Europe Elects a Parliament: Cognitive Mobilization, Political Mobilization and Pro‐European Attitudes as Influences on Voter Turnout

In June 1979, 110,968,000 citizens of the nine European Community countries voted to select representatives to the European Parliament - the fvst directlyelected supranational parliament in history.Representatives from nine nations sit together as members of transnational party federations that have, in varying degrees, worked out joint political programmes. As a democratically elected body, the new European Parliament possesses a political legitimacy that the former, appointed, Parliament never had. By itself, this does not automatically give it a more influential role in decision-making at the European level, but it certainly strengthens the Parliament's potential to do so.

Scanning for argument: the argument was relatively well signalled by the introduction and the headings. What is the main argument? The following has been divided into proposition and evidence supporting it. Many readers do not differentiate the two which is a major error and leads to confusion and misunderstanding. A proposition is a statement being put forward as a point in argument construction. It can be given strength by evidence supporting it. • Proposition 1, para 2: The Maastricht Treaty was not the remarkable diplomatic achievement it was claimed to be. Evidence: street reaction apathetic, confused, hostile, fearful: (i) Danes voted against it; (ii) French approved it marginally (1%); (iii) commentators at the time said that if there had been greater scrutiny in Great Britain and Germany the outcome would have been uncertain; (iv) even those supporting it were just plain greedy. • Proposition 2, para 3: There was a ‘growing disillusionment with the European construct as a whole’. • Proposition 3, para 3: The ‘moral and political legitimacy’ of the European construct is in decline. Evidence: There is ‘a sense of disempowerment of the European citizen’ which has many roots, but three stand out: (i) democratic deficit; (ii) remoteness; (iii) competencies of union. • Conclusion: a package of three proposals (a limited ballot by citizens concerning legislation; internet access to European decision making; establishment of a constitutional council), taken from research, initiated by the European Parliament, can make a real difference to increase the power of the European citizen without creating a political drama. There remains a growing disillusionment with the European construct as a whole which is suffering from a decline in its moral and political legitimacy. The amount of European level organized interest groups has dramatically increased since the Single European Act came into force in 1987. In 1995 approximately 3000 lobby-groups, employing 10.000 lobbyists, are based in Brussels. This has resulted in a complex arrangement of European interest intermediation and caused important constraints on decision making procedures and institutional actors. The first part of this article offers a discription and evaluation of this proliferation and diversification of European interest groups. It alsosuggests a classification of all European interest groups including professional lobbyists and actors that defend their interests by themselves. The second part gives a discription of the way in which both European Parliament and Commission have dealt with this proliferation and assesses the differences in approachbetween both institutions.

Abstract EC is considered a «bridge» between Europe and civil society. The councilors represent directly the interest of EC’s civil society. The Committee plays either the role of the welcoming structure for some forums of the participating democracy or the role of warrantor for a pluralist model that strengthens the legitimacy of the decision-making process. Thanks to the role granted by the Treaty, its structure and competences, ESC comprises a privileged place for the representation, information and expression of the organized civil society; by this, it admits the operation of the only “field” of its kind between Europe and the citizens. In case the Committee of the Regions represents whether originally or not a fundamental step in the development of the “Europe of the Regions” it is not very clear. The example of federal states of Germany used by the Committee of the Regions as an expression tool of their opinion at European level, is successful. However, it should be mentioned that CoR has achieved to be an independent body in a short period of time, able to reflect essential influencing opinions on regional issues.

Evidence-based practice requires astute clinicians to blend our best clinical judgment with the best available external evidence and the patient's own values and expectations. Sometimes, we value one more than another during clinical decision-making, though it is never wise to do so, and sometimes other factors that we are unaware of produce unanticipated clinical outcomes. Sometimes, we feel very strongly about one clinical method or another, and hopefully that belief is founded in evidence. Some beliefs, however, are not founded in evidence. The sound use of evidence is the best way to navigate the debates within our field of practice.

In theory, participatory democracies are thought to empower citizens in local decision-making processes. However, in practice, community voice is rarely representative, and even in cases of equal representation, citizens are often disempowered through bureaucratic processes. Drawing on the case of a firearm discharge debate from a rural county’s municipal meetings in Virginia, I extend research about how power operates in participatory settings. Partisan political ideology fueled the debate amongst constituents in expected ways, wherein citizens engaged collectivist and individualist frames to sway the county municipal board ( Celinska 2007 ). However, it was a third frame that ultimately explains the ordinance’s repeal: the bureaucratic frame, an ideological orientation to participatory processes that defers decision-making to disembodied abstract rules and procedures. This frame derives its power from its depoliticization potential, allowing bureaucrats to evade contentious political debates. Whoever is best able to wield this frame not only depoliticizes the debate to gain rationalized legitimacy but can do so in such a way to favor a partisan agenda. This study advances gun research and participatory democracy research by analyzing how the bureaucratic frame, which veils partisanship, offers an alternative political possibility for elected officials, community leaders, and citizens to adjudicate partisan debates.

With the first direct election to the European Parliament in the fall of 1979, there has been a renewed interest in the study of the European Community. While very few American universities offer courses on the European Community, more college and universities are including some coverage of the Community through course offerings on European politics or the study of international organizations.There are several reasons why the European Community is today receiving more attention by scholars and researchers. With the addition of three states in 1973, the nine member organization has become a significant economic force in the world. And because of the Community's economic importance, its decisions also have social and political implications.

Interval-valued T-spherical fuzzy set (IVTSFS) handles uncertain and vague information by discussing their membership degree (MD), abstinence degree (AD), non-membership degree (NMD), and refusal degree (RD). MD, AD, NMD, and RD are defined in terms of closed subintervals of that reduce information loss compared to the T-spherical fuzzy set (TSFS), which takes crisp values from intervals; hence, some information may be lost. The purpose of this manuscript is to develop some Hamacher aggregation operators (HAOs) in the environment of IVTSFSs. To do so, some Hamacher operational laws based on Hamacher t-norms (HTNs) and Hamacher t-conorms (HTCNs) are introduced. Using Hamacher operational laws, we develop some aggregation operators (AOs), including an interval-valued T-spherical fuzzy Hamacher (IVTSFH) weighted averaging (IVTSFHWA) operator, an IVTSFH-ordered weighted averaging (IVTSFHOWA) operator, an IVTSFH hybrid averaging (IVTSFHHA) operator, an IVTSFH-weighted geometric (IVTSFHWG) operator, an IVTSFH-ordered weighted geometric (IVTSFHOWG) operator, and an IVTSFH hybrid geometric (IVTSFHHG) operator. The validation of the newly developed HAOs is investigated, and their basic properties are examined. In view of some restrictions, the generalization and proposed HAOs are shown, and a multi-attribute decision-making (MADM) procedure is explored based on the HAOs, which are further exemplified. Finally, a comparative analysis of the proposed work is also discussed with previous literature to show the superiority of our work.

Industries are nowadays not only expected to produce goods and provide services, but also to do this sustainably. What qualifies a company as sustainable implies that its activities must be defined according to the social and ecological responsibilities that are meant to protect the society and the environment in which they operate. From now on, it will be necessary to consider and measure the impact of industrial activities on the environment, and to do so, one key parameter is the carbon footprint. This paper demonstrates the utility of the LCI as a tool for immediate application in industries. Its application shall facilitate decision making in industries while choosing amongst different scenarios to industrialize a certain product with the lowest environmental impact possible. To achieve this, the carbon footprint of a given product was calculated by applying the LCI method to several scenarios that differed from each other only in the supply-chain model. As a result of this LCI calculation, the impact of the globalization of a good’s production was quantified not only financially, but also environmentally. Finally, it was concluded that the LCI/LCA methodology can be considered as a fundamental factor in the new decision-making strategy that sustainable companies must implement while deciding on the business and industrial plan for their new products and services.

Health technology assessment (HTA) has become increasingly important in the European Union as an aid to decision making. As agencies and programs have been established, there is increasing attention to coordination of HTA at the European level, especially considering the growing role of the European Union in public health in Europe. This series of papers describes and analyzes the situation with regard to HTA in the 15 members of the European Union, plus Switzerland. The final paper draws some conclusions, especially concerning the future involvement of the European Commission in HTA.
