The author develops a conceptual framework that defines characteristics of critically conscious institutions and proposes their effectiveness in the promotion and strengthening of resilience in black students. Black students’ development within an anti-black society is framed as a sustained and continuous adversity, and this article expands the critical consciousness conversation by shifting the focus from changes in student characteristics to institutional change, mirroring the shift in resilience literature from a critique of individuals’ characteristics to a critique of the interactions between individuals and the proximal and distal environments with which they engage.

Background/Context Though Black Americans have long suffered under racial tyranny, they have made valiant efforts to subvert policies and practices that encroach on their humanity. Nevertheless, systemic racism has been virtually unyielding—creating both racial hierarchies and disparities in access to resources and wellness. Programs designed to address the condition of Black people, particularly Black youth, often employ deficit or dysfunctional logic, thereby ignoring the sociohistorical context in which Black youth navigate. Furthermore, not enough attention is given to the ways that culturally centered approaches ignite critical consciousness among Black youth in ways that are aligned with the tradition of the Black American abolitionist mindset. Purpose We build on the discourse on community-based youth programs and critical consciousness development by using frameworks that elevate race and culture in analyzing how Black youth make sense of their racialized experiences. Additionally, our explication challenges the overriding deficit focus of Black youth experiences within and outside school contexts by providing a nuanced view of Black youth agency. Research Design With critical race theory as the epistemic foundation, this study sought to foreground counternarratives among youth participants of a culturally centered, community-based program. Thus, we used semistructured interviews as our primary data source. Using a three-stage analytical process, we sought to understand if and how critical consciousness manifests within this youth community. Conclusions/Recommendations The study demonstrates the value of foregrounding African American culture and history to fortify the values of collectivism, self-determination, purpose, responsibility, empowerment, creativity, and faith among Black youth. The authors propose that educators collaborate with community-based Black culture and youth development experts to support dialogical, student-centered spaces that impart culturally centered knowledge about Black Americans. Furthermore, the authors advocate for professional development in asset-based pedagogies as a means to enhance belongingness among Black students.

Purpose This study aims to understand and explain how institutional change occurs at the level of value co-creation practices in service ecosystems. Despite the centrality of collective practices to the service ecosystems perspective, theoretically grounded explanations of how practices change and become institutionalized remain underdeveloped. Applying the theory of routine dynamics, this paper addresses two questions as follows: what does the institutional change mean at the level of value co-creation practices and what processes underlie these changes? Design/methodology/approach The study develops a conceptual framework that characterizes value co-creation practices as routines involving three aspects, namely, ostensive, performative and artifactual. As a key element in institutional change, the interplay between these informs an account of institutional change processes in service ecosystems. Findings The proposed conceptual framework specifies the conditions for institutional change in terms of value co-creation routines. First, any such change is seen to be grounded in alignment between changing institutional rules and the ostensive, performative and artifactual aspects of routines. Second, this alignment is seen to emerge through a dialectics of planned and practice-based activities during institutional change. An empirical research agenda is proposed for the analysis of institutional change processes in different service ecosystems. Originality/value This conceptual framework extends existing accounts of how service ecosystems change through the contributions of multiple actors at the level of value co-creation practices.

Research has suggested that critical consciousness — the ability to recognize and analyze systems of inequality and the commitment to take action against these systems — can be a gateway to academic motivation and achievement for marginalized students. To explore this approach, the authors studied six urban schools that include critical consciousness development in their mission. Three strategies emerged as promising practices that schools can use to develop black students’ critical consciousness and harness the connection between critical consciousness and student achievement. They include teaching students the language of inequality, creating space to interrogate racism, and teaching students how to take action.

The aim of this paper is to gain conceptual understanding of changes in leisure-time sports participation (LTSP) as an issue of institutional change. The study is elaborated in the LTSP research context of Flanders (Belgium) and Denmark. Data originate from the Flemish Household Study on Sports Participation (1969, 1979, 1989, 1999, 2009), Danish National Surveys on Sports Participation (1964, 1975, 1993, 1998, 2007, 2011) and the Flemish Participation Survey on Culture, Youth, Sports and Media (2009). A theoretical framework on institutional change is outlined to frame developments in the organisation of LTSP. Next, empirical evidence on changes in LTSP is presented based on time-trend observations and an in-depth analysis of profiles of participants in different organisational settings. The developments seem to reflect post-modern and post-materialist values that are linked to the theory of institutional change. The final part of the paper links changes in leisure-time sports participation to institutional theory in a conceptual framework of ‘greedy’ and ‘light’ institutions. The dynamic character of the framework suggests that both processes of deinstitutionalisation and reinstitutionalisation occur in the field of LTSP. The interpretation of institutional logics related to processes of change may inspire LTSP research from different perspectives.

Chapter 2 explores how regulation might help to alleviate the burden on poor workers and reduce the incidence of informal work. Informal work is understood in this study as a regulatory problem or conundrum. The chapter explores insights and concepts from the regulatory literature in order reflect upon the reason why labour regulation is failing so many workers around the world, leaving them stranded in a state of informality. The chapter proposes, first, that traditional state-based labour law is not responding to the various forms of work that have proliferated in recent years. Second, it is not responding to advances in the structures of production and relations of distribution that work occurs within. Third, it is not employing tools that are appropriate to or effective in regulating new working relationships. And fourth, it is not creating incentives for compliance which overcome the countervailing disincentives which arise from private and informal regulation, culture, and informal institutions. Having established the problem, it then draws on various literatures to set up the conceptual framework for examining how institutional change could occur so that a more responsive labour regulation could be generated.

BackgroundThe Victorian Safe System approach to road safety slowly evolved from a combination of the Swedish Vision Zero philosophy and the Sustainable Safety model developed by the Dutch. The Safe System approach reframes the way in which road safety is viewed and managed.MethodsThis paper presents a case study of the institutional change required to underpin the transformation to a holistic approach to planning and managing road safety in Victoria, Australia.ResultsThe adoption and implementation of a Safe System approach require strong institutional leadership and close cooperation among all the key agencies involved, and Victoria was fortunate in that it had a long history of strong interagency mechanisms in place. However, the challenges in the implementation of the Safe System strategy in Victoria are generally neither technical nor scientific; they are predominantly social and political. While many governments purport to develop strategies based on Safe System thinking, on-the-ground action still very much depends on what politicians perceive to be publicly acceptable, and Victoria is no exception.ConclusionsThis is a case study of the complexity of institutional change and is presented in the hope that the lessons may prove useful for others seeking to adopt more holistic planning and management of road safety. There is still much work to be done in Victoria, but the institutional cultural shift has taken root. Ongoing efforts must be continued to achieve alert and compliant road users; however, major underpinning benefits will be achieved through focusing on road network safety improvements (achieving forgiving infrastructure, such as wire rope barriers) in conjunction with reviews of posted speed limits (to be set in response to the level of protection offered by the road infrastructure) and by the progressive introduction into the fleet of modern vehicle safety features.

<p>Three decades after the creation of the Chilean national tourism administration – the Servicio Nacional de Turismo (Sernatur) – the government initiated a process of institutional change. In 2007, a bill was submitted to Parliament and in 2010 the bill was enacted (Act 20423). Act 20423 replaced the existing national tourism administration (NTA) with a new set of public organisations performing various roles in tourism. The act not only created a new structure but also modified the allocation of roles in tourism to different agencies thereby creating a new public institutional framework for tourism in Chile.  Although changes like those occurring in Chile have attracted some attention, such research tends to lack a broad perspective and fails to consider how and why processes of change occur and how changes in the general environment impact on the process. In order to address this broad perspective, this thesis concentrates on three research questions: what was the process that led to the creation of the new Chilean institutional framework for tourism, what were the factors that influenced and shaped the process, and how and why did the process and the factors influence the outcomes of the process. In this way, this research aims to provide a better understanding of how and why NTAs change over time.  To address this problem, a conceptual framework is developed from three separate bodies of literature: tourism organisations, the administration of the public sector, and tourism policymaking. The framework illustrates two critical aspects to investigate a process of change in NTAs: a spatial scale and a temporal scale. The first scale shows that the process of change occurs in, and is influenced by, a broad context composed of two sub-systems and multiple interrelated organisations. The second scale presents the process of change over time and shows that changes in the environmental conditions also influence the process.  The process of change and the influence of contextual factors are examined using an in-depth analysis of the relevant documentation. This method is complemented by in-depth semi-structured interviews with multiple stakeholders. In order to address the various aspects of the conceptual framework, a multi-phase approach is also adopted for the analysis of the data.  The research reveals that in democratic countries like Chile, institutional change occurs in the context of a legislative process. Three policy stages are suggested to operationalise the process: pre-legislative, policy window, and legislative. In each of these stages there are several components of a policy process: evaluations, agendas, formulation, decision making, and implementation. During the process of change these components overlap and a division into consecutive phases as proposed by the Policy Cycle Model cannot be operationalised. The thesis also shows that the process is influenced and shaped by several factors arising from environmental conditions and evaluation reports. Environmental conditions directly impact on the process and shape the focus and outcomes of evaluation reports. In turn, evaluation reports impact on the process by shaping the proposals discussed during the policy stages. This also challenges the Policy Cycle Model on the ground that evaluations are not part of a single phase and that these evaluations play different roles during the policy process. Finally, this thesis suggests that the outcomes of a process of institutional change in tourism are influenced by both the environmental conditions and the features of the process (consultation, participation, agreement, disagreement, power, negotiation, and acceptance). Variations in the environmental conditions influence the features of the policy process and in turn, changes in these features directly impact the outcomes of the process.  In summary, the analysis of the Chilean case reveals that processes of change in NTAs are directly influenced by the general environment in which these processes occur. This suggests that these processes are not isolated developments and therefore the general environment strongly influences the features and outcomes of the process. Hence, investigating the influence of these conditions is critical to explain how a process of change occurs and why particular outcomes result from the process. Variations in the environmental conditions impact on the features of the policy process so that changes in these features directly shape the outcomes of the process.</p>

Intra-party cohesion (IPC) is a concept extensively used to assess institutional change and behaviour in legislative and party politics. In spite of its popularity, there is confusion about its meaning mostly derived from its multidimensional nature. This article aims to clarify the understanding of this term across three different fields of research (legislative studies, party factionalism and Hirschman’s theory applied to intra-party dynamics) and to build a conceptual framework that integrates several analytical dimensions. It uses quantitative network-based analysis of bibliographic data to provide a descriptive account of connections between these fields of the literature. Based on this, it identifies major challenges in the study of IPC and reveals the necessity to investigate it beyond ideology and legislative arena. To this end, we argue and illustrate how Hirschman’s theory applied to three levels of analysis allows us to formulate a framework suitable for the study of IPC.

Abstract: In this exploratory casestudy we look at student media production to find out what students know and have learned about the media through production work. We used a media education conceptual framework developed by Dick as a means of describing the day to day media learning of a group of ten students, four girls and six boys, producing a video documentary on rape. We found that as they worked, the students encountered most of the concepts of Dick’s framework; however, with the exception of the development of a sophisticated understanding of the documentary genre, there was little formal opportunity for the students to articulate their nascent critical consciousness about the media.
