The relationship between power industry and the national economic development are being more and more closely associated. The power companies supported by the government policy and attention in the stock market has gotten the developing priority, and has also been becoming one of important blocks on the stock markets. Use DEA method, select the appropriate input and output indexes, analyze the relative efficiency of the power companies and give evaluation of the results. Not only power companies, the majority of the shareholders, but also political decision-makers could get references from DEA evaluation.

This chapter introduces the problem of “reform capacity” (the ability of political decision-makers to adopt and implement policy changes that benefit society as a whole, by adjusting public policies to changing economic, social, and political circumstances). The chapter also reviews the long-standing discussion in political science about the relationship between political institutions and effective government. Furthermore, the chapter explains why the possibility of compensation matters greatly for the politics of reform; provides a precise definition of the concept of reform capacity; describes the book's general approach to this problem; and discusses the ethics of compensating losers from reform; and presents the book's methodological approach.

The purpose of this paper is to serve as a point of departure for discussion of the relationship of regional differentiation and growth to general economic development. In addition to touching on methodological problems, I hope to establish two specific points: (a) that the needs of economic history call for particular perspectives in delimiting regions, and (b) that study of regional interaction can provide insights in an understanding of national economic development.

While the documentary genre has frequently been conceptualized as a democratic tool with civic potential, the ways popular advocacy documentary functions in the process of social change is unclear. We need more information about the relationship between documentary agitation and collective organizing for social change, as well as about how this function shifts with the visibility of popular attention. Mainstream commercial culture is more than at odds with a commons of democratic exchange. The advocacy film is a time-honored tradition in documentary history, made specifically for the aims of democratic exchange. This type of film is produced for political causes by activists or advocates who are not closely connected with the government or decision makers. Often the director is constructed as a central creative force. Central figures usually function as surrogates for the film in public interviews and engagements; the speakers are often connected to sponsoring organizations. In this chapter, I first address the historical linage of popular documentary and its movement from the vernacular to the popular. Then, I examine the ways popular advocacy documentary in popular form has morphed in recent years, providing insight into the potential of the genre to make contact with the political structure.

This article presents a preliminary analysis of the advice provided by the UK government’s Scientific Advisory Group for Emergencies (SAGE) held between 22 January and 23 March 2020 in response to the emerging coronavirus pandemic. Drawing on the published minutes of the group’s meetings, the article examines what was known and not known, the assumptions and working practices that shaped their work, and how this knowledge was reflected in the decisions made by the government. In doing so, the article critically examines what it means for policy making to be ‘led by the science’ when the best available science is provisional and uncertain. Using ideas of ‘externality’ and ‘evidential significance’, the article argues that the apparent desire for high levels of certainty by both scientists and political decision-makers made early action impossible as the data needed were not, and could not be, available in time. This leads to an argument for changes to the institutions that provide scientific advice based on sociologically informed expectations of science in which expert judgement plays a more significant role.

Ports serve as an important link in global supply chain. Worldwide more than 75 percent of cargo move by sea. Over the years, the Indian Union has endeavoured to invest on major ports of the country to meet up to the global standards. Yet the share of major ports under the government of India has decrease from 90 to 70 percentage of total sea borne cargo in the country. The major ports lost its share to the minor ports under the state governments. Two reasons could be hypothesized for the said problem. One, the investments are not made in the right direction and other that the efficiency needs to be improved in functioning of the ports. In this paper an attempt has been made to identify the dimensions of port performance and the causality between the dimensions. It chooses to take average turn round time (ATRT) as an indicator of port performance. The paper proposes an analytical framework to identify the causality that would aid the decision makers. The causal approach has been based on identifying the dimensions (factors) using multi-variate data analysis, establishing the linear causal association between the ATRT and the factors, analyzing the relationship so obtained to propose an System Dynamics model for policy simulation by the decision makers.

Turkish Sugar Inc., a public enterprise including 25 factories, is the first corporation of Turkish industry. According to the government policy, public sugar factories (PSFs) will be privatized as geography-based 6 portfolio groups in two years. As performance measures of PSF affect government, sugar producers, and several unions in privatizing process, a systematic approach is necessary to measure efficiencies and grouping factories. This paper uses a new DEA- (Data Envelopment Analysis-) based clustering approach for measuring efficiency scores of PSF and grouping them instead of geography- based portfolio groups. This new approach can help decision makers in privatizing process. At the same time, target values obtained by dual model can be used to eliminate inefficiencies of some PSFs.

Seaport industry plays an important role in local and national economic development. The development of the seaport industry creates a competitive advantage, promotes international trade and speeds up the integration process of nations, especially in developing countries. Many studies have noted the importance of seaports to economic development. Economic development is also one of the crucial factors in seaport development. Economic growth will promote domestic production and improve investment efficiency. The development of import and export activities directly affects the supply of goods and the scale of operations of seaports; the increasing in industrial-agricultural output will increase the volume of goods, thereby promoting the seaport industry. This research analyses the relationship between economic growth, export-import operations, industry & agriculture to cargo through ports based on statistical data for the period 2000–2019. This study selects the case of Vietnam, a developing economy with a long coastline along with the country, and its shipping capacity ranked 4th in the ASEAN region.

The design of national economic development should never ignore three important aspects, namely integration, and sustainably and local contexts. Insufficient comprehension over these three aspects has caused delays of economic progress in several regions like Maluku. This region is characterized with archipelagic geo-profile where marine and fisheries resources are abundant but economic progress is sluggish. To catch up with the achievement shown by regions in the western part of the country, there must by effective efforts done in Maluku. This research is aimed at analyzing the three aspects mentioned above as related to acceleration of marine and fisheries economic development based on the region’s maritime geo-profile. In line with it, primary and secondary data were applied on a SWOT Analytical Approach. Based on the analysis, it was concluded that acceleration of marine and fisheries economic development in Maluku can be carried out through both local and national policies focused on facilitating prospective economic players in making massive investment in the marine and fisheries sector. Among others, this should be done by improving the capacity of Maluku marine ports and directing them to be local economic transmiters, through more effective functions as hubs for ships carrying commodities and products for both national and international markets. This research found that in line with it, a pre-requirement that has to be advanced by the government is detailed zoning of marine and fisheries resources, which is supported by a legal umbrella.

The agricultural sector is important in national economic development, especially as a provider of employment and as the main source of income for rural communities. Development in the agricultural sector requires the support of all stakeholders, the government's limited role in accommodating the needs in this sector then gave birth to a concept of a collaboration called Collaborative Governance. This research was conducted in Bandung Regency, aimed at finding out the implementation of Collaborative Governance, knowing the reach of farmers to the market, knowing the marketing media used and the problems faced by farmers in accessing the market. Data in this study were collected through interviews, then analyzed using qualitative data analysis techniques. The results showed the role of  local government was very dominant and vice versa universities contributed very minimally. The reach of farmers to the market is still very low, only a small proportion of farmers have marketed their products outside the region. In marketing their agricultural products, farmers have started to utilize online media. The government is expected to assist farmers in opening market access through the use of marketing technology or by bringing farmers together with investors.
