It has been clarified that the process of ensuring the financial security of the economy is closely correlated with the establishment of an appropriate management system in this area. The article is aimed at substantiating scientific views on the structure of the elements in the financial security management system in economic sectors. To achieve this goal, it is ascertained that the financial security management system of an economy provides for grounding links and means of interaction with both senior systems (financial security of regions and the state, economic security, national security), and lower systems (financial security of enterprises). It is proved that structural aspects of financial security management in an industry relate to constructing an internal system of elements and organizing their interaction in order to form the unique properties and capacity of the system by management areas. A set of structural elements of the financial security management system in an economic sector is determined, which can be divided into several groups, namely: formation of an institutional and management structure; identification of strategic and tactical guidelines; introduction of a system of economic incentives and support; provision of information and analytical monitoring and control tools; and use of regulatory tools. It is proved that the effectiveness of the financial security management system in an industry is largely determined by the quality of the organizational management structure, rational choice of strategic and tactical guidelines, effectiveness of economic incentives and support, coordination of information and analytical monitoring and control, ability to use broad regulatory tools.

The article explores the concept of economic security management strategy as a general, detailed plan of activities for the medium and long term, which should be based on the basic principles, tasks of the economic security management system of enterprises and be a way to achieve the main goal. The main purpose of this strategy is presented. Undetermined dynamics of the main indicators of the bakery enterprises in Ukraine in 2014-2019. The scheme of types of strategic behavior of the enterprises of bakery branch is considered and constructed. It is determined that the development and implementation of a new range and modern management techniques using the latest technological, information and management processes are key factors in increasing production by improving the organization of production and increasing its efficiency, expanding jobs with highly qualified personnel, high wages, attracting investment in innovation, improving product quality, rational use of available and potential resources, and, most importantly, all this ensures the appropriate level of overall economic security of the bakery industry. The main stages of managing the innovative potential of bakery enterprises in the context of strengthening their economic security are highlighted. It is outlined that the level of innovative safety of bakery enterprises is assessed by the stages of managing the innovative potential of enterprises: problem statement, management, analytical and control stages. As a result, the study concluded that the successful operation and development of the enterprise depends on an effective management system of economic security, which is based on the strategic behavior of the enterprise, which allows to develop scenarios for optimizing economic security.

A cloud-based security management and control platform is proposed, used in the Safe City security monitoring. The platform includes video monitoring and emergency command system. Video monitoring center, including command centers, branch centers, police center, monitoring the site, and through the client to complete audio and video viewing, playback and other services function. Emergency command system can complete handling emergencies, including tasking, information, resource scheduling, and other functions.

Facing COVID-19 epidemic, many countries have recently strengthened epidemic prevention and control measures. The reliability of safety management is of great significance to personnel management and control during the COVID-19 epidemic period. The focus of security management of early warning is to monitor and identify the moving target. The current optical flow method is vulnerable to the influence of light changes and background movement, and it is not very accurate for moving target detection in dynamic complex background. In this paper, aiming at the traditional Lucas Kanade optical flow method, the inter frame difference method, mean shift clustering algorithm and morphological processing are combined to optimize and improve on the original basis, so that the moving target detection effect in both simple and complex environments is significantly improved. At the same time, the improved algorithm also reduces the execution time to a certain extent, and has a certain resistance to noise interference such as light changes. This has a certain ability test value for personnel control during the epidemic.

Abstract With the advancement of internet and the emergence of network globalization, security has always been a major concern. During the trial operation, the management control platform discussed in this article included more than 600 network security vulnerabilities in the industry, with dozens of incidents, which were promptly dealt with and rectified, effectively improving the level of network security management and protection in the industry. As networks are very much vulnerable to denial of service attacks, much more emphasis has been given to security. By improving their network security, network administrators have often tried their best. To attempt penetration testing, it is the best way of ensuring the system security. With the development of information technology, the security requirement of information system is increasing day by day. The use of penetration testing technology is conducive to the realization of accurate positioning, accurate detection, and active alarm of security vulnerabilities, and the optimization of monitoring and rectification of the combination of network security management control system. Taking penetration testing technology as one of the core elements of management and control, the risk index model is optimized to make network security management controllable and efficient, and effectively achieve management and control objectives.

Abstract There are many kinds of safety control sub-systems of a large nuclear facility, and their information is isolated from each other, so the overall safety control efficiency is low. To solve this problem, based on the original security control sub-system, an intelligent security management and control system is designed by using the technology of system integration and multi-sensor cooperative scheduling. Firstly, the web service interfaces of each security control sub-system are developed, and the interconnection and information sharing of each security control sub-system are realized through these interfaces. Then, based on the multi-sensor system cooperative optimization scheduling technology and the improved ant colony algorithm, the information synthesis and security cooperative optimization scheduling of heterogeneous multi-sensor messages are realized. The highly integrated intelligent security management and control system reduces the alarm omission rate and false alarm rate of the safety control and improves the efficiency of the security control.

Public sector organizations are in the early stages of adopting information security management in Albania. Organizations who have adopted these processes have underestimated information security within the governance framework. This study specifically investigates the information security management within public sector organizations. Its objective is to align local organizations with international standards and frameworks in terms of integrating information security management and information technology audits, risks, and control measures. A survey of selected organizations is completed and results are presented in this paper identifying the maturity level of information security management in Albanian organizations.

With the deepening of business informatization, all kinds of business application data are rapidly gathering, which promotes enterprises to enter the era of big data. Enterprises begin to build the concept of big data, deepen the understanding of big data, extract potential data value, and improve the operation ability of enterprises and information systems. At the same time, big data brings internal control information to the system, which is becoming more and more challenging, so enterprises pay more and more attention to the security of the information system. This paper aims to introduce the enterprise financial risk identification and information security management and control under the big data environment and master the enterprise financial risk identification method so that the enterprise can adapt to the needs of the times competition faster and better. This paper introduces the method of identifying financial risk in the background of big data by classifying the methods of financial risk identification and designing the factor model. Through the experimental investigation of the company's financial asset rate, the enterprise financial risk situation is displayed, and the enterprise can improve the internal management to control the financial risk within a certain range. The experimental results show that from 2016 to 2020, the internal control and asset rate of the enterprise affect the financial risk of the enterprise, 82% of the operators only have a reasonable debt structure and sufficient solvency, the operator can operate in a safe state and then maintain a low financial risk, and the operator should also take measures to prevent the occurrence of risk in advance and realize the business goal of maximizing benefits.
