Zoned for Change: A Historical Case Study of the Belmont Zone of Choice

Background/Context Over the past two decades, scholars have increasingly called for educational leaders to collaborate with community-based organizations in their efforts to bring about school reform. Observing that school reform efforts often fail to include those most impacted by failing policies and practices, these scholars have turned their attention to the role of community organizations that advocate on behalf of parents and students in under-served communities. These scholars have explored the potential of community organizing strategies for transforming public schools, documenting the crucial role of strategic alliances between community-based organizations and school district officials in bringing about greater equity and improved student outcomes. Purpose/Objective/Research Question/Focus of Study The purpose of this study is to explore how educational leaders and community-based organizations collaborated to bring about unprecedented education reform in the nation's second largest school district. Research Design This historical case study is based on in-depth interviews with 11 high-profile school district, union, community, and other educational leaders across seven key partner institutions and organizations that were involved in the development of the Belmont Zone of Choice from 2001 to 2009. Conclusions/Recommendations This study reveals the kinds of obstacles facing reformers in large urban school districts, and it illustrates how concerned educators, community-based organizations, and educational reformers can form strategic alliances to fight for meaningful change in underserved communities. Rather than provide a simplistic or idealistic depiction of collaboration, however, this case study illustrates the tensions and struggles that emerged as diverse—and sometimes antagonistic—social actors collaborated to bring about education reform at the local level. It also illustrates that strategic alliances are not necessarily sufficient to ensure successful reform implementation within contexts of political and economic asymmetry. As such, the history of the Belmont Zone of Choice highlights both the promise and challenge of community organizing for school reform.

This article aims to discuss the process of development and improvement of a community web portal from the perspective of references such as social capital, solidary technology, local development and community organizing. As a case study we used the Cidade de Deus web portal (www.cidadededeus.org.br), result of a project of the Technical Solidarity Lab (Soltec / UFRJ) with community-based organizations (CBOs) of Cidade de Deus. Our main hypothesis is that more important than the technology itself, the process of developing this technology in a participatory manner can encourage community participation.

The King Hussein Foundation (KHF) partners with Oxfam in the Youth Participation and Employment programme (YPE) to promote entrepreneurship through supporting youth to engage in business start-ups and scale-ups. KHF projects support community-based organizations (CBOs) in establishing revolving funds, training CBOs in microfinance management and building the capacity of potential entrepreneurs. Apprenticeships and shadowing are two examples of popular approaches to facilitating entrepreneurship and self-employment. During the COVID-19 crisis, KHF has continued the implementation of activities virtually. This case study presents examples of young people utilizing financial support, reaching out to new clients using ICT, and eventually exploring ways to mitigate the impacts of COVID-19.

Engaging citizens through a community-based organisation is not a newphenomenon. Research around the world has shown that citizenengagement is one of the most significant ways of combating corruption and promoting good governance. Transparency International Bangladesh (TIB) is undertaking similar types of activities through the Committee of Concerned Citizens (CCCs) and Youth Engagement and Support (YES) Groups. The question is, how much difference is it making in society vis-à-vis preventing corruption? Considering TIB as a case study drawing in-depth interviews, participation observation and document analysis, this paper has found that both CCCs and YES activities are dominated by coercive and mimetic isomorphism to prevent corruption. Second, TIB has managed to create awareness through engaging citizens, the whole process as a ‘tortoise movement.' This suggests that the movement against the corruption of these groups is prolonged and time-consuming, and more importantly, it does not make ‘direct impact’ on service delivery. Third, it also suggests that donor-driven ‘isomorphic’ approach may prove to be less effective, considering the societal context of Bangladesh. Finally, this paper also identified some loopholes that are mainly linked with the ‘tortoise movement.

Abstract In the past few years, community organizing has been initiated by different government and non-government organizations in corruption prevention through creating social awareness and motivation. The question arises: Can community-based organizations or community organizing empower people to raise their voice to prevent corruption? Based on empirical evidence, this research argues that engaging the community in anti-corruption initiatives can be an effective way to avert corruption and empower people’s voice. The finding shows that anti-corruption initiatives through spontaneous individual and collective involvement at the local level have an impact on creating accountability and transparency. Despite several challenges, these group and individual efforts have had significant results in promoting anti-corruption efforts in Bangladesh. Effective anti-corruption initiatives in engaging the community need ‘spontaneous’ participation by individuals or groups. As such, the government should give primacy of these individuals and groups and use them to create more formalized corruption watchdog bodies at the sub-regional level and make it a stronger National Integrity Systems foundation.

From as early as 1855 and extending to the middle of the twentieth century, American industry encouraged the formation of bands and other musical organizations for workers, ostensibly to enhance their welfare. The actual purposes of music in industry, however, were often to prevent formation of unions and maintain social regimes. As industry expanded into the agrarian South, industrial bands augmented the limited town band tradition. Their performances, role-modeling and community-based instruction of young people filled curricular voids and developed favorable cultural environments for the eventual addition of instrumental music to public school curricula. A historical case study of the activities and influences of a significant industrial band in the state of Georgia provides a basis for formulating conclusions regarding influences of industry on music education in the American South.

While there is growing faith in community organizing to influence policy as a way to improve the built environment and increase food or recreational equity, relatively little research is available examining the successes and challenges of community organizing in Latino communities attempting to reduce obesity. Using process and outcome evaluation data, we present preliminary findings from a study of two community-based organizations that are making efforts to increase access to physical activity and access to healthy foods in predominantly Latino areas. The organizations are part of Communities Creating Healthy Environments (CCHE), a national initiative of the Robert Wood Johnson Foundation (RWJF) to prevent childhood obesity. Both community-based organizations were able to achieve redistribution of public resources to advance their CCHE objectives. We discuss the study’s implications, including the need for public policy research around obesity that examines community organizing as an intervention.

Background/Context Parent involvement in education is widely recognized as important, yet it remains weak in many communities. One important reason for this weakness is that urban schools have grown increasingly isolated from the families and communities they serve. Many of the same neighborhoods with families who are disconnected from public schools, however, often contain strong community-based organizations (CBOs) with deep roots in the lives of families. Many CBOs are beginning to collaborate with public schools, and these collaborations might potentially offer effective strategies to engage families more broadly and deeply in schools. Purpose This article presents a community-based relational approach to fostering parent engagement in schools. We investigated the efforts of CBOs to engage parents in schools in low-income urban communities. We argue that when CBOs are authentically rooted in community life, they can bring to schools a better understanding of the culture and assets of families, as well as resources that schools may lack. As go-betweens, they can build relational bridges between educators and parents and act as catalysts for change. Research Design Using case study methodology, we studied three notable school-community collaborations: the Logan Square Neighborhood Association in Chicago, Illinois; the Camino Nuevo Charter Academy in Los Angeles, California; and the Quitman Street Community School in Newark, New Jersey. Each case represents one of three types of collaboration identified in previous research: community service, community development and community organizing. Findings Although differences in context mattered, we found three common dimensions of parent engagement work across the cases. The three core elements of this community-based relational approach are (1) an emphasis on relationship building among parents and between parents and educators, (2) a focus on the leadership development of parents, and (3) an effort to bridge the gap in culture and power between parents and educators. We contrast this community-based approach with more traditional, school-centric, and individualistic approaches to parent involvement. Conclusions There are a number of lessons from this study for educators interested in broadening and deepening parent participation in schools. First, educators can benefit from taking a patient approach, building relationships over time. Second, schools may not be able to do parent engagement work alone; they can profit from the social capital expertise of community-based organizations. Finally, educators would benefit from understanding that communities bring different needs, aspirations, and desires to their children's education. If educators collaborate with community partners and help to develop parent leadership, they can form initiatives that meet the interests, values, and capacities of any particular school community.

Public knowledge and understanding of health disparities is critical to generate support for programs and policies that address social determinants of health (SDH). Yet, public programs and policies are little informed by evidence or the link between SDH and health outcomes. This case study, using community-based participatory research principles, draws from the evidence of SDH and communication sciences. We describe Project IMPACT, an intervention to build capacity among community-based organizations (CBOs) to engage with media strategically, with the goal of influencing the information environment. The case offers an example of implementation science supporting an evidence-based approach, rather than a specific program or practice. We report how IMPACT leveraged the role community partners play in legitimizing issues so SDH and disparities are part of the public agenda. We assessed how strategic media engagement practices were implemented with the ultimate goal of changing public understanding of SDH and disparities to support SDH-related policies.
