The North Atlantic Biocultural Organization (NABO) community initiated dataARC to develop digital research infrastructures to support their work on long-term human-ecodynamics in the North Atlantic. These infrastructures were designed to address the challenges of sharing research data, the connections between those data and high-level interpretations, and the interpretations themselves. In parallel, they were also designed to support the reuse of diverse data that underpin transdisciplinary synthesis research and to contextualise materials disseminated widely to the public more firmly in their evidence base. This article outlines the research infrastructure produced by the project and reflects on its design and development. We outline the core motivations for dataARC's work and introduce the tools, platforms and (meta)data products developed. We then undertake a critical review of the project's workflow. This review focuses on our understanding of the needs of stakeholder groups, the principles that guided the design of the infrastructure, and the extent to which these principles are successfully promoted in the current implementation. Drawing on this assessment, we consider how the infrastructure, in whole or in part, might be reused by other transdisciplinary research communities. Finally, we highlight key socio-technical gaps that may emerge as structural barriers to transdisciplinary, engaged, and open research if left unaddressed.

This paper explores the limits of the Hanseatic Diet’s ability to regulate Hanseatic trade with Iceland and the North Atlantic island groups of Shetland, Orkney and the Faroes*. It comes to the conclusion that the Hanseatic Diets prohibited direct commercial links to Shetland, Orkney and the Faroes consistently from 1416, but turned a blind eye to the Iceland trade. The reasons for this inconsistent policy were the necessity of maintaining the Bergen’s monopoly on the stockfish trade (which was also in the interest of the Danish-Norwegian crown),  while at the same time keeping the door open for Hanseatic merchants who were not active in the Bergen trade to forge commercial links with Iceland, albeit at their own risk. The representatives of the Hanseatic towns often preferred to leave an issue undecided, in order to keep as many options open as possible. The huge divergence in the interests of merchants and towns forced the Diet to dissemble, pursuing policies out of the public gaze which subverted the resolutions the Diet had passed for public consumption.

AbstractEuthynnus (family Scombridae) is a genus of marine pelagic fish species with a worldwide distribution that comprises three allopatric species: E. alletteratus, E. affinis and E. lineatus. All of them targeted by artisanal and commercial fisheries. We analyzed 263 individuals from Atlantic and Pacific Oceans using two genetic markers, the mtDNA Control Region (350 bp) and nuclear calmodulin (341 bp). The results obtained challenge the phylogeny of this group. We found a deep genetic divergence, probably at species level, within E. alletteratus, between the North Atlantic-Mediterranean and the Tropical East Atlantic. This deep genetic divergence was tested with several species delimitation methods. This complete phylogeographic association between the North Atlantic and the Tropical East Atlantic support the hypothesis of two cryptic species. In addition, population genetic heterogeneity was detected between the North East Atlantic–Mediterranean and North West Atlantic regions. Our results indicate two scales of differentiation in what is currently considered a single population. Accordingly, for management purposes, the populations of E. alletteratus, should be divided into a minimum of three management units. On the other hand, the high level of differentiation found in E. alletteratus contrasts with the shallow genetic divergence of E. affinis and E. lineatus.

In 2019, the North Atlantic Treaty Organization (NATO) celebrated 70 years of consultation, consensus and conflict prevention. The same year also marked 20 years since NATO first opened access to its archives to the public. The establishment of the NATO Archives in 1999 was hailed by then Secretary General Javier Solana as an important signal of the Alliance’s commitment to transparency and openness. NATO declassified and publicly disclosed thousands of documents and opened a dedicated Reading Room at NATO Headquarters in Brussels. Behind the scenes, the establishment of the NATO Archives and of the Archives Committee also changed the way in which NATO managed its historical records. Up to this point, there was no NATO-wide policy on archives, no organizational archives and no consistency in any of the traditional archival functions. Starting in 1999, NATO could boast a professional archives programme, implemented by trained archivists and governed by a committee of national experts. The programme can claim a string of successes over the last 20 years, implementing archival strategy in novel and unique ways to respond to NATO’s organizational structure. While the Archives are part of NATO’s political headquarters, NATO itself is composed of multiple formal entities under the overall direction of the North Atlantic Council and the Military Committee, including military commands, civilian agencies, military operations etc. Before 1999, each managed their archival material locally, according to internal procedures. This article outlines the Archives’ strategic policies and its governance, involving national experts of all its 30 member nations; presents its increasingly larger and more robust acquisition programme based on a strong and actively managed retention and disposition strategy; assesses its digital preservation activities; and provides an update on NATO’s declassification and public disclosure programme.

Abstract The National Hurricane Center (NHC) has a long history of forecasting the radial extent of gale force or 34-knot (kt; where 1 kt = 0.51 m s−1) winds for tropical cyclones in their area of responsibility. These are referred to collectively as gale force wind radii forecasts. These forecasts are generated as part of the 6-hourly advisory messages made available to the public. In 2004, NHC began a routine of postanalysis or “best tracking” of gale force wind radii that continues to this day. At approximately the same time, a statistical wind radii forecast, based solely on climatology and persistence, was implemented so that NHC all-wind radii forecasts could be evaluated for skill. This statistical wind radii baseline forecast is also currently used in several applications as a substitute for or to augment NHC wind radii forecasts. This investigation examines the performance of NHC gale force wind radii forecasts in the North Atlantic over the last decade. Results presented within indicate that NHC’s gale force wind radii forecasts have increased in skill relative to the best tracks by several measures, and now significantly outperform statistical wind radii baseline forecasts. These results indicate that it may be time to reinvestigate whether applications that depend on wind radii forecast information can be improved through better use of NHC wind radii forecast information.

Abstract In recent decades, tropical cyclone (TC) activity in the North Atlantic has shown a marked positive anomaly in genesis number, mean lifespan, number of intense hurricanes, and mean maximum intensity. The accumulated cyclone energy (ACE), which is defined as the sum of the square of the maximum surface wind velocity throughout the lifetime of a TC, is one of the measures that can be used to synthesize these factors. Similar to the ACE, the power dissipation index (PDI), which is defined as the integrated third power of maximum surface wind velocity, has also been used to describe TC activity. The basin-total ACE and PDI for the North Atlantic have also followed a large positive anomaly during the period 1995–2012; however, the relative importance of factors such as TC genesis number, TC track property (e.g., duration and lifespan), and TC intensity remains unclear in terms of their contribution to the positive anomalies in ACE and PDI. This study uses a new empirical statistical approach to analyze the TC data and finds that the increase in the TC genesis number is primarily responsible for the positive anomalies in ACE and PDI. Other factors, such as TC track property and TC intensity, appear to be minor influences.

The purpose of the article is to describe the changes NATO undergoing in response to the challenges of our time. Today NATO, as a key element of European and Euro-Atlantic security, is adapting to changes in the modern security environment by increasing its readiness and ability to respond to any threat. Adaptation measures include the components required to ensure that the Alliance can fully address the security challenges it might face. Responsiveness NATO Response Force enhanced by developing force packages that are able to move rapidly and respond to potential challenges and threats. As part of it, was established a Very High Readiness Joint Task Force, a new Allied joint force that deploy within a few days to respond to challenges that arise, particularly at the periphery of NATO’s territory. NATO emphasizes, that cyber defence is part of NATO’s core task of collective defence. A decision as to when a cyber attack would lead to the invocation of Article 5 would be taken by the North Atlantic Council on a case-by-case basis. Cooperation with NATO already contributes to the implementation of national security and defense in state policy. At the same time, taking into account that all decision-making in NATO based on consensus, Ukraine’s membership in the Alliance quite vague perspective. In such circumstances, in Ukraine you often can hear the idea of announcement of a neutral status. It is worth reminding that non-aligned status did not save Ukraine from Russian aggression. Neutral status will not accomplish it either. All talks about neutrality and the impossibility of Ukraine joining NATO are nothing but manipulations, as well as recognition of the Ukrainian territory as Russian Federation area of influence (this country seeks to sabotage the Euro-Atlantic movement of Ukraine). Think about it, Moldova’s Neutrality is enshrined in the country’s Constitution since 1994. However, this did not help Moldova to restore its territorial integrity and to force Russia to withdraw its troops and armaments from Transnistria.
