ECVAM'S Activities in the EU Candidate Countries

ECVAM has been given a special grant for collaborative projects on alternative/advanced testing methods involving eleven Candidate Countries for membership of the European Union (Bulgaria, Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia). The project involves the promotion of the Three Rs (reduction, refinement, replacement) concept of Russell & Burch, in cooperation with appropriate individuals and national and international organisations in the Candidate Countries themselves, and elsewhere. The scope of the programme's activities covers: conferences in some of the Candidate Countries, workshops, training courses, training visits, and technology development/transfer initiatives. A database of contacts in the Candidate Countries and in relevant institutions in other countries, is being compiled.

The aim of the paper is to evaluate the development of the Czech foreign trade in milk and milk products and specify the typical features and consequences within its territorial and commodity structure using a specific system of indicators intended to show a relevant image on the topic. The analysis covers the period between 1999 and 2015 and are interpreted in the context of changes of the business environment that have occurred in the last two decades, particularly in relation to the Czech Republic’s entry into the European Union. Throughout the studied period, the Czech Republic revealed a positive balance of trade in milk and dairy products, as well as favourable values of TC index (value of coverage of import by export). The dynamics of the territorial structure of export and import is embodied in the overall trade dynamics between the Czech Republic and countries of EU-28. The Czech Republic’s entry into the EU common market, however, led to a change in the trading milk product structure. As a negative is regarded the fact that the structure of Czech export to the EU countries has changed and that is mainly concentrated on basic raw milk or dairy products of the first phase of processing with relatively low added value.

In 1999, the European Commission presented its second report on the numbers of laboratory animals used in the European Union (EU). The plausibility of the data and the usefulness of the format of the registration tables remain questionable, for reasons previously discussed in connection with the Commission's first statistical report. In addition, it is impossible to derive sound information on trends in animal use in the EU and its Member States from the second statistical report. The European Commission and the Member States have agreed on new tables to be used for future statistics on the use of experimental animals in the EU. These new tables have been significantly extended and improved. Several categories of little relevance have been revised, and ambiguous expressions have been clarified. However, several problems either persist or have been newly created. Moreover, some important data (i.e. categories for pain and distress, as well as for several specific purposes of use; the origin of some animal species; types of institutions; and the use of genetically engineered animals) are still not required. Nevertheless, these are highly relevant to animal welfare and must be regarded as indispensable for a well-aimed application of the statistics to set priorities concerning the Three Rs.

As recognised by the International Law Commission in the 2011 Draft Articles on the Responsibility of International Organisations, the rule of the prior exhaustion of internal remedies also applies to cases where the international responsibility of international organisations is invoked, be it in the field of diplomatic protection or human rights. This essay focuses on the application of this rule to the European Union (EU). The author maintains that the legal remedies available to individuals alleging injury as a result of an internationally wrongful act of the EU include both direct remedies before EU courts and remedies before domestic tribunals. He then scrutinises whether each remedy is capable of providing individuals with accessible and effective means of redress.

Extremist and radical political parties have been getting great support in several Member States of the European Union. One of the main reasons are the continuous growing of competences of the European Union institutions. The aim of our article is to analyze selected extremist and radical political parties from Slovakia, the Czech Republic, Austria, Germany, Italy and the United Kingdom of Great Britain and Northern Ireland working in the current European Parliament. As the research method of the quantitative approach we have chosen the method of content analysis. In the analysis and interpretation of the research results we have used the method of interpretation of exploratory analysis. Based on the results of our research, we have found that selected political parties are dismissing the current direction of the European Union. They are dismissing further movement of sovereignty to the EU institutions. Their relatively high support among European voters is made by traditional political parties pursuing a policy of deeper integration.

Purpose – The purpose of the article is to present the development of horizontal aid for environ-mental protection and objectives related to green energy in Poland in comparison with other EU countries in 2009-2017. The above category of state aid in Poland has been characterised in detail, considering its sources, forms, entities providing support as well as the main beneficiaries of aid. Research method – The article utilises the analysis of existing data on horizontal aid for environmental protection and energy objectives in Poland and European Union countries. Results – During the period 2014-2017, as part of horizontal aid in Poland, the majority of aid was granted for environmental protection and energy objectives (in 2014 it accounted for 45% of the total horizontal aid). In the European Union, by comparison, a gradual increase in the share of the abovementioned category of assistance in the total state aid granted in the analysed period is noticeable. The largest share of the studied category in total state aid was recorded in Sweden, Austria and Germany, while the largest increase in the share of this aid in total state aid was seen in Bulgaria, the Czech Republic, Estonia and Romania. Originality /value / implications /recommendations - As a result of the strategies implemented in the EU states, the aid for environmental protection and energy objectives is currently one of the most important categories of horizontal aid. This article offers a multifaceted analysis of the above assistance in Poland and a detailed comparison of the level of this support in the EU countries.

Youth unemployment is a problem in each member country of the European Union (EU). The EU seeks to alleviate this problem by implementing various programs to support young people in finding and keeping a job, thus contributing to economic growth. In 2020, the world was hit by the COVID-19 pandemic. The countries have introduced many strict measures to prevent its spread, but they have caused a significant increase in unemployment, including among young people, and thus harmed economic growth. In this paper, we analyze the unemployment of people under the age of twenty-five in the EU. We also point out how unemployment rates have increased in individual countries. This problem concerns not only countries where the youth unemployment rate had been high already, such as Greece, Spain, and Italy, but also countries with previously lower rates, for example, the Czech Republic, Netherland, Poland, and Slovenia. In the latter group of countries, the youth unemployment rate has doubled in some cases due to anti-pandemic measures. We found that the most affected countries in this regard are the aforementioned Czech Republic, where the unemployment rate at the end of 2020 rose to 2.19 times above the level at the end of 2019, and Estonia, where year-over-year youth unemployment rose by a factor of 2.5. However, unfavorable developments occurred also in Lithuania, Latvia, and Ireland. According to our results, in 2020, youth unemployment increased the least in Hungary, Italy, and Belgium. In general, however, as the situation is now much more urgent, measures to alleviate this problem need to be put in place in each country to help young people find employment and, thus, stimulate economic growth.

Abstract Dispute settlement mechanisms (DSM) are the heart of international organisations without which organisations would be ineffective. The European Union (EU) is probably the most effective regional body whose efficacy is largely due to its powerful judicial organ, the Court of Justice (CJEU). This article also examines the DSM available in the Gulf Cooperation Council (GCC), in order to assess its effectiveness. It briefly discusses aspects of the EU and CJEU to help provide suggestions to improve the GCC DSM. This article concludes that the GCC DSM lacks effectiveness due to an inherent defect in its DMS organs. This defect is twofold: first, the GCC has yet to establish an effective judicial organ to deal with its disputes; and, second, there is a lack of political will to establish an organ that is vested with a supranational power that can override the individual will of the Member States.

Mad cow disease first appeared in the 80´s of last century and has gradually spread in series to high breeding countries, incurring major breeding and economic loses. In June of 2001, the disease was first doccumented in the Czech Republic and by year end 2006, there were discovered 26 cases. In accor­dance to the broader conception of the Common agricultural policy od the European Union, whose one pillar is pillar in the protection of agricultural industry, the European Union has paid breeders in particular EU states with financial compensation, which are the boundaries of the EU budget. For this purpose, there was established in the Czech Republic legal assignment for the distribution of this compensation, and this is reflected in act No. 166/1999, veterinary act and act No. 147/2006. Financial compensation will be paid by the Czech Republic´s Minister of finance after the proposed approval by the Minister of Agriculture and the State Veterinary Administration. Submitted work will deal the majority of compensation to breeders with the occurence of BSE in breeding cattle and with regards to their disbursement.

The peculiarities of the attitude of the two leading Czech political parties regarding the process of European integration through the prism of the effectiveness of the protection of national interests at the supranational level are analyzed in the given article. While conducting this study, it was revealed, that once it became clear that accession to the European Union would inevitably require certain national concessions from the Czech Republic, the leading Civic Democratic Party began to declare an increasingly Eurosceptic position. Gradually, EU membership was considered by it only through the prism of realizing the economic interests of the country. Civic Democrats have become even more vigorous opponents of deepening European integration and have strongly opposed the adoption of a common EU Constitution and federalization and have opposed any attempt to alienate part of national sovereignty in favor of the EU, since the Czech Republic joined the European Union. The author emphasizes that the disapproval by CDP of further European integration is explained by the historical fears of many Czechs, who are convinced that the development of the EU in a federal direction is in line with German interests and aspirations to dominate in Europe. The author also stresses on the fact, that the anti-German attitude of the Civic Democrats stems from the history of relations between two nations which have never been friendly and is explained by fears about further economic expansion of Germany in the Czech Republic. It was found that the discourse of Czech Communists on European integration is quite autonomous, because, in contrast to the CDP (and in general to all other parliamentary parties of the country), which although remains critical of the EU, but it does not question the Czech Republic membership in the European Union, the Communist Party does not consider any prospects for the functioning of the EU at all, and it does not consider the expediency of Czech Prepublic membership in it. The article deals with the problems of political and diplomatic relations between Russia and the European Union. The key event was the meeting of Josep Borrel as the High Representative of the Union for Foreign Affairs and Security Policy with Russian Foreign Minister Sergey Lavrov in Moscow in February 2021. The Russian side considered it as an opportunity to outline the prospect of resuming the political dialogue interrupted by the European Union in 2014, notably in the context of the reviewing a strategy on Russia initiated by the EU. The author analyzes the differences in the approaches of European countries and institutions in the context of the ongoing aggravation of Russia – EU relations. The main result of the meeting was not its «ineffectiveness», but, on the contrary, its obvious counterproductive effect. The EU has even more consolidated its policy of deterring Russia and increasing sanctions pressure, which actually closes the prospect for systemic dialogue. In this context, the political and diplomatic conflict in connection with the mass expulsion of Russian diplomats by the Czech Republic (the «Czech case») and the narrowing of opportunities to compensate for the EU-Russia dialogue shortcomings by bilateral tracks are also considered. In conclusion, some finding are presented regarding the perspective Russian reaction.
