AbstractWhen Greenpeace proposed for the first time that nuclear and chemical industries should stop taking ships out to sea to dump or burn their waste, these industries claimed that these environmental requirements were impossible to meet. Twenty years later, what Greenpeace proposed then has become international policy. The emergence of NGOs in international affairs is one of the novelties of the last couple of decades. But while intergovernmental fora where environmental issues are discussed have proliferated considerably in the last decade, NGOs still have limited resources. They cannot be present everywhere and at all times.

Environmental issues are one of today’s growing concerns. Numerous associations, organizations and individuals are waging an active world preservation campaign. The purpose of this pilot study is to examine an important aspect of library directors’ attitudes towards environmental protection and the level of their concerns and green practices regarding sustainable development that has generally been overlooked in the literature. Multiple means of data collection (interviews, observation and document analysis) involving 14 libraries in China were conducted between March and May 2015; seven main thematic areas emerged from the data, such as: levels of awareness and commitment to sustainability issues in Chinese libraries are relatively low, and the current efficiency of facilities and operations have been seriously wasted. These findings indicate that the main priority of the library has been to attain economic and social development rather than environmental sustainability, while ignoring the energy costs and serious waste to some extent in the rapid development process of the Chinese library. The author notes just from observation of daily practices that there is definitely room for improvement to minimize the negative impact of their activities on the environment. This paper discusses for the first time the library directors’ concerns and attitudes towards “going green” and sustainability. The ideas are expected to inform and improve library directors’ environmental consciousness and sustainable practices, as well as open new vistas for research into the economic, social and environmental sustainability of library information services. How to achieve the social, economic and environmental requirements of present and future generations from libraries, especially library environmental sustainability is discussed intensively.

The need for sustainable development underscores the role and importance of integrating environmental concerns in non-environmental policies because it is evident that environmental regulations only are insufficient to manage all environmental issues. Law enforcement on environmental protection in Vietnam clearly demonstrates this situation. Vietnam’s legal system of environmental protection is incompatible or overlapped with other sectoral laws and in fact many environmental matters have been implemented in accordance with sectoral laws while disregarding environmental considerations due to the lack of specific and explicit environmental provisions or requirements in sectoral laws and regulations. From that situation, the paper emphasizes the need to integrate environmental protection requirements into the sectoral laws of Vietnam and proposes some fundamental criteria and procedures to integrate environmental requirements into sectoral laws.

Additives are essential in lubricant development, improving their performance by the formation of a protective film, thus reducing friction and wear. Some such additives are extreme pressure additives. However, due to environmental issues, their use has been questioned because their composition includes sulfur, chlorine, and phosphorus. Nanoparticles have been demonstrated to be a suitable substitute for those additives. This paper aims to make a comparison of the tribological performance of conventional EP additives and oxides nanoparticles (copper and zinc) under boundary lubrication conditions. The additives (nanoparticles, ZDDP, and sulfur) were added to mineral and synthetic oils. The lubricant tribological properties were analyzed in the tribometer HFRR (high frequency reciprocating rig), and during the test, the friction coefficient and percentual of film formation were measured. The wear was analyzed by scanning electron microscopy. The results showed that the conventional EP additives have a good performance owing to their anti-wear and small friction coefficient in both lubricant bases. The oxides nanoparticles, when used as additives, can reduce the friction more effectively than conventional additives, and displayed similar behavior to the extreme pressure additives. Thus, the oxide nanoparticles are more environmentally suitable, and they can replace EP additives adapting the lubricant to current environmental requirements.

Accounting information systems (AIS) should provide the information firms need to manage organizational activities. Environmental considerations are increasingly important in the business world, so firms are attending more to environmental risks and activities. AIS must respond to these emerging environmental requirements. We develop an information matrix for identifying alternative management strategies for framing and responding to environmental issues. The proposed matrix provides a tool for identifying the information collected, stored, analyzed, and reported in environmentally attuned accounting information systems.

This chapter outlines China’s developing climate change response. The nation is the world’s largest emitter of greenhouse gases and the largest consumer of energy. China’s engagement in the international climate change negotiations can be divided into three phases: a ‘learning’ phase from 1989 to 1995; a shift toward more active participation between 1995 and 2007; and more comprehensive engagement on climate change domestically and internationally around the time of the UN Climate Conference in Bali in 2007. Shortly before the conference, Chinese authorities announced for the first time a comprehensive National Climate Change Program. It presented a range of existing policies created earlier to address other energy and environmental issues.

Purpose – The purpose of this study was to reuse cement kiln dust (CKD) in cement products and report the results of determining the long-term compression and flexural tensile strengths of mortars containing CKD as a partial replacement of sulfate-resistant cement (SRC). During the manufacturing of Portland cement, voluminous quantities of the byproduct dust are produced, which is commonly known as CKD. In the past decade, according to environmental requirements, many researchers have attempted to reuse CKD in cement products. Design/methodology/approach – The long-term compression and flexural tensile strengths of mortars containing CKD as a partial replacement of SRC were tested. The replacement ratios in this study were 0, 5, 10, 15 and 20 per cent. The specimens were exposed to a highly saline environment after normal curing in water for a 28-day period. Findings – The results indicated a slight increase in the strength of CKD–SRC mortar containing 10 per cent CKD and moderate sulfate resistance when the CKD ratio reached 20 per cent, as compared to the reference mortar. In addition, CKD did not adversely affect the properties of SRC mortar subjected to sulfate exposure, even after one year. Originality/value – The tests were inducted for the first time on SRC, and the new results can be used to produce an environmental-friendly concrete.

This paper provides an account of a questionnaire-based study of small and medium-sized enterprises (SMEs) and their responses to the current requirements of environmental best practice. The study was based within South Yorkshire. We aim to explore the current relationship between SMEs and the environment and how this affects their concept of ‘sustainable business’. The main finding reported is that most manufacturing and service organisations surveyed believe environmental issues affect their business. However, meeting environmental requirements is seen as a business cost that is not transferable to customers in terms of added benefits and few organisations could show that it led to a competitive advantage. SMEs have only a generalist awareness of environmental legislation, and information provided by most local support services is not presented in a format that is efficient or effective. Our recommendations are that the assistance provided by local support agencies with regards to environmental best practice should be critically reviewed, and this review should seek to understand the reluctance and real difficulties faced by SMEs in comprehension and implementation of environmental legislation. This paper should therefore be used in conjunction with associated information when considering the best way to help prepare SMEs for greater involvement in environmental best practice and the achievement of sustainable business.

Ours was an old friendship: it was nearly thirty years ago that I met Waldemar Gurian for the first time in Bonn. At that time he was a brilliantly promising young man. He was expected to play an important role in the intellectual renovation which seemed to be underway in Germany. All that was stopped by the coming of the Nazis, which forced him to leave his country. Thanks to the facilities offered him by the University of Notre Dame, Waldemar Gurian resumed his activities as a scholar and a teacher with a courage that I admired. I would like to express also my admiration for his staunch dedication to the principles of freedom, and for his work as an historian of ideas, as a political philosopher and as an expert in international affairs—with regard to Russian bolshevism especially. He had many other interests. His understanding of spiritual life was remarkably broad. His profound Catholic faith made it possible for him to overcome many painful trials, and it was this background of anxiety and nostalgia which, from the very beginning of our association, aroused in me a feeling of affection for him. The founding of the Review of Politics, and its development into a most remarkable work of scholarship, of broad and living understanding of contemporary events, of human and philosophic value and of doctrinal soundness are also traceable to his Catholic faith, as well as to his very firm sense for intellectual and scientific rigor. The death of Waldemar Gurian means to me the loss of a faithful friend, and it is with deep emotion that I pay tribute to his memory

AbstrakMengontrol laut berjuta kilometer persegi membuat Indonesia memiliki batas maritim besar. It takes enormous resources to control the maritime border optimally. Supervision, apropos, to ensure the border is not used as the trajec-tory of illicit trade, narcotic trafficking, and arms smuggling. Unfortunately, Indonesia hasnt had minimum essential force to control her boundaries yet. Limited resources was reflected in Directorate General of Custom and Excise (DGCE) Office Batam, Riau Islands. Avant garde agent in smuggling prevention does not have enough personnel and ships to routinely patrol around Batam, border city located in Indonesia, Malaysia and Singapore boundaries. Conse-quently, Batam become one of the entrances and exits of various contraband. . Therefore, the involvement of non-state actors to be one alternative to overcome smuggling. One state actors in Batam is a local Indonesian seafarer who has more people and boats than DJBC.Keywords : smuggling, maritime security, boundaries management, non-state actors, local fisheries
