Over the past 10 years, the Southland District Council has developed a proactive integrated approach to economic development. The approach has developed in response to identified needs and opportunities. The strategy recognises the importance of quality recreational opportunities, local services, amenities and infrastructure in the retention of population and attraction of new residents. These are seen as being complementary to initiatives targeted at producing increased employment opportunities. Regional initiatives are undertaken with other authorities or organisations where appropriate, and include: • Tourism Southland • Regional Identity - Branding • Crops for Southland • Topoclimate • Enterprise Connections. A close working relationship and accountability to local communities is maintained through elected members. These include the Mayor, Councillors and 12 Community Boards and 16 Community Development Area Committees. Concept development plans, prepared in conjunction with local communities, provide the basis for identifying local aspirations and priorities and linking these, where appropriate, to regional initiatives to ensure an integrated approach is achieved. A project-based approach and working with groups or organisations with a clear focus and expertise relevant to the project or issue, ensures effective use of resources and the achievement of positive outcomes. A large portion of the zakat utilization program is something needed in order to have long-term benefits of zakat and to increase the socio-economic value of zakat funds, one of which is the community's social empowerment program. BAZNAS (the National Zakat Amil Agency) of West Java, which has an intermediary function, conducts the Zakat Community Development (ZCD) program to empower the community. This study aims to determine the profile of social empowerment in the ZCD program. The research method applied is a case study and descriptive approach with data collection techniques through observation, in-depth interviews, and documentation. The results show that the effectiveness of zakat utilization can be increased through community social empowerment programs that are carried out in stages, namely the stage of mental development, group activities, and capacity building activities. Such a method aims to divide the empowerment process and identify competencies and community development.

Objective: Formulate a community development model to contribute to rural resilience at the states of Campeche, Chiapas, Tabasco, Yucatán and Quintana Roo, Mexico.Design/methodology/approach: The project execution considered the incursion in high and very high marginalization communities with populations between 300 and 3,800 inhabitants, throughout five states. Sustainable livelihoods and the logical framework made it possible to systematize and analyze the collected data to characterize the potential territorial development, carried out with a secondary sources review and a field phase. A social innovation agenda was formulated with descriptive files of projects and potential financing sources.Results: 93 localities established in 14 micro-regions in five states were intervened. Ninety extension workers were trained in community development, 216 training actions took place, 90 community databases compiled, 90 community development plans, 90 integration acts of community consultation and planning bodies (CCPB) and 14 acts of integration of extension groups for the microregional development (EGMD).Limitations of the study/implications: The duration of the project prevented the implementation of community development plans.Findings/conclusions: The present model consider the individuals participation as the basis for the life quality improvement of the community, based on territorial appreciation and the collective identity framed in participatory processes.

There is need for a good rapport or relationship between companies and their host communities for a peaceful co-existence and maximum achievement of the company’s desired goals and development of the communities.  This paper examined literacy education as a tool for equipping community members with skills, attitude and information for a peaceful co-existence between them and companies in their communities for sustainable community development. The writers established that there are conflicts that arise between companies and host communities due to reasons like ignorance, lack of information or misinformation that literacy programs can deal with. It was suggested among others that states should resuscitate mass literacy programmes in communities and there should be integration of literacy training programs into the community development plans by companies in their host communities as part of the cooperate social responsibilities

This study explains how Korean government and their citizens overcame poverty and achieved a development feat within one generational period. It illustrates the emergence of Saemaul Undong Development in the developmental state of Korea, that by instilling a new ethos on the basic ideals of diligence, self-help and cooperation, Saemaul Undong inspired the Koreans with a ‘can-do’ spirit in achieving ‘prosperity through hard work’. The study covers four key themes such as: Korean experiences in the 1970s, discussion on Saemaul Undong, success factors of Saemaul Undong, and Saemaul Undong as a community development strategy for developing countries. Government-established incentive systems and capacity-building activities accelerated Saemaul Undong’s nationwide implementation. Some aspects of Saemaul Undong are also helpful with the right policies and strategies, based on individual, politics, social, economic and political contexts. Adoption of Saemaul Undong will produce successful results if developing countries carefully study their situation and devise a workable and practical solution of their own.
