In the debate on the Native Authority (Amendment) Law of 1955, the late Premier of the North, Sir Ahmadu Bello, Sardauna of Sokoto, replying to the demand that ‘it is high time in the development of local government systems in this Region that obsolete and undemocratic ways of appointing Emirs’ Councils should close’, commented that ‘the right traditions that we have gone away from are the cutting off of the hands of thieves, and that has caused a lot of thieving in this country. Why should we not be cutting (off) the hands of thieves in order to reduce thieving? That is logical and it is lawful in our tradition and custom here.’ This could be read as a defence against social change, a recrudescence of ‘barbarism’ after the inroads of pax Britannica, and a plea for the retention of the status quo and the entrenched privilege of the political elite.

With the commencement of the Native Courts (Amendment) Law, 1961, the Government of the Northern Region of Nigeria abolished “opting out”, an experiment with jurisdiction which must surely be unique within the history of modern legal systems and therefore worthy of recording before the facts are obscured and lest any other African state, faced with similar difficulties, is tempted to adopt this expedient as a temporary palliative to meet a similar situation. It is all the more desirable to publish the facts since the strong case for abolition presented by the Northern Regional Government is in danger of being lost by default. On 14th October, 1961, the Daily Service in Nigeria published a bitter attack on the Native Courts (Amendment) Law, 1961, under the title “The light goes out in the North”.

Abstract Background The analysis of single nucleotide polymorphism (SNPs) in drug-resistance associated genes is a commonly used strategy for the surveillance of anti-malarial drug resistance in populations of parasites. The present study was designed and performed to provide genetic epidemiological data of the prevalence of N86Y-Y184F-D1246Y SNPs in Plasmodium falciparum multidrug resistance 1 (pfmdr1) in the malaria hotspot of Northern Nigeria. Methods Plasmodium falciparum-positive blood samples on Whatman-3MM filter papers were collected from 750 symptomatic patients from four states (Kano, Kaduna, Yobe and Adamawa) in Northern Nigeria, and genotyped via BigDye (v3.1) terminator cycle sequencing for the presence of three SNPs in pfmdr1. SNPs in pfmdr1 were used to construct NYD, NYY, NFY, NFD, YYY, YYD, YFD and YFY haplotypes, and all data were analysed using Pearson Chi square and Fisher’s exact (FE) tests. Results The prevalence of the pfmdr1 86Y allele was highest in Kaduna (12.50%, 2 = 10.50, P = 0.02), whilst the 184F allele was highest in Kano (73.10%, 2 = 13.20, P = 0.00), and the pfmdr1 1246Y allele was highest in Yobe (5.26%, 2 = 9.20, P = 0.03). The NFD haplotype had the highest prevalence of 69.81% in Kano (2 = 36.10, P = 0.00), followed by NYD with a prevalence of 49.00% in Adamawa, then YFD with prevalence of 11.46% in Kaduna. The YYY haplotype was not observed in any of the studied states. Conclusion The present study suggests that strains of P. falciparum with reduced sensitivity to the lumefantrine component of AL exist in Northern Nigeria and predominate in the North-West region.

SUMMARYDifferences between sites accounted for a large proportion of the variation in the oil percentage of cotton seed from variety and agronomic trials conducted in Northern Nigeria but were not consistent between seasons. Reduced oil percentages from the drier areas of the north and from later sowings suggested that length of season is an important factor but insect attack and differences in the amounts of nitrogen, potash and boron applied to the soil also contributed to the variation. Application of insecticide, potash and boron increased and nitrogen decreased oil percentages. The latter effect usually resulted from an increase in seed size without a corresponding increase in oil content. The variation in the oil percentages of commercial varieties derived from the same Nigerian Allen stock and the relatively small interactions between varieties and environments suggested that this character might be improved by selection.

Kaduna, the future capital of Nigeria, is situated in the Northern Provinces, on the River Kaduna, at an elevation of roughly 2,200 feet. The present Kaduna is a small station (Kaduna Bridge) south of the river, but the capital now in the process of construction is some two or three miles to the north, near the small native town of Doka.Being instructed to make an Entomological Survey of the district, with especial reference to Glossina and the resulting presence of trypanosomes in cattle, I left Lagos on 30th July 1914, reaching Kaduna Bridge on 1st August.

The protracted proliferation of Small Arms and Light Weapons (SALW) across the globe to Africa and specifically in Northern Nigeria has led to the explosion of social crises which culminated in insecurity situation in the region for more than a decade now. Armed conflicts emanated from the effects of the spread of SALW across the three geopolitical zones in the North which manifested in the Boko Haram insurgency in the Northeast, farmers-herders conflict in the Northcentral, armed banditry in the Northwest and ethnoreligious conflicts in addition to kidnappings in the region. The objective of this study is a critical and thorough investigation of the SALW in exacerbating armed conflicts in general in the Northern part of Nigeria. The problem is the scenario in which the armed conflicts are threatening to entirely destabilised the region and the manner in which the SALW are increasing despite the global efforts to contain their spread for security reasons. This research used a qualitative method of data collection and analysis. Both the primary and secondary sources were used. The primary source was the interview conducted with selected informants in the relevant area of study. The secondary source was the use of available literature on the subject matter of study and the discussions were made using thematic analytical interpretations. The research discovered that the rampant armed conflicts in Northern Nigeria is the reminiscent of the spread of SALW in the region which tantamount to the present critical security situation. Also, weak policy and political institutions contributed to the spread of SALW which means there is a need for a strong policy approach. The work recommends among other numerous suggestions that efforts should be intensified in intelligence gathering to detect the networking of the racketeers in the armed business and contain them appropriately as well as total blockage of the weapons’ route.

The spatial and temporal variations of rainy Gays arid daily rainfall intensity for northern Nigeria for using 54 years data are analysed, The extent and nature of non-random changes, such as trend and fluctuations are Investigated. In general, both, the rainy day frequency and mean daily rainfall intensity decreases northwards except for localized orographic effect in the north central Part of the region. There is statistical evidence or decreasing trend in the, number of rainy days over the period of study, but the trend analysis showed no significance or the mean daily rainfall intensity. This suggests that the recent decreasing rainfall trend In the region particularly In the Sahellan zone, In the result of decrease In the frequency of rainy days and not due to any significant change In the rainfall intensity.
