A Critical Assessment of Social Entrepreneurship

We offer a microfoundation of social entrepreneurship through the work of Vincent and Elinor Ostrom on polycentricity (Ostromian polycentricity) and that of Friedrich Hayek on the economics of knowledge (Hayekian knowledge) that reveals both the main strength and main weakness of social entrepreneurship. Problematizing social entrepreneurship in terms of the political economy of knowledge and based on Ostromian polycentricity and Hayekian knowledge, we first find the main strength of social entrepreneurship is that local, decentralized social entrepreneurs usually are the most appropriate and best-positioned—indeed, the most efficient—actors to solve their communities’ social problems. Also based on the work of the Ostroms and Hayek, we identify the main weakness of social entrepreneurship: the lack of institutional safeguards to social entrepreneurship. The localized decision-making process, however, might mitigate to some degree the potential for large-scale abuse.

The chapter aims to reflect on how social innovation and entrepreneurship (SIE) initiatives can mobilize the existing knowledge of open data on the territory in order to generate more knowledge and support the decision-making process. It therefore wants to answer the questions: How do the available data help the decision-making process of SIE initiatives? Can access to data and its analysis contribute to the resolution of social problems in a faster and more sustainable way? In order to support the answer to the previous questions, the database of the IES-SBS network (a non-profit organization whose mission is to empower social entrepreneurs) and interviews conducted with key informants were analyzed. It is concluded that access to data needs to be converted into a logical framework of information, but when this happens data/information can help the decision-making processes of SEI initiatives. This way the solution of social problems will be more quick, sustainable, and smart.

Women today are considered to be outside the political and administrative power structures and their participation in the decision-making process is non-existent. As far as their participation in the political life is concerned they are still on the margins. The existence of patriarchal society in Lebanon as well as the absence of governmental policies and procedures that aim at helping women and enhancing their political participation has made it very difficult for women to be accepted as leaders and to be granted votes in elections (UNIFEM, 2002).This above quote is taken from a report that was prepared to assess the progress made regarding the status of Lebanese women both on the social and governmental levels in light of the Beijing Platform for Action – the name given to the provisions of the Fourth Conference on Women held in Beijing in 1995. The above quote describes the slow progress achieved by Lebanese women in view of the ambitious goal that requires that the proportion of women occupying administrative or political positions in Lebanon should reach 30 percent of thetotal by the year 2005!

AbstractPublic participation has become increasingly necessary to connect a wide range of knowledge and various values to agenda setting, decision-making and policymaking. In this context, deliberative democratic concepts, especially “mini-publics,” are gaining attention. Generally, mini-publics are conducted with randomly selected lay citizens who provide sufficient information to deliberate on issues and form final recommendations. Evaluations are conducted by practitioner researchers and independent researchers, but the results are not standardized. In this study, a systematic review of existing research regarding practices and outcomes of mini-publics was conducted. To analyze 29 papers, the evaluation methodologies were divided into 4 categories of a matrix between the evaluator and evaluated data. The evaluated cases mainly focused on the following two points: (1) how to maintain deliberation quality, and (2) the feasibility of mini-publics. To create a new path to the political decision-making process through mini-publics, it must be demonstrated that mini-publics can contribute to the decision-making process and good-quality deliberations are of concern to policy-makers and experts. Mini-publics are feasible if they can contribute to the political decision-making process and practitioners can evaluate and understand the advantages of mini-publics for each case. For future research, it is important to combine practical case studies and academic research, because few studies have been evaluated by independent researchers.

The Legislative Decision Making Process is an educational role play for graduate or undergraduate students concerning the political and pressure relationships involved in the political decision-making process. The role play reviews the implications of the decision-making processes upon the provision of services by governmental agencies.The role play engages from twenty to sixty students in a simulated budget-making and lobbying experience and utilizes this experience to teach students:1.The values and pressures considered by bureaucracies and the Legislature in decision-making;2.The relationships which exist between clients, community groups, administrators and politicians;3.The various techniques of Community Organization for lobbying and Legislative influence.The role play consists of various groups of students in roles which include legislators, administrators of three major state departments, two minor state departments, parent groups, Concerned Citizen groups, American Indians disabled individuals and ex-clients.

Indonesia is among the many states that have become interested in conducting deep-sea mining (DSM) since it first became viable in the 1970s. However, it was during the administration of President Joko Widodo (2014–2019) that DSM became an important viable endeavour, with the increasing depletion of Indonesia’s mineral and metal reserves. Nevertheless, Indonesia is yet to undertake DSM activity. This article aims to explain the absence of DSM in Indonesia by analysing the political dimensions of the decision-making process during President Widodo’s administration. This research utilises the poliheuristic theory (PHT) of decision-making. It shows that Indonesia’s DSM absence is the result of conscious decisions made by President Widodo to avoid loss in public support and drop in popularity. This article contributes to expanding the study of non-event or non-decision, which has been largely ignored in decision-making literature in Indonesia.

Abstract As a result of the conducted research, the main approaches to the study of social entrepreneurship, its characteristic features and differences from charitable activities, traditional business and the activities of non-profit organizations were identified. The important role of social entrepreneurs - leaders who take risks and find innovative opportunities for combining resources to solve social problems and create social value is determined. The main approaches to the development of organizational and legal forms of social entrepreneurship implemented in different countries are highlighted. The analysis of foreign experience has shown that in the conditions of globalization, social entrepreneurship has covered all countries, and in many countries, it has already become a full-fledged economic institution. The emergence and development of social entrepreneurship not only makes it possible to increase the level of accessibility of consumption of goods and services, but also contributes to the mitigation or even solution of many existing social problems through the introduction of social innovations, which leads to an increase in the level of well-being of the population.

Purpose Usually, the machinery in process plants is exposed to harsh and uncontrolled environmental conditions. Even after taking different types of preventive measures to detect and isolate the faults at the earliest possible opportunity becomes a complex decision-making process that often requires experts’ opinions and judicious decisions. The purpose of this paper is to propose a framework to detect, isolate and to suggest appropriate maintenance tasks for large-scale complex machinery (i.e. gearboxes of steel processing plant) in a simplified and structured manner by utilizing the prior fault histories available with the organization in conjunction with case-based reasoning (CBR) approach. It is also demonstrated that the proposed framework can easily be implemented by using today’s graphical user interface enabled tools such as Microsoft Visual Basic and similar. Design/methodology/approach CBR, an amalgamated domain of artificial intelligence and human cognitive process, has been applied to carry out the task of fault detection and isolation (FDI). Findings The equipment failure history and actions taken along with the pertinent health indicators are sufficient to detect and isolate the existing fault(s) and to suggest proper maintenance actions to minimize associated losses. The complex decision-making process of maintaining such equipment can exploit the principle of CBR and overcome the limitations of the techniques such as artificial neural networks and expert systems. The proposed CBR-based framework is able to provide inference with minimum or even with some missing information to take appropriate actions. This proposed framework would alleviate from the frequent requirement of expert’s interventions and in-depth knowledge of various analysis techniques expected to be known to process engineers. Originality/value The CBR approach has demonstrated its usefulness in many areas of practical applications. The authors perceive its application potentiality to FDI with suggested maintenance actions to alleviate an end-user from the frequent requirement of an expert for diagnosis or inference. The proposed framework can serve as a useful tool/aid to the process engineers to detect and isolate the fault of large-scale complex machinery with suggested actions in a simplified way.
