Abstract This article explores the interface of climate change and society in a circumpolar context, particularly experienced among the Iñupiaq people (Iñupiat) of Arctic Alaska. The Iñupiat call themselves the “People of the Whales,” and their physical and spiritual survival is based on their cultural relationship with bowhead whales. Historically the broader indigenous identity, spawned through their activism, has served to connect disparate communities and helped revitalize cultural traditions. Indigenous Arctic organizations such as the Inuit Circumpolar Conference (ICC) and the Alaska Eskimo Whaling Commission (AEWC) are currently building upon a strong success record of their past to confront the environmental problems of their future. Employing what the author calls muktuk politics—a culturally salient reference to the bowhead whale skin and the underlying blubber—the Iñupiaq have revitalized their cultural identity by participating in international debates on climate change, whaling, and human rights. Currently, the ICC and the AEWC identify Arctic climate change and its impact on human rights as their most important topics. The Iñupiat relationship with the land, ocean, and animals are affected by a number of elements including severe weather, climate and environmental changes, and globalization. To the Iñupiat, their current problems are different than those of the past, but they also understand that as long as there are bowhead whales they can subsist and thrive, and this is their goal. This new form of muktuk politics seeks to bring their current challenges to a wider audience by relying on more recent political experiences.

‘Arctic futures’ discusses the future of the Arctic that starts in the Norwegian territory of Svalbard wherein the Global Seed Vault functions as an Arctic sanctuary for the genetic diversity of crops. The Svalbard archipelago is a hotspot of Arctic amplification as rapid warming has been keenly felt by the small community. However, the environmental changes, no matter how stark and widespread, will not dampen interest in economic development and strategic posturing. Arctic states and northern peoples remain eager to improve their social and economic conditions as well as adapt to ongoing climate change. The Arctic is a haven of international peace and cooperation as the Arctic Council is cited as a governance model that others could emulate.

In this paper, we examine the centrality of policy actors and moral justifications in media debates on Arctic climate change in Finland and Canada from 2011–2015. We take a network approach on the media debates by analysing relations between the actors and justifications, using discourse network analysis on a dataset of 745 statements from four newspapers. We find that in both countries, governments and universities are the most central actors, whereas business actors are the least central. Justifications that value environmental sustainability and scientific knowledge are most central and used across actor types. However, ecological justifications are sometimes in conflict with market justifications. Government actors emphasize new economic possibilities in the Arctic whereas environmental organizations demand greater protection of the vulnerable Arctic. Ecological justifications and justifications that value international cooperation are more central in the Finnish debate, whereas justifications valuing sustainability and science, as well as those valuing national sovereignty, are more central in the Canadian debate. We conclude that in addition to the centrality of specific policy actors in media debates, the use of different types of moral justifications also reflects political power in the media sphere.

Global warming is inducing major environmental changes in the Arctic. These changes will differentially affect species owing to differences in climate sensitivity and behavioural plasticity. Arctic endemic marine mammals are expected to be impacted significantly by ongoing changes in their key habitats owing to their long life cycles and dependence on ice. Herein, unique biotelemetry datasets for ringed seals (RS; Pusa hispida ) and white whales (WW; Delphinapterus leucas ) from Svalbard, Norway, spanning two decades (1995–2016) are used to investigate how these species have responded to reduced sea-ice cover and increased Atlantic water influxes. Tidal glacier fronts were traditionally important foraging areas for both species. Following a period with dramatic environmental change, RS now spend significantly more time near tidal glaciers, where Arctic prey presumably still concentrate. Conversely, WW spend significantly less time near tidal glacier fronts and display spatial patterns that suggest that they are foraging on Atlantic fishes that are new to the region. Differences in levels of dietary specialization and overall behavioural plasticity are likely reasons for similar environmental pressures affecting these species differently. Climate change adjustments through behavioural plasticity will be vital for species survival in the Arctic, given the rapidity of change and limited dispersal options.

Dealing with climate change and developing the Arctic sustainably are often seen as both binary and contradictory sets of challenges. The EU is in a unique position in Arctic affairs: unlike non-Arctic states, it is part of and linked to the region. However, the EU is at risk of missing the opportunity to be a leader in setting standards for a coherent and sustainable approach for the region. The Arctic is often used as a symbol for global climate change and, conversely, climate change is also used as a reason for more Arctic engagement. Yet, the roots of global heating—greenhouse gas emissions—mostly originate from outside the region. This article asks whether the path towards more EU–Arctic involvement should start closer to home.

AbstractTemperatures in the Arctic are expected to increase dramatically over the next century, yet little is known about how microbial communities and their underlying metabolic processes will be affected by these environmental changes in freshwater sedimentary systems. To address this knowledge gap, we analyzed sediments from Lake Hazen, NU Canada. Here, we exploit the spatial heterogeneity created by varying runoff regimes across the watershed of this uniquely large lake at these latitudes to test how a transition from low to high runoff, used as one proxy for climate change, affects the community structure and functional potential of dominant microbes. Based on metagenomic analyses of lake sediments along these spatial gradients, we show that increasing runoff leads to a decrease in taxonomic and functional diversity of sediment microbes. Our findings are likely to apply to other, smaller, glacierized watersheds typical of polar or high latitude / high altitudes ecosystems; we can predict that such changes will have far reaching consequences on these ecosystems by affecting nutrient biogeochemical cycling, the direction and magnitude of which are yet to be determined.

This overview of climate observation, monitoring, and research for the Arctic region outlines the key elements essential to an enhanced understanding of the unprecedented climate change in the region and its global influences. The first recorded observation of sea ice extent around Svalbard date back to the whaling activities around 1600. Over the following 300 years there are periodic and inadequate observations of climate and sea ice from explorers seeking a northern sea route for sailing to Asia or reaching the North Pole. Around 1900 there were few fixed meteorological stations in the circumpolar North. During the Second World War and the following Cold War, the observation network increased significantly due to military interest. Since the 1970s the use of satellites has improved the climate and meteorological observations of Arctic areas, and advancements in marine observations (beneath the sea surface and within oceanic sediments) have contributed to a much improved network of climate and meteorological variables. Climate change in the Arctic and its possible effects within the Arctic and on global climate such as extreme weather and sea level rise were first reported in the ACIA 2005 report. Since then there has been a lot of climate-related assessments based on data from the Arctic and ongoing processes within the Arctic that are linked to global systems.

AbstractThe environmental and economic realities of Arctic climate change present novel problems for international law. Arctic warming and pollution raise important questions about responsibilities and accountabilities across borders, as they result from anthropogenic activities both within and outside the Arctic region, from the Global North and the Global South. Environmental interdependencies and economic development prospects connect in a nexus of risk and opportunity that raises difficult normative questions pertaining to Arctic governance and sovereignty. This article looks at how the Arctic has been produced in international legal spaces. It addresses the implication of states and Indigenous peoples in processes of Arctic governance. Looking at specific international legal instruments relevant to Arctic climate change and development, the author attempts to tease out the relationship between the concepts of Indigenous rights and state sovereignty that underlie these international legal realms. What do these international legal regimes tell us with respect to the role of Arctic Indigenous peoples and the role of states in governing the ‘global’ Arctic? It is argued that while international law has come a long way in recognizing the special status of Indigenous peoples in the international system, it still hesitates to recognize Indigenous groups as international law makers. Comparing the status of Indigenous peoples under specific international regimes to their role within the Arctic Council, it becomes evident that more participatory forms of global governance are entirely possible and long overdue.

<p>Over the last decades the Arctic climate change has been observed with a much faster warming of the Arctic compared to the global average (Arctic amplification) and related sea-ice retreat. These changes in sea ice can affect the large-scale atmospheric circulation over the mid-latitudes, in particular atmospheric blocking, and thus the frequency and severity of extreme events. As a step towards a better understanding of changes in weather and climate extremes over Central Europe associated with Arctic climate change, we first analyze the linkage between recent Arctic sea ice loss and blocking variability using logistic regression models. ERA5 reanalysis data are used on a monthly and seasonal time scale, and specific regional sea ice variabilities are explored. First results indicate an increased occurrence-probability in terms of blocking frequency over Greenland in summer as well as over Scandinavia/Ural in winter during low sea ice conditions. </p>

Abstract Elderly people face increasing challenges in the Arctic region, with global warming figuring prominently among these. The rising average temperature in the region is causing not only the rapid melting of sea ice, but also a range of environmental, social, cultural and economic problems. While the population at large in the region suffers from these problems, the elderly are among the most vulnerable. Climate change has affected their lives in different ways – physically, socially, politically, culturally and psychologically – and the impacts have serious implications for their human rights. This is an issue that has not been adequately researched, particularly in the context of the European High North, and this paper undertakes to present the salient concerns in this regard.
