Co-innovation has gained interest in recent years as an approach to tackle issues in agriculture and natural resource management. Co-innovation requires new roles for researchers supporting these processes and enabling settings in the programs they work in and the organizations they pertain to. The contributions to this special issue explore experiences with co-innovation in different settings from different angles. The special issue presents several studies on co-innovation in a large program in New Zealand, a study based on an EU Horizon 2020 project in the Czech Republic, The Netherlands, Spain, Sweden and the United Kingdom as well as co-innovation experiences from Uruguay and Tanzania. Cross-cutting findings and emergent issues include (i) the need to consider the issue of simultaneously scaling both co-innovation project results and the co-innovation practice, (ii) the issue of flexibility in pace of co-innovation to allow different participants to converge and the flexibility in learning space needed to enable reflection, (iii) the issue of changing the dominant logics of the innovation systems in which co-innovation is embedded and (iv) the need for reflexive monitoring to support processes of co-innovation and their institutional embedding.

Many observers have voiced their concerns that solidarity is at risk in Europe. Given this wider context, we are urgently in need of sound empirical analyses examining the various dimensions of solidarity in Europe. Public debates focus on solidarity in many respects but there is to date a lack of empirical evidence to draw upon to inform them. In this context, this special issue emerges from research conducted in the European Union–funded research project TransSOL devoted to the study of European solidarity (“European Paths to Transnational Solidarity in Times of Crisis”) running from 2015 to 2018. The project received funding under the Horizon 2020 program (Grant Agreement No. 649435). Christian Lahusen at the University of Siegen coordinated the overall project and Maria Grasso at the University of Sheffield coordinated the population survey for the project. The TransSOL survey includes approximately 2,000 respondents from each of the eight countries of the project (total N ~ 16,000): Denmark, France, Germany, Greece, Italy, Poland, Switzerland, and the United Kingdom. In the context of the project, the aim of the cross-national survey was to build a comparative dataset that would allow us to answer our theoretically relevant questions of interest on European solidarity such as those discussed in this introduction and in the other articles of this special issue. The articles in this special issue all analyze the data from this original survey dataset to shed systematic light into key theoretically-driven research questions on various aspects of European solidarity.

Abstract. Procrastination at work has been examined relatively scarcely, partly due to the lack of a globally validated and context-specific workplace procrastination scale. This study investigates the psychometric characteristics of the Procrastination at Work Scale (PAWS) among 1,028 office employees from seven countries, namely, Croatia, the Czech Republic, Finland, Slovenia, Turkey, Ukraine, and the United Kingdom. Specifically, it was aimed to test the measurement invariance of the PAWS and explore its discriminant validity by examining its relationships with work engagement and performance. Multi-group confirmatory factor analysis shows that the basic factor structure and item loadings of the PAWS are invariant across countries. Furthermore, the two subdimensions of procrastination at work exhibited different patterns of relationships with work engagement and performance. Whereas soldiering was negatively related to work engagement and task performance, cyberslacking was unrelated to engagement and performance. These results indicate further validity evidence for the PAWS and the psychometric characteristics show invariance across various countries/languages. Moreover, workplace procrastination, especially soldiering, is a problematic behavior that shows negative links with work engagement and performance.

DRIvE (Demand Response Integration Technologies) is a research and innovation project funded under the European Union’s Horizon 2020 Framework Program, whose main objective is unlocking the demand response potential in the distribution grid. DRIvE presented how the use of digital twins de-risks the implementation of demand response applications at the “Flexibility 2.0: Demand response and self-consumption based on the prosumer of Europe’s low carbon future” workshop within the conference “Sustainable Places 2020”. This workshop was organized to cluster and foster knowledge transfer between several EU projects, each developing innovative solutions within the field of demand response, energy flexibility, and optimized synergies between actors of the built environment and the power grid.

In between the writing of this editorial and the publication of this issue of EuConst, the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union, in everyday parlance the ‘Fiscal Compact’, will have been signed by the representatives of the governments of the contracting parties — the member states of the European Union minus the United Kingdom and the Czech Republic. The Fiscal Compact is intended to foster budgetary discipline, to strengthen the coordination of economic policies and to improve the governance of the euro area.

Abstract Multicultural citizenship, a set of group-differentiated rights for minority cultural groups, is now a common feature of most domestic legal systems in Europe. The conventional view, widely reflected in practice, suggests that ‘strong’ rights of this sort should be restricted to so-called ‘historical’ minorities. However, the increasingly long-standing presence of distinct cultural groups of immigrant origin raises the question of whether, and to what extent, the latter should also be granted stronger forms of multicultural citizenship. This article addresses this question by reference to the Council of Europe’s Framework Convention for the Protection of National Minorities, a central pillar of the international minority rights regime in Europe. The article analyses the application of the treaty to immigrant-origin groups in the Czech Republic and the United Kingdom, showing that the scope of protection afforded to such groups is stronger than previously assumed, though less far-reaching as compared to their ‘historical’ counterparts.

This monograph is a collection of texts written by researchers, practitioners and theoreticians of adult education from Central and Eastern Europe (Poland, the Czech Republic, Slovakia, Ukraine, Russia). Its focus is on areas of contemporary adult education. The key issue is informal-learning space, where we can see the shift towards positive valuation of the ideas of localism and social commitment and to learning through (auto)reflection shaped by currents of information and individual experience. Another significant matter is the non-formal area of education, where intensive changes are taking place. The activities of associations and foundations, the dissemination of knowledge, work within open-education institutions, the non-governmental educational institution sector, citizenship – all are important areas of research, comparison and analysis that can be used to increase andragogical knowledge.

The main purpose of the article was to assess the eco-socio-economic development of world countries. For this purpose, the Comprehensive Eco-Socio-Economic Development Index (CESEDI) was proposed and used. The proposed measure is based on a dozen or so indicators recognized and used in the literature for assessing countries in terms of their social, economic and environmental achievements. An attempt was made to include most of the elements necessary for the safe, healthy and happy life of citizens of the studied countries. The article presents world leaders, based on the CESEDI. Moreover, the individual components of the CESEDI and their level in the analyzed countries are presented. It was found, inter alia, that 18 out of 20 countries with the highest CESEDI are European countries. The ranking leaders were highly developed Scandinavian countries (Norway, Denmark, Finland) and Switzerland. The countries of Eastern and South-Eastern Europe (Slovenia, Slovakia, the Czech Republic, Poland and Romania) took high positions in the ranking, ahead of such countries as Canada, the United Kingdom, Japan and the United States. Research results indicate that European and South American countries are, on average, more developed in terms of ecological, social and economic development than countries in the rest of the world.

With the growth and development in technology, one of the most significant changes has been the commercialisation of Internet. There has been a revolution in Internet technology with the International Convention on Civil and Political Rights recognizing “Right to Internet” as a human right. There are countries like Antigua and Barbuda, Angola, Armenia, Colombia, the Czech Republic, the Dominican Republic, Estonia, Finland, France, Iceland, Liechtenstein, Panama, Poland, Peru, South Africa, Turkey, Trinidad and Tobago, Slovakia, and the United Kingdom, which already have legislations promoting the cause of Internet to every citizen. This chapter aims to study the implementation and utility of the right to Internet being recognized as a fundamental right and the principles behind it. It also intends to study the method of implementation of this right keeping in mind the situation prevalent in China, which restricts Internet usage. The chapter would also make suggestion with regards to the remedies available to the people in the cases of the countries not recognizing the right.

Natural resource management requires reliable and timely information available at local, regional, national, and global scales. Geo-informatics, by remote sensing, global navigation satellite systems, geographical information systems, and related technologies, provides information for natural resource management, environmental protection, and support related to sustainable development. Geo-informatics has proven to be a powerful technology for studying and monitoring natural resources as well as in generating predictive models, making it an important decision-making tool. The manuscripts included in this Special Issue focus on disciplines that advance the field of resource management in geomatics. The manuscripts showcased here provide different examples of challenges in resource management.
