Gender Sorting and the Glass Ceiling in High-Tech Firms

With few exceptions, studies have conceived of the glass ceiling as reflecting internal promotion biases. In this article, the authors argue that glass ceiling patterns can also be the result of external recruitment and hiring processes. Using data on people applying by means of the Internet for jobs at 441 small- and medium-sized high-tech firms, they find evidence that the glass ceiling is produced by both internal and external hiring processes. On the supply side, females are sorted into lower-level job queues than males. On the demand side, screening biases against women also are evident, but a series of “what if” simulations suggest that demand-side screening processes play a comparatively minor role in producing the glass ceiling pattern. These results suggest that bias remediation policies designed to equalize gender differences in hiring chances are likely to be less effective than recruitment and outreach policies designed to improve gender disparities in candidate pools.

This chapter reports research results on the relationship between e-government readiness and its components and the level of democracy, corruption and globalization for 191 countries. A supply-side approach to e-government analysis using data about national government Web sites, telecommunication infrastructure and human capital was taken rather than a demand-side approach, which is based on the real use of e-government Web sites by citizens, businesses and government, or their perceptions of the online services delivery. Statistically significant differences in the level of e-government readiness and its components between three groups of countries classified according to the level of democracy were identified using ANOVA. It was also shown, using correlation and regression analysis, that e-government readiness indices are related to the level of democracy, corruption and globalization.

Much has been written about gender differences in communication. Gender stereotypes propose that men communicate in a direct manner and focus on information; women communicate in an indirect manner and focus on relationships. Tannen (1995) suggests that gender differences in communication contribute to the “glass ceiling.” Further, Eubanks (2000) noted that the Internet and the World Wide Web are actively and aggressively hostile to women. Such discourse fosters gender stereotypes of the past and paints a gloomy picture for women with regard to participation and success in the realm of workplace e-collaboration.

In the early 2000s, Germany's Red-Green government introduced a new type of marginal employment in the form of 'Minijob' legislation. In the context of the dualisation strategy of the German welfare state, Minijob legislation has supported firms in extending the secondary segment of marginal jobs. However, Minijobs are associated with particularly low social security and high poverty risks, and these positions are primarily staffed by women. Therefore, the extension of the Minijob system has contributed to the persistence of traditional structures of gender inequality. This empirical study examines how demand and supply side factors interact with welfare state institutions and politics in the production of marginal employment of women in part-time jobs. Using data from the German Socio-Economic Panel, we used logistic regression to analyse women's risk of working in Minijobs based on family, educational, biographical and workplace characteristics. The research results identify both supply side and demand side factors as being significant in shaping a situation whereby married women with small children and lower levels of education who work in small, non-public firms are particularly exposed to the risks of marginal employment in Minijobs.

The number of e-commerce transactions is increasing worldwide. Deliveries of goods purchased online generate externalities throughout the whole supply chain and, particularly, the increasing concern about the last-mile distribution of goods. The escalating presence of vans in cities contributes to poor air quality, climate change, noise, and congestion. So far, the majority of solutions to address this issue are based on the supply side, such as electric vans, optimizing the routing and pick-up-points, and so forth. Even in other transport sectors, pricing solutions are well known, yet they have not been extended to e-commerce delivery. This paper aims to propose an environmental tax falling on the demand side and equaling the externalities from this activity. The analysis has been particularized for the case of Barcelona. A cost–benefit analysis to assess the impact of such a tax has been carried out. When revenue collection is reinvested in the logistics sector, and for subsidizing electric distribution vehicles, the results indicate that the levying of the tax can generate positive outcomes.

Gender disparities in participation in many STEM fields, particularly computer science, engineering, and physics, remain prevalent in Western societies. Stewart-Williams and Halsey contend that an important contributor to these disparities is gender differences in career-related preferences that are driven partly by biology. We argue that Stewart-Williams and Halsey understate the influence of cultural factors in shaping these preferences. We provide evidence for an important and overlooked cultural factor that contributes to gender disparities in computer science, engineering, and physics: masculine defaults. Masculine defaults exist when cultures value and reward traits and characteristics associated with the male gender role and see them as standard ( Cheryan & Markus, 2020 ). We provide examples of how changing computer science, engineering, and physics cultures can decrease gender disparities in participation. Finally, we discuss policy implications, specifically the importance of (1) recognizing that preferences for STEM are malleable and (2) addressing exclusionary cultures of STEM fields. Recognizing and changing exclusionary STEM cultures are important for creating a society that is more just and equitable.

AbstractTourism is vitally important to the Austrian economy. The number of tourist destinations, both farms and other forms of accommodation, in the different regions of Austria is considerably and constantly changing. This paper discusses the position of the ‘farm holiday’ compared to other forms of tourism. Understanding the resilience of farm holidays is especially important but empirical research on this matter remains limited. The term ‘farm holiday’ covers staying overnight on a farm that is actively engaged in agriculture and has a maximum of 10 guest beds. The results reported in this paper are based on an analysis of secondary data from 2000 and 2018 by looking at two types of indicator: (i) accommodation capacity (supply side) and (ii) attractiveness of a destination (demand side). The data sets cover Austria and its NUTS3 regions. The results show the evolution of farm holidays vis-à-vis other forms of tourist accommodation. In the form of a quadrant matrix they also show the relative position of farm holidays regionally. While putting into question the resilience of farm holidays, the data also reveals where farm holidays could act to expand this niche or learn and improve to effect a shift in their respective position relative to the market ‘leaders’. However, there is clearly a need to learn more about farm holidays within the local context. This paper contributes to our knowledge of farm holidays from a regional point of view and tries to elaborate on the need for further research.

People increasingly engage in politics on social media, but does online engagement translate to offline engagement? Research is mixed with some suggesting how one uses the internet maters. We examine how political engagement on social media corresponds to offline engagement. Using data following the 2016 U.S. Presidential Election, we find the more politically engaged people are on social media, the more likely they are to engage offline across measures of engagement—formal and informal volunteering, attending local meetings, donating to and working for political campaigns, and voting. Findings offer important nuances across types of civic engagement and generations. Although online engagement corresponds to greater engagement offline in the community and may help narrow generational gaps, this should not be the only means to promote civic participation to ensure all have a voice and an opportunity to help, mobilize, and engage.
