The work of occupational health and safety about construction industry has increasingly aroused peoples' attention ,so this article puts forward the problems existing in the occupational health and safety management of construction industry as well as the countermeasures and suggestions through the analysis of the construction labours' common occupational injury accident of the present stage in our country and the status quo in the aspects of professional physical,mental health and safety ,which is to develop the workers' way of life on safety,civilization and health.

OHSMS has become the main part of the establishment’s lifeline and a prerequisite for its stability in the 21st century. There is a growing need for OHSMS, in its ability to solve occupational accidents and also to develop a robust relationship among the stakeholders. The mission of OHSMS has not been followed in the Nigerian construction industry. The study, therefore, explores the barriers to the development of OHSMS in the Nigerian construction industry. The study adopted a literature review of OHSMS and thereafter, 300 structured questionnaires were administered to the construction professionals in the built environment of the Nigerian nation’s Capital-Abuja. 247 of the administered questionnaires were returned, considered for the analysis of the study. The data were analysed with SPSS and excel. The findings of the study indicate that the lack of commitment of the government, inefficient regulatory authorities, and lack of expertise in the OHS activities are the major barriers to the development of OHSMS. The study recommends collaborative efforts from the construction organizations, employees, and construction professionals to support the government on the OHSMS.

Abstract   This study aims to develop Job Safety Analysis for plumbing practice workshop in Vocational Education of Building Construction as an effort to improve Health and Safety Management System. This research was conducted in Vocational Education Study Program of Building Construction of Faculty of Engineering, State University of Jakarta Building L Campus A UNJ, Jalan Rawamangun Muka, Jakarta 13220. The research time was conducted for 5 months ie in March 2018 s / d July 2018 consisting of three stages: preparation stage, implementation phase and data processing stage. The type of research used in this study using Research & Development methodology.The results showed that: Job Safety Analysis Development for plumbing practice workshop Vocational Education of Building Construction can already be implemented, based on validation results conducted by experts of Job Safety Analysis.   Keywords: Development, Job Safety Analysis, Plumbing.

The Indonesian construction industry is the second largest in Asia and accounts for over 30% of all occupational injuries in the country. Despite the size of the industry, there is a lack of safety research in this context. This research, therefore, aims to assess safety climate and develop a framework to improve safety in the Indonesian construction industry. Quantitative and qualitative data were collected from 311 construction workers. The results show a moderately healthy safety climate but reflect numerous problems, particularly around perceived conflicts between production and safety logics, cost trade-offs being made against other competing project priorities, poor safety communication, poor working conditions, acceptance of poor safety as the norm, poor reporting and monitoring practices, poor training and a risky and unsupportive working environment which prevents workers from operating safely. Two new safety climate paradoxes are also revealed: contradictions between management communications and management practices; contradictions between worker concern for safety and their low sense of personal accountability and empowerment for acting to reduce these risks. A low locus of control over safety is also identified as a significant problem which is related to prevailing Indonesian cultural norms and poor safety policy implementation and potential conflicts between formal and informal safety norms, practices and procedures. Drawing on these findings, a new integrated framework of safety climate is presented to improve safety performance in the Indonesian construction industry.

Construction industry is recognized and best described as an accident-prone industry, being characterized with a plethora of occupational risks. Review of literature on construction accidents revealed that a copious number of theories have been propounded over the years by different theorists, though some of these theories were criticized. In addition to this were the multifarious models developed by different proponents at different times. However, accidents are an unplanned event that are common on the building construction sites, involving materials, objects and people with attendant damages, loses and injuries. Moreover, existing models were developed to investigate the causations of accident with the aim of preventing its occurrence. Effort to analyze the existing models, with criticism in view, was the aim of this research, which was accomplished by pointing out the limitations of applicability of the models and ascertaining the need for an improved model. A major gap was discovered, in that most of these models concentrated on accident causations and investigations with little or no emphasis on preventive measures via the duties of the construction stakeholders (client, consultant, contractor, health and safety agency) at the preconstruction and during construction stages. Having considered the strengths and weaknesses of the existing models, it was discovered that another, but improved, model was needed and such model will consequently enable construction stakeholders in putting up and implementing accident preventive measures on the building construction sites, as all stakeholders have significant roles to play in preventing accident.

In Indonesia, one of the guidance of Occupational Health andSafety Management System (OHSMS) is regulated in the Minister ofLabor Regulation number PER. 05/MEN/1996. This research aims to findout and analyze about the representation of OHSMS on “7 in 1” Project, Yogyakarta State University, based on this regulation. The method used inthis research is a quantitative method that is by direct observation in thefield and descriptive qualitative method that tends to use analysis. As forthe data collection in this research by doing interviews or unstructuredinterviews that intend to obtain information about the implementation ofOHSMS in related projects. Data related to the OHSMS that has beenobtained later will be discussed and will be compared with the Minister ofLabor Regulation. Based on the research that has been done, it can beconcluded that the OHSMS in “7 in 1” Project has implemented theOHSMS according to PER. 05/MEN/1996. However, due to severalfactors, there are cases that cause the OHSMS implementation is less thanmaximum, so it is necessary to increase the implementation of OHSMS inthe field to minimize accident at the construction project site.
