The sunrise industry of sports characteristic town under the transformation of economic development and the change of social demand contradiction is also a new growth point of sports industry economy. If we avoid homogeneous competition and improve the comprehensive competitiveness of small towns with sports characteristics, it will be a hot issue studied by scholars at home and abroad. The “Diamond Model” theory finds out the shortcomings of the development of sports characteristic towns by analyzing the factors of production, demand conditions, relevant supporting industries, and development strategies and puts forward the corresponding countermeasures. MATLAB simulation results show that the “Diamond Model” theory can improve the comprehensive competitiveness of sports characteristic towns, reduce the consumption of existing resources, and make a good prediction of the future development trend. Therefore, Porter’s “Diamond Model” theory can provide guidance for the improvement of the comprehensive competitiveness of sports characteristic towns, and this study can provide theoretical and case support for relevant domestic research.

Fishbone-shaped dikes are always built on the soft soil submerged in the water, and the soft foundation settlement plays a key role in the stability of these dikes. In this paper, a novel and simple approach was proposed to predict the soft foundation settlement of fishbone dikes by using the extreme learning machine. The extreme learning machine is a single-hidden-layer feedforward network with high regression and classification prediction accuracy. The data-driven settlement prediction models were built based on a small training sample size with a fast learning speed. The simulation results showed that the proposed methods had good prediction performances by facilitating comparisons of the measured data and the predicted data. Furthermore, the final settlement of the dike was predicted by using the models, and the stability of the soft foundation of the fishbone-shaped dikes was assessed based on the simulation results of the proposed model. The findings in this paper suggested that the extreme learning machine method could be an effective tool for the soft foundation settlement prediction and assessment of the fishbone-shaped dikes.

Purpose Entrepreneurial ecosystems are receiving growing attention from scholars, practitioners and policy-makers in both developed and developing countries. Studies of this phenomenon have focused almost exclusively on ecosystems in large, urbanized regions and metropolitan areas, located primarily in developed economies. However, the prevalence of small cities across the globe and the increasing acknowledgment that entrepreneurship in small towns is a key determinant of their economic development and rejuvenation suggests that entrepreneurial ecosystems research would benefit from a broader lens of inquiry. Thus, the purpose of this paper is to introduce a framework for studying entrepreneurial ecosystems in small towns. Design/methodology/approach This conceptual paper introduces the concept of small town entrepreneurial ecosystems (STEEs), draws from a wide-ranging set of disciplines to delineate the ways in which small town ecosystems are similar to and different than their larger counterparts and theorizes about several strategies STEEs use to overcome their limitations. Findings It is theorized that entrepreneurship in small cities is best conceptualized as the outcome of an ecosystem, which means that although small towns may not have some of the same key components as entrepreneurial ecosystems in large urban centers, other elements of the ecosystem may be able to bolster these deficiencies. It also suggests that those attempting to create or develop small town ecosystems may need to be entrepreneurial in the way they attract, view and utilize resources. Finally, it is theorized that small cities may be able to engage in several strategies to overcome their limitations and create vibrant entrepreneurial communities. Originality/value The theory developed produces implications for scholars focused on entrepreneurial ecosystems, economic development and emerging economies and suggests practical implications for policy-makers and development organizations seeking to improve the economic landscape of small cities.

Bài báo xác định lưu lượng dòng chảy theo thời đoạn dựa vào mô hình HEC-HMS, số liệu mưa từ ảnh vệ tinh CHIRPS của NASA và Hệ thống thông tin địa lý (GIS) trong mô phỏng dòng chảy lũ tháng 12 năm 2016 tại lưu vực sông Lại Giang, lưu vực lớn thứ hai của tỉnh Bình Định (sau lưu vực sông Kôn) và có vai trò quan trọng về phát triển kinh tế-xã hội ở phía Bắc của tỉnh. Kết quả mô phỏng dòng chảy lũ rất đáng tin cậy, lưu lượng dòng chảy lũ đạt đỉnh 2542,6 m3/s tương ứng với với tần suất lũ 5%. Chỉ số kiểm định mô hình NSE với giá trị là 0,93; hệ số R2 đạt 0,78 sai số PBIAS khoảng 24% và sai số đỉnh lũ PEC = 52,01.  ABSTRACT The paper aimed to introduce the application of the HEC-HMS hydrological model combination with the CHIRPS (Climate Hazards Group Infrared Precipitation with Station) and GIS to restore flood flow data in the Lai Giang river basin in 2016. The Lai Giang river basin is the second largest basin of Binh Dinh province (after the Kon river basin), it plays an important role in socio-economic development in the North of Binh Dinh province. The simulation results of flood peaks reached 2542,6 m3.s-1 (P=5%). Model test indices such as NSE = 0.93, the correlation coefficient reached 0,78; the percentage of PBIAS error was about 24%, and peak error (PEC) was 52,01.

This article reports on a study based on cooperative governance and Local Economic Development (LED) in selected small towns in the Western Cape Province. The dearth of an integrative institutional framework to promote collaborative participation negatively influences local municipalities ability to successfully manage LED cooperatively with relevant stakeholders. Promoting such inclusive representation and participation of all relevant stakeholders provides a viable and complementary alternative to the traditional bureaucratic governance mechanism. The study investigated the specific factors involved in designing and implementing cooperative governance for LED in selected, comparable municipalities in the Western Cape. Specifically, the study aims to determine the push and pull factors for the successful functioning of cooperative governance aimed at promoting LED in those municipalities. Data were collected through three data collection instruments, namely, document review, interviews, and focus group discussions. The document review is complemented by data from interviews and focus groups discussion. The study contributes to the body of knowledge on cooperative governance by identifying the specific cooperative governance factors, enabling the efficacy and governance of LED in small towns, aimed at positively influencing municipalities ability to successfully manage LED cooperatively with relevant stakeholders. An in-depth understanding of the relationship and dynamics of these variables helps to offer recommendations as to how to improve the management and responsiveness to socio-economic concerns within the municipalities through improved LED governance.

Throwing device is an important factor that directly affects the performance of chaff cutter. In this work, the dynamic analysis linked with the problem of low efficiency and residue blockage of disc knife chaff cutter is executed. Based on this perspective, the mathematical model, simulation, and testing of the material movement have been carried out. Simulations are performed in MATLAB/Simulink environment. An anemometer records the airflow velocity, which provides data for simulation analysis. The simulation results showed that during the movement along the blade, the material first performs deceleration and then accelerates; in other stages, only deceleration. And finally calculated the throwing distance. To support the presented simulations, an experimental study is conducted. The experimental results are compared with simulation results, the maximum relative error between the simulated value and the experimental value is 9.42%, which verified the correctness of the model. This research provides a theoretical basis for the structural design, parameter optimization, and matching of the chaff cutter.

With China's rapid economic development, credit scoring has become very important. This paper presents a new fuzzy support vector machine algorithm used to solve the problems of credit scoring. The empirical results show that the proposed fuzzy membership model is valid ,the algorithm has good prediction accuracy and anti-noise ability.

In the past decade, expressways have been developed rapidly in China. It is evident that a number of opened expressways generated promoting effects on regional economic development. Most existing studies tend to assess the effects in a qualitative way. The purpose of this study was to develop quantitative methods to evaluate the economic benefits of expressway projects during the operational period. The benefits discussed include user benefits (reduced vehicle operating costs, time savings, and safety benefits), which are the direct effects of the expressway projects. The estimation of user benefits is carried out on the basis of well-defined quantitative methods. Development benefits, which are the indirect effects of the expressway projects, were also examined. Their indirect nature makes them inherently more difficult to analyze quantitatively. A comparative analysis method was developed to tackle the problem. These methodologies were applied to a case study of the Hangzhou-Ningbo Expressway in Zhejiang Province, one of the fastest-growing provinces in China in economic activity. The estimation results show that, since its opening in December 1996, the expressway has generated significant user benefits in the region. Statistical data have provided some evidence that the expressway promoted the region's economic development by improving the investment environment, promoting exchange and circulation of commodities, providing convenient transportation for tourists, and promoting development in small towns and urbanization.
