Turkish Sugar Inc., a public enterprise including 25 factories, is the first corporation of Turkish industry. According to the government policy, public sugar factories (PSFs) will be privatized as geography-based 6 portfolio groups in two years. As performance measures of PSF affect government, sugar producers, and several unions in privatizing process, a systematic approach is necessary to measure efficiencies and grouping factories. This paper uses a new DEA- (Data Envelopment Analysis-) based clustering approach for measuring efficiency scores of PSF and grouping them instead of geography- based portfolio groups. This new approach can help decision makers in privatizing process. At the same time, target values obtained by dual model can be used to eliminate inefficiencies of some PSFs.

The relationship between power industry and the national economic development are being more and more closely associated. The power companies supported by the government policy and attention in the stock market has gotten the developing priority, and has also been becoming one of important blocks on the stock markets. Use DEA method, select the appropriate input and output indexes, analyze the relative efficiency of the power companies and give evaluation of the results. Not only power companies, the majority of the shareholders, but also political decision-makers could get references from DEA evaluation.

Many real-world problems require decision makers to consider multiple criteria when performing an analysis. One popular method used to analyze multicriteria decision problems is goal programming. When applying goal programming, it is often difficult if not impossible to determine the target values and unit penalty weights with any level of confidence. Thus, in many situations, managers and decision makers may be forced to specify these parameters subjectively. In this paper, we present a model framework designed to eliminate the arbitrary assignment of target values and unit penalty weights when applying goal programming to solve multicriteria decision problems. In particular, when neither of these parameters is available, we show how to integrate factor efficiency scores determined from data envelopment analysis into the model. We discuss an application of the methodology to ambulatory surgery centers and demonstrate the model framework via a product mix example.

There are several International Olympiads for secondary school students (for example, mathematics, physics, chemistry, biology and informatics). These Olympiads are not just a science competition, but a means to care for talent in the particular science. The goal of this paper is to identify the necessary topics important for good results at these international contests, and to compare the contest systems for the countries in South Eastern Europe, in the field of Informatics (Computer Science), as a region that is one of the prominent world regions in the context of high results in the international competitions. Here, we provide comparison through detailed analysis of several countries, and further we present a new approach that may be used to compare the achievements of the countries based on the results that students achieved at these competitions. Finally, we present an application of this approach on the results of some of the discussed countries compared to Macedonia. We strongly believe that the paper will provide a valuable content and approach for the entities involved in the organization of the contests, to measure their results compared to other countries, to use the information for improvement, and to use their achievements to raise awareness among the government institutions and companies in order to get support from them.

The emergence of rural community owned enterprises khown as BUMDes has been in line with evolution of public administration pradigm, from OPA to NPM who implemented in local government. Local potency development becomes a substantial aspect to improving local competitiveness. Hence, BUMDes formation is one of the models financial capacity to develop local potency in rural level. The aim is comparing traditional and public enterprise based management in local potency management. The results show that there is a fundamental difference in the management of local potency in rural level. Consequently, We argue that has been on the right track, the evolution of the government business model to the public enterprise for the management of local potency in rural level. Evolution of BUMDes is from a bureaucratic to the business sector model, but as a social business not profit maximizing businesses.

Purpose The purpose of this paper is to benchmark the operational and financial performances of the major Indian seaports to help derive useful insights to improve their performance. Design/methodology/approach A two-stage data envelopment analysis (DEA) methodology has been used with the help of data collected on the 13 major seaports of India. The first stage of the DEA captured the operational efficiencies, while the second stage the financial performance. Findings A window analysis over a period of three years revealed that no port was able to score an overall average efficiency of 100 per cent. The study identified the better performing units among their peers in both the stages. The contrasting results of the study with the traditional operational and financial performance measures used by the ports helped to derive useful insights. Research limitations/implications The data used in the study were majorly limited to the available sources in the public domain. Also, the study was limited to the major seaports which are under the Government of India and no comparisons were carried out with other local or international ports. Practical implications There is a need to prioritize investments and improvement efforts where they are most needed, instead of following a generalized approach. Once the benchmark ports are identified, the port authorities and other relevant stakeholders should work in detail on the factors causing inefficiencies, for possible improvements in performance. Originality/value This paper carried out a two-stage DEA that helped to derive useful insights on operational efficiency and financial performance of the India seaports. A combination of the financial and operational parameters, along with a comparison of the DEA results with the traditional measures, provided a different perspective on the Indian seaport performance. Considering the scarcity of research papers reported in the literature on DEA-based benchmarking studies of seaports in the Indian context, it has the potential to attract future research in this field.

The purpose of this study was to emphasize that the Data Envelopment Analysis (DEA) method is an important benchmarking tool which provides necessary information for improving business performance. To fulfil the abovementioned goal, we used a sample of 48 Slovak companies involved in the field of heat supply. As their position in the economic and social environment of the country is essential, considerable attention should be paid to improving their performance. In addition to the DEA method, we applied the Best Value Method (BVM). We found that DEA is a highly important benchmarking tool, as it provides benchmarks for units that have problems with performance and helps us to reveal risk performance factors. The DEA method also allows us to determine target values of indicators. The originality of this paper is in its comparison of the results of the BVM and the DEA methods.

A new approach is presented for calculating the parent orientation from sets of variants of orientations produced by phase transformation. The parent austenite orientation is determined using the orientations of bainite variants that transformed from a single parent austenite grain. In this approach, the five known orientation relationships are used to back transform each observed bainite variant to all their potential face-centered-cubic (f.c.c.) parent orientations. A set of potential f.c.c. orientations has one representative from each bainite variant, and each set is assembled on the basis of minimum mutual misorientation. The set of back-transformed orientations with the minimum summation of mutual misorientation angle (SMMA) is selected as the most probable parent (austenite) orientation. The availability of multiple sets permits a confidence index to be calculated from the best and next best fits to a parent orientation. The results show good agreement between the measured parent austenite orientation and the calculated parent orientation having minimum SMMA.
