Abstract Objective To investigate the association between popular football games played in Europe and the incidence of traffic accidents in Asia. Design Study based on 41 538 traffic accidents involving taxis in Singapore and 1 814 320 traffic accidents in Taiwan, combined with 12 788 European club football games over a seven year period. Setting Singapore and Taiwan. Participants The largest taxi company in Singapore, with fine grained traffic accident records in a three year span; all traffic accident records in Taiwan in a six year span. Exposure Days when high profile football games were played or not played. Main outcome measure Number of traffic accidents. Results Regression based and time series models suggest that days with high profile European football matches were more positively associated with traffic accidents than days with less popular European football matches. For an approximate €134.74m (£120.25m; $159.76m) increase in average market value for matches played on a given day, approximately one extra accident would occur among Singapore taxi drivers, and for an approximate €7.99m increase in average market value of matches, approximately one extra accident would occur among all drivers in Taiwan. This association remained after control for weather conditions, time of the year, weekend versus weekday effects, driver demographics, and underlying temporal trends. It was also stronger for daytime traffic accidents than for night time traffic accidents, suggesting that the association between high profile football matches and traffic accidents cannot be attributed to night time celebration or attention deficits while watching and driving. Annually, this increased rate of traffic accidents may translate to approximately 371 accidents among taxi drivers in Singapore and approximately 41 079 accidents among the Taiwanese public, as well as economic losses of approximately €821 448 among Singapore taxi drivers and approximately €13 994 409 among Taiwanese drivers and insurers. The total health and economic impact of this finding is likely to be much higher because GMT+8 is the most populous time zone, encompassing 24% of the world’s population. Conclusions Days featuring high profile football matches in Europe were associated with more traffic accidents in Taiwan and Singapore than were days with lower profile football matches. A potential causal mechanism may be Asian drivers losing sleep by watching high profile European matches, which are often played in the middle of the night in Asia.

In this study, road traffic injury (RTI) was defined as any injury resulting from a road traffic accident irrespective of severity and outcome. Road traffic accident (RTA) was defined as any crash on the road involving at least one moving vehicle, irrespective of it resulting in an injury. This could include collision with a vehicle or any non`moving object while driving/riding a vehicle, collision with a moving vehicle while walking/running/standing/ sitting on the road, or fall from a moving vehicle. The burden of road traffic accidents (RTA) is a leading cause of all trauma admissions in hospitals worldwide. Road traffic injuries cause considerable economic losses to victims, their families, and to nations as a whole. These losses arise from the cost of treatment (including rehabilitation and incident investigation) as well as reduced/lost productivity (e.g. in wages) for those killed or disabled by their injuries and for family members who need to take time off work (or school) to care for the injured. Road traffic fatality in the Kingdom of Saudi Arabia (KSA) is the highest, accounts for 4.7% of all mortalities. Road injuries also are reported to be the most serious in this country, with an accident to injury ratio of 8:6. In this study, we try to focus on some causes of the accidents in KSA, so we can implement the prevention plan.

Traffic accident management as an approach to improve public security and reduce economic losses has received public attention for a long time, among which traffic accidents post-impact prediction (TAPIP) is one of the most important procedures. However, existing systems and methodologies for TAPIP are insufficient for addressing the problem. The drawbacks include ignoring the recovery process after clearance and failing to make comprehensive prediction in both time and space domain. To this end, we build a 3-stage TAPIP model on highways, using the technology of spiking neural networks (SNNs) and convolutional neural networks (CNNs). By dividing the accident lifetime into two phases, i.e., clean-up phase and recovery phase, the model extracts characteristics in each phase and achieves prediction of spatial-temporal post-impact variables (e.g., clean-up time, recovery time, and accumulative queue length). The framework takes advantage of SNNs to efficiently capture accident spatial-temporal features and CNNs to precisely represent the traffic environment. Integrated with an adaptation and updating mechanism, the whole system works autonomously in an online manner that continues to self-improve during usage. By testing with a new dataset CASTA pertaining to California statewide traffic accidents on highways collected in four years, we prove that the proposed model achieves higher prediction accuracy than other methods (e.g., KNN, shockwave theory, and ANNs). This work is the introduction of SNNs in the traffic accident prediction domain and also a complete description of post-impact in the whole accident lifetime.

Act No. 22 the year 2009 about Lalu Lintas dan Angkutan Jalan (road traffic and transportation) raises perspectives in criminal law regarding criminal liability for public transportation companies. Furthermore, it raises problems on how criminal liability of technology companies for traffic accidents and how law enforcement practice. The purpose of this study is to analyze and describe the criminal liability of technology companies for traffic accident by online motorcycle taxi drivers and for criticizing law enforcement. Normative research methods will be used to answer the problem. There are two approaches to assess the problem, namely case approach the and law approach. The conclusion is that technology companies can be criminally accounted for by the vicarious liability perspective and the Road Traffic and Transportation Act. Undang-Undang No. 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan (UULLAJ) memunculkan perspektif dalam hukum pidana menyangkut pertanggungjawaban pidana bagi perusahaan angkutan umum. Selanjutnya memunculkan permasalahan mengenai bagaimana pertanggungjawaban pidana perusahaan teknologi atas tindak pidana kecelakaan lalu lintas dan bagaimana praktek penegakan hukumnya. Tujuan penelitian ini untuk menganalisis dan mendeskripsikan mengenai pertanggungjawaban pidana perusahaan teknologi atas tindak pidana kecelakaan lalu lintas oleh pengemudi ojek online dan untuk mengkritisi penegakan hukumnya. Metode penelitian normatif yang akan digunakan untuk menjawab permasalahan ini. Terdapat dua pendekatan untuk mengkaji permasalahan ini yaitu pendekatan kasus dan pendekatan undang-undang. Dari hasil pembahasan dapat disimpulkan bahwa perusahaan teknologi dapat dipertanggungjawabkan secara pidana dengan perspektif vicarious liability dan Undang-Undang Lalu Lintas dan Angkutan Jalan.

Background: Road traffic accidents (RTAs) with the head injury warrants early treatment. The delay in receiving the specialized care adversely affects the outcome. Economic losses due to RTA with the Head Injury amount of Rs 550 crores (12.5 billion dollars), an amount that equals our defense budget. Insurance of vehicles and victims and compensation claims are related legal issues. The Objectives of the study were: 1. To analyze the delay in reaching the hospital following the Road Traffic Accident with Head Injury. 2. To study the pattern of pre-hospital treatment received. 3. To measure the socioeconomic and legal impact of Road Traffic Accident cases with Head Injury.Methods: A hospital based cross-sectional study was conducted in casualty and allied departments of Jawaharlal Nehru Medical College and Hospital, Aligarh. All cases of RTA with Head Injury admitted from August 2010 to July 2011 who were 15-45 years of age were included in the study using purposive sampling. Data was analyzed with SPSS 20.Results: A total of 463 patients were included in the study. Almost two-third of patients i.e. 315 (68.0%) were brought to hospital within 6 hours and the remaining 148 (32.0%) reached hospital after lapse of 6 or more hours. Of all patients who reached hospital before 6 hours, only 70 males and 10 females received some form of pre-hospital treatment. The mean expenditure during hospital stay was Rs.3663.71. About 51.6% of patients had to stay for 1-3 days in hospital following a head injury. As many as three-fourth of vehicles involved in accident were insured while just 14.3% of patients were insured. Only 5 (1.1%) out of the 463 patients applied for compensation till the time of interview.Conclusions: Reaching hospital early has direct bearing on final outcome of accidents. RTAs with Head Injury lead to variable out-of-pocket expenditure for patients and their attendants. Majority of victims do not have insurance, though insurance of vehicles is a common practice.

Background: In Bangladesh fatality rate due to road traffic accidents is rising sharply day by day. At least 2297 people were killed and 5480 were injured in road traffic accidents within 1st six months of 2017.Whereas in the previous year at 2016 at least 1941 people were killed and 4794 were injured within the 1st six months. No survey has been reported in Bangladesh yet correlating ADHD as a reason of impulsive driving which ends up in a road crash.

The looseness of tires or even falling off from cars will lead to serious traffic accidents. Once it occurs, it will bring casualties and huge economic losses to society, seriously affecting the traffic safety. To mitigate such possible safety concerns, an early loosening warning system is developed in this article. The system consists of the tire monitoring module and the working control module. The tire monitoring module is installed on the tire and is designed with no power supply. The control module is installed in the vehicle body. Signal transmission between the two modules is achieved through wireless radio frequency. In the driving, once the tire is loosened, the monitoring device will send out the alarm signal automatically and wirelessly. After the driver gets the alarm signal, he can immediately perform the emergency processing, parking, and inspection, which can avoid traffic accidents caused by it. This article introduces the detailed structure, working principle, and operation process of the system. This early warning system has simple structure, high reliability, and is easy to use. It can be used in the common working environment of automobiles. Meanwhile, it is also the foundation of intelligent connected vehicle.

In the process of the traffic accidents confirmation, the identification of vehicle speed when accident occurred is often an important basis for accident confirmation. The paper firstly discusses the models of mechanics and solving method for the vehicle front face, rear end, sides face ,slanted side collision based on the theory of collision mechanics ,it describes how to identify the vehicle rate and collision angle based on the model simplification, the theoretical analysis for dealing with the complicated accidents. The common and formulas are studied based on the classical collision mechanics method. The application range, parameters involved in selection and influence of the formulas are analyzed in detail. Finally the program based on C# is developed according to the identified calculation process for vehicle speed of traffic accident. The vehicle speed is obtained by selecting the collision type, entering the relevant accident pattern, inputting the parameters and clicking the command button .The application can store, modify and display results conveniently , improve efficiency on vehicle speed identification effectively and reduce the processing cycle of traffic accident availably.

Heavy fog weather can increase traffic accidents and lead to freeway closures which result in delays. This paper aims at exploring traffic accident and emission characteristics in heavy fog, as well as freeway intermittent release measures for heavy fog weather. A driving simulator experiment is conducted for obtaining driving behaviors in heavy fog. By proposing a multi-cell cellular automaton (CA) model based on the experimental data, the role of intermittent release measures on the reduction of traffic accidents and CO emissions is studied. The results show that, affected by heavy fog, when cellular occupancy [Formula: see text], the probability of traffic accidents is much higher; and CO emissions increase significantly when [Formula: see text]. After an intermittent release measure is applied, the probability of traffic accidents and level of CO emissions become reasonable. Obviously, the measure can enhance traffic safety and reduce emissions.

The road traffic accidents caused huge economic losses and casualties, so it had been focused by the researchers. Lane changing characteristic is the most relevant characteristic with safety. The intent of lane changing was discussed. Firstly, the factors affecting the intent were analyzed, the speed satisfaction value and the space satisfaction value were proposed; then the data from the University of California, Berkeley was extracted and the number of vehicles changed lane more often and the vehicle ID were obtained; the BP neural network classification model was established, it was trained and testified by actual data. The results shown the method could predict the intent accurately.

The groups of participants of the pedestrian and automobile flows, whose actions cause the greatest danger to the occurrence of conflict situations in the zone of unregulated transition, are identified. The factors determining the likelihood of a traffic accident at an unregulated transition are systematized, for which probability estimates of the occurrence of road traffic accidents are calculated. As an estimated parameter, the hazard coefficient of a conflict point of an unregulated transition is proposed, which is determined by the ratio of the probability of a traffic accident in the real-time hourly interval to the average annual probability of a traffic accident reduced to the hourly interval. The dependences of the hazard ratio of an unregulated transition are established on the most significant factors: the speed mode of transport in the area before the transition and the state of the road surface.
