From reel life to real social change: the role of contemporary social-issue documentary in U.S. public policy

This article examines three digital-era social-issue documentaries – Sin by Silence, Playground, and Semper Fi – to reveal elements of cultural and narrative influence that contributed to legislative change in the United States. Expanding the coalition model of documentary’s political impact through case studies and in-depth interviews with policy subnetworks shaped for each film – policymakers and legislative staffers, advocacy group leaders, and documentary directors – this study finds that social-issue documentaries are influential for U.S. policy engagement when they are perceived as emotional, factual, and nonpartisan. Documentary is thus positioned as ‘situated knowledge’ in a policymaking context – narrative that presents human implications and lived experiences. Ultimately, the policy impact of these documentaries is attributed to the dual defining characteristics of documentary: creative expression and reflection of truth. The present work contributes to expanding literature about documentary and social change.

This research uses in-depth interviews with three data journalists from the Houston Chronicle and the New York Times in the United States to describe the role of data journalists, and to illustrate how and why they use big data in their stories. Data journalists possess a unique set of skills including being able to find data, gather data, and use that data to tell a compelling story in a written and visually coherent way. Results show that as newspapers move to a digital format the role of a data journalist is becoming more essential as is the importance of laws such as the Freedom of Information Act to enable journalists to request and use data to continue to inform the public and hold those in power accountable.

The decades that immediately followed World War II witnessed the political independence of most of the so-called Third World from colonization and the birth of the United Nations, marking the formal beginning of development and directed social change to facilitate it. The role of communication in development (devcom) has evolved according to the overarching goals of the development programs and theories during each historical period since then. The process of modernization, in which devcom was initially nurtured, was influenced by quantitative and empirical social sciences theory, philosophy, and methodology; in particular, it had a strong economics orientation. It has been one of the most powerful paradigms in development study and practice to originate after World War II, with enormous economic, social, and cultural consequences. Concepts and theories that articulated the development of Western Europe and North America were used by sociologists, economists, political scientists, anthropologists, and others to generate development models for countries in Asia, Africa, Latin America, and the Caribbean. Mass media were accorded a central position in the modernization paradigm. The use of media for transmission of information and for persuasion, derived from World War II–related psychological warfare research in the United States, were transferred to areas such as extension education, instruction, agricultural, and health extension in development. By the 1970s, the concept of development and change expanded to include many more types of social change guided by different theories, disciplinary influences, geographical considerations, and methodologies. Change now included a widely participatory process of social change in a society and included social and cultural aspects besides the economic. While the participatory mode of communication for development programs and activities was a welcome addition to the devcom toolbox, the definitions of participation reflected a wide variety of approaches. In many contexts, the level of participation required by the people was low and perfunctory. Toward the end of the 1980s, the concept and practice of empowerment expanded upon the earlier objective of participation in development communication models and practice. Broadly, empowerment is a process by which individuals, organizations, and communities gain control and mastery over their social and economic conditions. The concept and practice of empowerment posed a challenge to the identity and practice of development communication. It changed the way communication was conceptualized earlier and used in development and change work. At present, social justice within the processes of development and social change has gained traction and urgency. In the last 40 years, there has been a steep increase in income inequality and individual opportunity globally. Millions of people are still exposed to life-threatening diseases, malnutrition, hunger, and other debilitating conditions, and have very limited access to basic resources, such as education and healthcare. What are the progressive alternatives to the neoliberal model of directed change? What should be the place and role of devcom in alternative approaches? These concerns are addressed by anchoring ideas within a critical theory of social change for social justice.

While we know something of data-driven campaigning practices in the United States, we know much less about the role of data in other national contexts. The 2015 United Kingdom General Election offers an important case study of how such practices are evolving and being deployed in a different setting. This article draws on thirty-one in-depth interviews with political practitioners involved in the use of data for six major UK parties and electoral regulators. These interviews are employed to explore the perceived importance of data in contemporary British campaigns, to understand the data-based campaign techniques being used by UK parties, and to assess how data-driven practices are interacting with the preexisting institutional context of British politics. Going beyond the specifics of the UK case, this study raises questions about the comparative, theoretical, and normative dimensions of data-driven politics.

The current daily experiences of undocumented students as they navigate the processes of entering and then thriving in Jesuit colleges are explored in this book alongside an investigation of the knowledge and attitudes among staff and faculty about undocumented students in their midst, and the institutional response to their presence. Cutting across the fields of U.S. immigration policy, theory and history, religion, law, and education, this book delineates the historical and present-day contexts of immigration, including the role of religious institutions. This unique volume, based on an extensive two-year study (2010–12) of undocumented students at Jesuit colleges in the United States, incorporates survey research and in-depth interviews to present the perspectives of students, staff, and the institutions.

Mindfulness-based stress reduction (MBSR) has been shown to improve health outcomes across populations. We explored the feasibility, acceptability, and initial effects of a pilot MBSR program at a highly-ranked university in the United States. We conducted 23 in-depth interviews with 13 students. Interviews explored stressors and coping mechanisms, experiences with MBSR, and its reported impact and potential future use. Interviews were analyzed using thematic content and narrative analyses. Results indicated that students are exposed to a very high level of constant stress related to the sheer amount of work and activities that they have and the pervasive surrounding university culture of perfectionism. MBSR offered an opportunity to step back and gain perspective on issues of balance and priorities and provided concrete techniques to counter the effects of stressors. We conclude that MBSR and mindfulness programs may contribute to more supportive university learning environments and greater health and well-being among students.

Family communication is a communication process experienced by every individual in the life of his family. Every good family will want to provide the best education and care for their children. It even manifests itself based on religious values in the family communication process. Religion is certainly the main foundation, not only in family communication, but in every aspect of human life. In this digital era, every family also has its own way in building religious values that are established through the process of family communication islamic. Therefore, the authors raised this research with the title "Internalization of Religious Values in Shaping Islamic Family Communications in the Digital Era". In this study, the authors use qualitative research method of case study. The data collection techniques used are participatory observation, in-depth interviews, and documentary tracking from various related sources. The result of the research shows that there is an effort to internalize religious values in shaping the Islamic family communication in this digital era which consists of: (1) The role of parent as communicator, very dominant in the pattern of family communication that is Islamic; (2) religious values embedded in Islamic families through the context of verbal and non verbal messages, ranging from education, health, association, and Islamic lifestyle; (3) The existence of social media use Whatsapp Group in spreading the message containing religious values to other family member

The chapter is dedicated at analyzing the strategic use of new technologies in the United States. An evident synergy has been noted between the digital policy projects and the neo-liberal ideology wave that has traced origin in the fiscal crisis of the State in the 1970s. About four decades have transformed some political directions in true imperatives: public sector downsizing, cost-cutting in public agencies, decision-making privatization, and the principle of efficiency as a measure of collective action. If new public management has been imposed as a dominant paradigm for administrative restructuring, ICTs programs sustain reform objectives by putting emphasis on the sure advantages of technological applications. In addition to this, administrative reforms seem to be in continuity with some American historical tradition, in reasserting a central role of private actor in public activities and realizing a significant “fusion of political and economic power”. Digital era seems to have added a new chapter to the American corporate liberalism history, with the difference – and the aggravating circumstance – that private organizations have now more powerful instruments to control and regulate society. New technological instruments seem to be used essentially to produce a neo-liberal interpretation of government activities.

Indo-Americans are one the fastest growing Immigrant groups in the United States. Unlike earlier immigrant groups, this growing Immigrant group has access to technologies which make communication with family in India more practical. With this comes both maintenance of family ties as well as multigenerational conflicts. These conflicts were explored through in-depth interviews with thirty Indo-American families, including eleven grandparents residing in India. Major conflicts, the role of grandparents, and coping strategies used by these families are reported. The findings of this article have heuristic value for counselors in working with all the emerging ethnic groups in the United States.

The relevance of gender has been a central debate in the intimate partner violence (IPV) literature. The current qualitative study explored the role of gender in shaping the social context, meaning, and reception of young women’s IPV in the United States. A total of 36 undergraduate women were recruited from a larger sample for in-depth interviews. Emergent themes suggest that women’s violence was construed as nonequivalent to men’s violence, including the perceived triviality of women’s violence, contingencies under which women’s violence is deemed acceptable, and the status of male IPV as unacceptable. Gender was important for participants and bystanders in determining whether they interpreted behaviors as meaningful acts of violence.

This article explores the role of Australian 1970s and 1980s ‘quality’ historical television series and miniseries in engaging national audiences in discussions about their national history. These programmes – which had a corollary in the United States in the same period – were ‘blockbusters’. But the historical miniseries of this period were not designed just to make money for the television networks, rather they had ‘designs’ on their viewers. What this set of programmes have in common is a sense of their important contribution to debates about what, who and why of nations and citizens. The producers of these programmes, in a period of significant social change and the emergence of identity politics, sought to engage citizens with the complexities of national histories. This article focuses on one series, Luke’s Kingdom, and explores why and how it was possible for this television genre to reinvigorate and rethink ideas of national belonging.
