The issue of the innovative economic sector development and innovation management is discussed in this article. In order to ensure the competent management of the implementation of the innovation model of the Russian economy development, first of all it is necessary to understand the essence and content of the concepts that characterize this process. To date, as the analysis of scientific publications shows, scientists and practitioners are far from always having the same understanding of the content of such concepts. This explains the author’s attempt to define the terms that describe the process of innovative economic development and their impact on the economic processes. The official documents and scientific papers present various interpretations of the concepts of ‘innovative development,’ ‘innovative economic sector,’ ‘innovation processes.’

The article summarizes scientific knowledge about the innovative development of the economy. Currently, there are conflicting views in scientific papers on the conditions for the emergence and spread of innovation, especially in times of economic crisis. Therefore, the aim of this study is to reveal the views of scientists on the role of innovation in economic development and substantiating the principles of forming areas of financial support for innovation to overcome the effects of economic crises and strengthen the country's competitiveness. The study of the main fundamental theories of innovative development allowed to summarize the views of scientists on the relationship between economic development and innovation processes. Based on the theoretical views of scientists, two paradigms of post-industrial society have been identified, which are based on understanding the relationship between the nature of cycles of economic development and innovation, as well as the presentation of innovative development as a factor of economic growth. The analyzed theories of innovative development reveal innovations as an integral factor of economic growth of any society. The main reason for the cyclical nature of economic development according to the theories of innovation is the uneven nature of the introduction of innovations, which causes periodic violations of economic equilibrium. The study of these patterns makes it possible to justify the direction of innovation processes and develop a financial mechanism for their stimulation. Today, innovation should become a top priority in efforts to accelerate the economic development of states, which will ensure the implementation of intensified investment processes and the implementation of ways out of the crisis. That is why, in our opinion, the study and use of theories of innovative development in times of economic shocks should be the basis for developing a long-term innovative model of economic development.

The article discusses the Japanese strategy of innovative development of the economy and society – the strategy «Society 5.0». The author emphasizes that active digital transformation is currently necessary for global economic growth, which is the basis of «Society 5.0». This strategy implies the develop-ment of technologies that sets the vector of development of both industry and the manufacturing sector, as well as society as a whole. The article substantiates the need for a global digital transformation that ensures serious changes in the life of society, including management, the structure of industry and employment. It is shown that «Society 5.0» is based on the integration of physical and cyberspace to solve social problems, allowing people to live as comfortably as possible due to technological innovations. The obstacles that countries have to overcome when implementing the new innovation strategy «Society 5.0» are highlighted. The problems that pushed the Japanese government to the need to develop innovative approaches to the devel-opment of the economy and society are described. It is emphasized that the basis for the transition to the strategy «Society 5.0» is the program «Digital Economy of the Russian Federation».

The article is a generalization of the path of innovative development in Russia. The methodological base includes an approach to the formation of the innovative state of the economy. As a research objective, a method of the economic evaluation of innovative development of the Russian economy has been developed. Based on the performed analysis, the authors propose a concept for regulating of innovative development of our country, providing a new quality of economic growth. As a result of the study, the authors came to the conclusion that the forming an unified plan for science and production is the basis for managing by the economy.

The article discusses the current state of the Russian economy and its innovative development, as in recent years, very relevant was the question of increasing economic growth by increasing the volume of production and extraction of fuel and energy resources, and through the implementation of innovative potential of the country. To encourage this trend in 2011 approved the Strategy of innovative development of Russia for the period up to 2020. The article analyses the results and the conclusions that have already created the infrastructure of the national innovation system, established and developed the implementation of the innovative development Program (IDP). Over the past half century, global GDP growth has been exceptionally rapid, helped by significant labor force growth and increased labor productivity. Employment growth from 1964 to 2014 decreased from 1.7 to 0.3 % per year. Over the past 20 years, overall productivity growth in OECD countries has also slowed significantly. However, the introduction of digital technology is already changing the picture for the better in developed countries. Therefore, achieving the desired economic growth is seen in increasing labor productivity through the active development and implementation of key technologies of the Fourth Industrial Revolution, but with the need to effectively redistribute existing resources within countries, both developed and developing. As a hypothesis, the thesis was put forward on the need for scientific and technological development as the main answer to the challenges of our time with the aim of further growth and development of the Russian economy. However, the study proved that in modern conditions the main solution for Russia is a more efficient distribution of existing factors of production and, as a result, economic activity. At the same time, further technological and innovative development is necessary from the point of view of long-term economic growth, since the catch-up path has its own logical limit.

The problem of interaction between Russian currency appreciation and positive dynamics of macroeconomic indicators is studied. Main economic factors of ruble appreciation are analyzed. Consequences of the Russian Central Bank's policy directed to oppose ruble appreciation and problems in financial area due to the increase of money supply through the exchange market are considered. Influence of exchange rate appreciation on economic growth, inflation, export, import, capital flows are discussed. It is concluded that Russian ruble appreciation stimulates an increase in efficiency of the Russian economy.

The article presents the key results of scenario projections that underpinned the Strategy for long-term low carbon economic development of the Russian Federation to 2050, including analysis of potential Russia’s GHG emission mitigation commitments to 2050 and assessment of relevant costs, benefits, and implications for Russia’s GDP. Low carbon transformation of the Russian economy is presented as a potential driver for economic growth that offers trillions-of-dollars-worth market niches for low carbon products by mid-21st century. Transition to low carbon economic growth is irreversible. Lagging behind in this technological race entails a security risk and technological backwardness hazards.
