The White Paper The Reorganization of Central Government (Cmnd 4506) not merely announced extensive changes in the organizational structure of Whitehall, it did so in unusually ambitious and philosophically explicit terms. This paper traces the origins of the policies announced in the white paper, identifies the main groups and individuals involved, and shows how some elements were more successfully implemented than others. The concluding analysis seeks to penetrate behind the functional-rationalist vocabulary of Cmnd 4506 and identify an underlying set of choice criteria and decision procedures which permit a fuller explanation of the events of 1970—4.

This article discusses federalism and deferent theories related to it. Federalism as a theory, as a concept and as an organizational structure refers to the distribution of powers between the two levels of the government. It stands for unity, cooperation, and interdependence between the central government and the component units. Being dynamic in nature, it adopts changes according to the prevailing conditions of the country. An attempt has been made to elucidate federalism from two broad perspectives of the classical approach and Modern approach. The classical approach restricts federalism to cooperation and independence with quasi federalism, coupled with the element of encroachment from the federal government. This approach is merely based upon the doctrine of legal formalism or formalism fallacy. The modern approach focuses on two cardinal principles of cooperation and interdependence. The modern theory is a broad term and encompasses many forms of federalism within its ambit.

Abstract This paper investigates the organizational structure of the Xiang Army, one of the best-known regional armies in the late Qing dynasty. The army developed an organizational form to overcome problems that plagued the imperial army of the central government, namely, the poor recruitment and training of soldiers, the lack of incentives to fight in battles, and the coordination failure. This organizational structure, I argue, played a central role in the rise of the Xiang Army in the Qing dynasty.

This study aims to analyze the condition of the existing regional equipment of the Sumedang Regency government. The population of this evaluation activity is all regional apparatus organizations in Sumedang Regency. Respondents in this evaluation are the Team assigned by each government agency in accordance with the level of the organization. The evaluation results show that most organizations are in the composite rating category P4. That is, in terms of structure and process, the organization is considered to be classified as effective, able to accommodate the organization’s internal needs and be able to adapt to the dynamics of changes in the organization’s external environment. However, the structure and process of the organization still has several minor weaknesses that can be addressed immediately if improvements are made through routine actions that are marginal. The SKPD in Sumedang District has met the organizational standardsset by the central government, although in some aspects such as the use of information technology and also the openness of data access in each organization has not been implemented to the full. Since the late 1970’s, the Chinese government has been gradually changing its traditional policy for providing higher education and has begun to emphasize the comprehensiveness of the universities. Interdisciplinary cooperation and the synergization of resources are being promoted, and institutional autonomy is gradually increasing. Schools and faculties have been restored in universities, and new research institutions, research schools, research centers and the like have been established. From a unitary three-level model— university/department/ teaching and research group—before the reform, the organizational structures of the universities have developed a new organizational structure that is more flexible and more open. This more adaptable structure is intended to meet the developmental demands of modern universities with close links being created between their work and regional economic and social development. China has moved from a very centralized educational system in which the main decisions were taken by the central government to a decentralized educational system. This reform is also taking place within the institutions of higher education, and their internal organizational structure has also become more decentralized.

The central government is a party that is given the responsibility and rights to run the government systems, and social services to the society. In order to fulfill these duties, central government needs a system that can assist the government in carrying out its functions. Accounting Institution System is one embodiment of the systems of government that regulate the flow of goods, services and funds into supporting the implementation of the government's job. The purpose of this study is to analyze the suitability of the SAI management system procedures and regulations, analyze the course of the reconciliation process, and analyze the use of information systems related to Accounting Institution System on BKKBN SULUT. The analytical method used is descriptive comparative method which is a method for finding answers fundamentally about causation by analyzing factors of occurrence or the appearance of certain phenomena. The results showed that the organizational structure has described the separation of responsibilities and authority, especially the things related to the SAI that consist of SAK and SIMAK-BMN, the implementation of the SAI in BKKBN SULUT has not been fully implemented in accordance with applicable regulations, both internal and external reconciliation generally been accomplished by the procedure and only experienced by technical errors, while the information relating to the SAI system has been implemented properly and structured.

Based on the result of research in the Cooperative Office, Micro, Small and Medium Enterprises Bandung and the Department of Trade and Industry Bandung, there is work performance that has not been maximized, it can be seen from the indicators: the quantity of work, job knowledge and personal quality. This is due to: the complexity and formalization that have not been optimize. This research used combination research method by using Sequential Model that is with data and quantitative data analysis in first stage and with qualitative data in second stage. Technique collective data consist of literature study, field study (participant and non-participant observation, in-depth interviews with two heads of service, questionnaires distributed to 28 persons, Division Head and Section Head of both Focus Group Discussion), research design, data and data sources, key informant and informant, and documentation studies. The result of this research is quantitative result of 68.9% result of organizational design on work performance in Cooperation Department, Micro, Small and Medium Enterprises, Trade and Industry Office of Bandung City that have a high enough influence. The result of qualitative research is micro business that became a municipality affair then small enterprises are provincial affairs, and medium enterprises are the affairs of central government. This showed that there are still overlapping in work specialization and the authority that has not optimize yet from central to region, thus it needs a new concept or research findings that will certainly enrich organizational theory and study related to organizational structure and public institutional related to work performance. Keywords: Organizational Structure, Work Performance, New SOTK.

Permendagri Nomor 95 Tahun 2016 Tentang Perangkat Daerah Aceh tidak mengatur secara detail tentang Satpol PP dan WH. Satpol PP dan WH diatur dengan Qanun Aceh/Qanun Kabupaten/Kota atau Peraturan Gubernur/Peraturan Bupati/Walikota. Karena tidak ada aturan dari pemerintah pusat yang mengatur khusus tentang Satpol PP dan WH, mengakibatkan adanya perbedaaan struktur organisasi tata kerja, penyebutan nomenklatur dan standar operasional prosedur baik provinsi dengan kabupaten/kota maupun antara sesama kabupaten/kota. Untuk itu perlu aturan khusus yang bersifat nasional atau aturan dari pusat yang mengatur tentang Satpol PP dan WH di Aceh. Kepada Pemerintah Aceh dan Pemerintah Kabupaten/Kota diharapkan dapat mendorong Pemerintah Pusat melakukan upaya agar melahirkan regulasi yang bersifat nasional yang mampu mengakomodir kepentigan Satpol PP dan WH di Aceh dan terus melakukan review terhadap aturan yang sudah ada maupun yang akan dilahirkan nantinya. The Internal Affair Ministry Regulation Number 95, 2016 regarding Aceh Official Structure does not mention detailed regarding the organizational structure of the Municipal Police and the Sharia Police. The Governor or Head of Region/Major Regulation is only rule on the Municipal Police and the Sharia Police. Hence it has impact on the different structures of working unit organization, the wording and the standard operating procedure either provincial or local or between regions.  It is recommended that it is necessary to enact special law, which is nationally ruling on the municipal and Sharia Police in Aceh. In addition, the government of Aceh and the Regional/municipal Government should encourage the central government to enact national laws on the interest of the polices in Aceh and these should be reviewed.
