevertheless, real-time techniques must be incorporated in order to create a more dynamic and entrepreneurial approach. Thus, it is not believed that a clear need exists to reject the conventional approach and that a cautious view of a possibly new paradigm should be adopted. Current literature suggests a very fragmented field and no clear alternative paradigm seems to emerge. Lessons gleamed from this study suggest that practitioners should guard against 'flitting from one new thing to the next', which are often not that original, and that academics, beyond their search for a new paradigm, should also investigate the empirical relevance of the adapted framework as postulated in this article.

The research aims to : 1. Knowing the real rice management by Kubu Raya District Government in increasing rice production. 2. Identifying factors external environment into opportunities and threats management of real rice and internal environmental factors are the strength and weaknesses of the management of real rice. 3. Formulate alternative strategies that can be implemented according to the manager of the rice area real environmental conditions. 4. Analyzing priority management strategies that can be implemented in accordance with the environmental conditions of real rice area . Benefits of this research are : 1. As an input for the management of real rice in Kubu Raya District to be considered in carrying on their business in the face of environmental changes occur real rice. 2. This study is also expected to be material information for the various parties involved in the management of real rice to prepare measures that can improve the production and productivity of rice in order to self-sufficiency and food security in Indonesia , particularly the Kubu Raya District immediately reached. 3. As for the academics, hopefully this study can be material information, comparisons and references for further studies. The research was conducted in the village of Kuala Foreman A B District Overseer Kuala Kubu Raya district of West Kalimantan Province and held for about 2 months. Method used was a survey method and included in the descriptive study. The population in this study are all stakeholders involved in the system of rice agribusiness. The sampling technique used was purposive sampling, which determine directly or selecting respondents deliberately . The results of this study are : SWOT analysis matrix shows the internal - external strategic factors obtained is : SO the value of 3,2748 , with a value of 3,0448 ST, WO and WT with a value of 2.5888 with a value of 2.3588. In recent years, with electron microscopes coming into wider use, their installation environments do not necessarily give their performance full play. Their environmental conditions include air-conditioners, magnetic fields, and vibrations. We report a jointly developed entirely new vibration isolator which is effective against the vibrations transmitted from the floor.Conventionally, large-sized vibration isolators which need the digging of a pit have been used. These vibration isolators, however, are large present problems of installation and maintenance because of their large-size.Thus, we intended to make a vibration isolator which1) eliminates the need for changing the installation room2) eliminates the need of maintenance and3) are compact in size and easily installable.
