Safety Assessment of Two-Lane Highway using a Combined Proactive and Reactive Approach: Case Study from Indian National Highways

In India, approximately 30% of road accident fatalities occur on two-lane rural roads. Thus research focused on identifying risk factors on this road type is of immense interest to most of the road agencies. Although these highways are more hazardous and account for more severe crashes, there is a lack of scientific safety assessment of such highways compared with multi-lane highways. Proactive approaches, such as road safety audit, have been widely adopted by the government of India to reduce crash frequency and severity on highways. However, an effective road safety management program should exercise an optimal balance between reactive and proactive strategies to identify potential hazards and treat already existing hazardous sites. Through a case study on two two-lane highways, several risk factors were identified using the principles of road safety audit, and were mapped with the available crash data analysis to develop a risk matrix. This risk matrix was found to be helpful in the selection of countermeasure design in a more scientific way, targeting the frequent crash types and severities expected to result at the high crash sites. Finally, it was observed that integrating the findings from reactive analysis with proactive safety management is more beneficial, since they are methodically proven with historical crash records and provide the knowledge of plausible safety hazards at sites where similar features exist. The proposed methodology could be adopted by road agencies in India and other developing countries for effective proactive safety planning.

Network-wide road safety assessment throughout the whole network is one of the four road infrastructure safety management procedures regulated by Directive 2019/1936/EC of the European Parliament and of the Council of 23 October 2019 Аmending Directive 2008/96/EC on Road Infrastructure Safety Management and one of the methods for determining the direction of investment in road safety. So far, the implementation of the procedure has been lightly regulated and adapted using various road safety indicators. The paper describes the evaluation of road accident data that is one of the criteria for conducting a network-wide road safety assessment. Taking into consideration that networkwide road safety assessment is a proactive road safety activity, the paper proposes to conduct road safety assessment considering the expected fatal accident density. Such assessment makes it possible to assess the severity of accidents, and the use of the predicted road accident data on calculating the introduced road accident rate contributing to the prevention of accidents. The paper describes both the empirical Bayes method for predicting road accidents and the application of one of the road safety indicators – the expected fatal accident density – to determine five road safety categories across the road network. The paper demonstrates the application of the proposals submitted to Lithuanian highways using road accident and traffic data for the period 2014–2018.

This research proposes a methodology to identify critical sections of highways where the location of speeding control may be beneficial. The method relies on a spatial and statistical analysis of infrastructure risks, along with traffic accident frequency and severity. A relevant feature of this methodology is related to its potential to be used in areas where there are no detailed historical records about traffic crashes, which is common in Global South countries. We applied the methodology to a rural road network in Colombia, where a recent law established that technical criteria should support the location of speed cameras. The case study uses accident information from six years, and risk data from a road safety audit carried out in the area under study. Even though historical records of accidents in the area were not fully available, the methodology allowed prioritising speed camera installations in the zone and identifying the relevant variables to define camera location. The relevant variables were the geometric characteristics of the road, traffic flows, risk factors, and proximity to populated centres. The use of speed controls should be part of a road safety management system, which allows defining camera location according to robust technical criteria.

Efficient road network is a part-n-parcel of rapid industralization, urbanization and development of nation. While designing roads and highways, main emphasis is given on speed which will help to reduce time of journey and save fuel. But safety of drivers and passengers travelling along road is also important. In past, it was observed that while travelling, due to excess speed passengers safety was compromised. It will lead to accidents. It may cause severe injuries and loss of human life. Therefore it is important to check every aspect of vehicles as well as road during its design, construction and throughout the life of the road. Road safety audit is conducted to check performance of new road projects on grounds of offering maximum safety. Also checks are applied to study performance of existing roads to suggest repairs, rehabiliatation and maintenance work in order to improve condition of roads. During audit process, accident prone locations are identified. Past accident record from traffic department, Police department, hospitals etc are referred to understand damage that had occured. Even road geometry is investigated on technical basis. In present investigation, particular stretch of Beed Bypass Road passing through Aurangabad city in Maharashtra state, India was selected. On this road, accident sites where major accidents occurred in past were identified and investigated for different parameters. Based upon study, different causes of accidents and thereafter preventive methods were recommended during research work.

The need for improving urban road safety, livability, and sustainability is evident. Quantitative estimates and qualitative methods/strategies can be used by road safety practitioners to design safety interventions. This study proposes a flexible integrated design framework for safety interventions on existing urban road segments and intersections that integrates quantitative and qualitative methods. The proposed design framework is divided into four stages of the safety management process: End of Network Screening, Diagnosis, Selection of Countermeasures, and Economic Assessment. Pilot applications of the proposed method were performed on existing roads of the urban road network of the Municipality of Bari, Italy. Results from the application were useful to highlight some possible problems in the different stages of the design process. In particular, the discussed problems include a lack of crash and traffic data, difficulties with defining the road functional classifications, including rural-to-urban transitions, a lack of local inspection procedures, the recurrent problems from diagnosis, difficulties regarding the safety assessment of cycling infrastructures and sight distances, the criteria for grouping countermeasures into sets, and the choice of appropriate predictive methods. In response, appropriate solutions to the highlighted problems were presented. The usefulness of the proposed method for both practitioners and researchers was shown.

The Republic of Srpska implemented three procedures provided by the Directive 2008/96/EC, namely: road safety audit for infrastructure projects (Road Safety Audit, RSA), road safety impact assessment (Road Safety Assessment RSI), as well as the procedures of identifying, ranking and remedying and black spots management (BSM). This paper presents a concrete road safety inspection of intersection on the primary road (major road) M4 in the place Vrbanja near Banja Luka. The said intersection is where the major road and access road to newly constructed cemetery in Banjaluka intersect. After the inspection, the Public Company “Republic of Srpska Motorways“ as road administration implemented some recommendations from the final Report on road safety inspection in order to improve these procedures. Also, an analysis was carried out to identify the conditions before and after the audit and partial implementation of recommendations.

This article is devoted to the diagnosis of problems arising from risk management obligations under the safety management system implemented in civil organisations of certified air operators (carriers). Focus was on the use of quantitative methods in safety risk analysis. The idea of an approach to determine the probability of accidents and serious incidents based on the intensity of symptoms with lower consequences and risk factors as a function of time or number of performed air operations was proposed, based on Markov discrete processes [6,10-12,16]. The essence of this approach is explained by the mathematical model of Runway Excursion probability during landing operations. The concept of improvement of operators' cooperation in the exchange of information about safety indicators by profiling the organisation was presented. The last proposal concerns the construction of a comprehensive risk assessment indicator using a safety risk matrix.

The effectiveness and the safety of road construction depend on many factors that pose the greatest risk to system safety. The aim of this study is to conduct a comprehensive assessment for these risk factors to contribute to the safety performance of road construction. To achieve this goal, this study constructs a hierarchical safety assessment framework comprising comprehensive risk indicators according to rich work experience and a relevant literature review and then proposes a group AHP-PCA (group analytic hierarchy process-principal component analysis) to calculate the weights of relevant risk factors. The important rankings of a case study using GAHP-PCA show that professional skill, safety education, and work attitude are the most important factors, which are consistent with the experience and knowledge of road construction safety management. The results also demonstrate that judgment dispersion naturally existing in classical AHP can be effectively reduced when combined with PCA, which is the innovation point of the method given in this article.

As a consequence of increasing traffic volume and mobility, road accidents have been a serious problem especially in low and middle-income countries. The number of road accidents in such countries tends to increase every year. Considering different contributing factors to the road accidents, road and its environment have played an important role. Road safety audits and road safety inspections have been worldwide used tools to monitor and to evaluate road projects and existing road sections from the safety perspective. In this study, through the evaluation of different safety auditing techniques applied in the world, a case study on a Nigerian Road Section has been implemented. The expectations from such a study are: (i) To show the main safety deficiencies of the Nigerian road sections; and (ii) To introduce a new tool to the local road authorities to further use it for monitoring their road sections. Based on this study, the audit report was prepared to summarize findings with possible countermeasures.
