The Race between the Dragon and the Elephant: Comparing China and India's National Broadband Plans

Some 134 national broadband plans are now in place around the world. Opinions are divided regarding the role of government in broadband markets: should the government act as an ‘enabler’ or as the ‘rule-maker’? In this context, this article analyses the ambitious national broadband plans recently announced by China and India, two rising economic powerhouses. Traditionally, China's telecommunications development has been driven by investments from government-allied entities and a strong industrial policy, while India's approach has relied on government policy to create the framework for private investment with a limited range of subsidies on the supply side. We trace the antecedents of the different policy approaches adopted by the two countries towards their respective broadband sectors, compare and contrast the motivations that have driven them to draft the national broadband plans and evaluate the effectiveness of government policies and regulations.

Purpose The purpose of this paper is to examine the meaning, in both local and international context, of the Kochi-Muziris Biennale (KMB), the first international exhibit of contemporary art in India. Kochi Biennale Foundation (KBF), which administers the KMB, identifies art as a means for transforming society, with a mission to bring global contemporary art to India and to present India’s modern art to the world. The authors further investigate the role of government sponsorship and corporate patronage in funding the KMB, and investigate how resistance through art is key to the KMB’s identity. Design/methodology/approach This study focuses primarily on published materials relating to the KMB. One of the authors attended the 2016 KMB and interviewed fellow attendees. Additionally, the authors reviewed and assessed social media postings regarding the 2016 KMB. Findings The authors argue that government sponsorship and corporate patronage are never solely about political or financial power. Rather, a generalized reciprocity among the three entities – corporations, the government and the artists – allows the KMB to flourish. For the artists involved, the KMB, co-founded by activist artists, sustains interest in and awareness of resistance. Originality/value Extant literature on biennales is sparse on ways in which these exhibits extend their impact beyond the art world. The authors examine issues such as India expanding its position on the world stage through art, and the implications of political resistance embraced by Indian artists on future directions for the KMB, that have heretofore been unaddressed.

Bitcoin has a peer to peer system that is in contrast to financial system by eliminating third parties in transactions. Countries in the world have different positions on Bitcoin, there are countries that are accept, reject or not both, so that understanding is needed more in depth to the factors that determine the position of the country above Bitcoin. This study aims to look for the influence of the development of Bitcoin, the performance of fiat money and the governance systems of countries in the world in determining its position on the legality of Bitcoin. Theories and concepts used inside this research is the international financial system and the state management system; with a quantitative approach as well as multinomial logistic regression analysis supported with secondary data. The results of the analysis in this study revealed that of the nine factors affecting the country's top position Bitcoin; it's just that the significance is different. Influencing Factors significant in determining the country's position on Bitcoin are factors political and economic factors have no significant effect. So it can be said that state acceptance of Bitcoin tends to be caused political reasons compared to the economy, even though Bitcoin itself is located on economic aspects. If Bitcoin acceptance is legalized, then the countries in the world still must accompany the role of government because Bitcoin is judged not to have clear rules and potentially detrimental to others.

One of the processes carried out by the government and the community to manage existing resources through collaboration between the government and the private sector is one of the meanings of economic development. This is done in the context of creating job opportunities as well as efforts to encourage economic growth in a region. Thus, it is important for the government and the community to play a role in solving macroeconomic problems. The final objective of this research is to analyze in depth the concept of the three-sector economy, the rationality of the role of government and society, the scope of the government's role, government policy instruments and an overview of al-hisbah. This study uses a literature study where information is obtained through a collection of books, a collection of scientific works, several theses, encyclopedias, a little information from the internet and even other sources. Research shows that in the economy three sectors are played by 3 roles including households, companies and the government. The rationality of the government's role is based on the consequences of collective obligations, and the failure of the market to realize falah. The analysis of the government's role includes: the role of allocation, distribution, stabilization, the role of the state in overcoming externalities and the role of the state related to the implementation of Islamic morality. There are also three policies that cover, among others: fiscal policy, monetary policy, and supply-side policy. Some basic thinking about the role of society consists of the consequences of fardhu kifayah, the existence of public property rights and the failure of the market and government. While hisbah is an institution controlled by the government through individual efforts specifically assigned to solve problems related to the moral, religious and economic fields.

This article deals with the current challenges and future strategies for the Korean automobile industry in the global market. To understand its strengths and weaknesses, the trends of the world market for motor vehicles and the development of the Korean automobile industry are discussed. In the first part, Korea's automobile production in the world market is examined. A brief overview of the production and consumption of automobiles is provided along with a description of the four-stage development of Korean car production. In the second part, various forces of production are identified that affect Korean automakers’ competitiveness in the global market. Capital formation, labor relations, the role of government, management style, production technology, research and development, and workmanship are discussed briefly. Finally, in light of current observations, some of the challenges for the Korean automobile industry in the future are pointed out and some recommendations for automakers, labor, and the government are offered.

The new epidemic phenomenon called Covid-19 which originated in Wuhan, China continues to increase its victims. This article aims to provide an explanation of the new outbreak and analyze planning management regarding the important role of government policies that must synergize with the community by 4 strategies from the government, namely promotive, preventive, curative and social safety net strategies which will later impact on strategies that are can the government apply in passing a pandemic disaster. The method used in writing this article is a qualitative method that explains something based on data and numbers narrated in concluding sentences, besides that, the writing of this article is library research, collecting data through available documents. and using triangulation techniques in analyzing the data that has been collected. The results obtained are the role of the government constantly reminding and asking for the participation of the community to achieve maximum government policy results, the need for the role of the community in an effort to overcome the pandemic to carry out all existing policies so that there is synergy to break the chain of spread of the COVID-19 virus and It was also found that the Head of RT / RW is one way that can assist the government in carrying out synergy with the community. This research is expected to be a source of reference for the government in planning the next policy in the process of overcoming the COVID-19 pandemic.

AbstractThe Covid-19 pandemic has hit several countries in the world, including Indonesia. Some of those affected were the industrial world, which resulted in layoffs. In the midst of the Covid-19 Pandemic, the Government issued the Job Creation Law and several implementing regulations where PP 35 of 2021 and PP 36 of 2021 were most related to workers or laborers. The government has implemented various policies, including issuing the Pre-Employment Card program. After running as many as 16 waves, it is necessary to evaluate through the principles of benefit and accessibility to find out whether this pre-employment card program is as expected. The research method used is normative research which is accompanied by a literature study and is equipped with interviews. This research then discusses the concept of pre-employment cards issued by the government, the role of government policies at a critical time, and whether this pre-employment card program has brought benefits and is accessible to all Indonesian people. That although it has been able to bring benefits, not all people have been able to feel the benefits and accessibility of this pre-employment card program, as happened in Sampang Regency. Interviews were conducted with informants from Sampang Regency and Blitar Regency. The results of interviews with informants from Sampang Regency who had problems with the activation of pre-employment card accounts and unstable signals resulted in the disruption of the process of working on questions. The next problem is that there is no given practice resulting in informants only listening and watching the material presented. The third informant said that the problem that arose was related to the database which was not able to accommodate many people who registered simultaneously, resulting in disturbances. The informant said that this pre-employment training program was good in theory, but was less effective because it was not accompanied by direct practice. Therefore, it is necessary to carry out an in-depth evaluation of the implementation of this pre-employment card program so that all Indonesian people can experience and access the pre-employment card program and to optimize the implementation of this pre-employment card, it is necessary to involve the role of the Regional Government to develop the potential of the region.Keywords: the principle of benefit; pre-employment card; welfare stateAbstrakPandemi Covid 19 menyerang beberapa negara di dunia, termasuk pula Indonesia. Beberapa yang terdampak adalah dunia Industri, yang berakibat adanya PHK. Ditengah pandemi Covid-19 Pemerintah mengeluarkan UU No. 11-2020 dan beberapa peraturan pelaksanaanya dimana PP No. 35-2021 dan PP No. 36-2021 yang paling berkaitan dengan pekerja atau buruh. Pemerintah telah melakukan berbagai kebijakan diantaranya dengan mengeluarkan Program Kartu Prakerja. Setelah berjalan sebanyak 16 gelombang maka perlu untuk dilakukan evaluasi melalui asas kemanfaatan dan aksesibilitas untuk menemukan apakah Program Kartu Prakerja ini sudah sesuai yang diharapkan. Metode penelitian yang digunakan adalah menggunakan penelitian normatif yang disertai studi kepustakaan dan dilengkapi dengan wawancara. Dalam penelitian ini kemudian dibahas mengenai konsep Kartu Prakerja yang dikeluarkan pemerintah, peranan kebijakan pemerintah di saat yang genting, dan apakah Program Kartu Prakerja ini sudah mendatangkan manfaat dan dapat diakses oleh seluruh masyarakat Indonesia. Bahwa meski sudah dapat mendatangkan manfaat, namun belum semua masyarakat dapat merasakan manfaat dan aksesibilitas Program Kartu Prakerja ini, seperti yang terjadi di Kabupaten Sampang. Wawancara dilakukan terhadap informan yang berasal dari Kabupaten Sampang dan Kabupaten Blitar. Hasil wawancara terhadap informan yang berasal dari Kabupaten Sampang yang mempermasalahkan terkait aktivasi akun Kartu Prakerja dan sinyal yang tidak stabil mengakibatkan terganggunya proses mengerjakan soal. Permasalahan berikutnya adalah karena tidak adanya praktik yang diberikan mengakibatkan informan hanya mendengarkan dan menonton materi yang disajikan. Informan ketiga menyampaikan bahwa permasalahan yang muncul adalah terkait pangkalan data yang tidak mampu untuk menampung banyak orang yang mendaftar secara bersamaan sehingga terjadi gangguan. Informan menyampaikan bahwa program pelatihan prakerja ini secara teori sudah baik, namun kurang efektif karena tidak disertai pula dengan praktik secara langsung.  Karenanya perlu dilakukan evaluasi yang mendalam terkait pelaksanaan Program Kartu Prakerja ini agar seluruh masyarakat Indonesia dapat merasakan dan mengakses Program Kartu Prakerja serta untuk mengoptimalkan pelaksanaan Kartu Prakerja ini perlu untuk dilibatkan peran Pemerintah Daerah untuk mengembangkan potensi yang dimiliki daerahnya.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.

The scope for involving private capital participation in wastewater treatment and pollution control is attracting attention in a number of countries. After noting briefly some influences giving rise to this trend, this paper discusses frameworks in which such participation may be developed. In some aspects, there are choices available and it is essential to shape the private participation appropriately to the community's situation and problems, with due recognition of the hazards also involved. In other aspects, policy choices are more constrained, and there are requirements which it is suggested all private participation frameworks should provide for as clearly as possible. Effective private participation generally depends on re-designing and strengthening the role of government as the scale of its former role is reduced. Getting this re-design of the government role right is at least as important as making appropriate choices for format of private participation.

Although global food production has consistently kept pace with population growth, the gap between food production and demand in certain parts of the world is likely to remain. More than 800 million people in developing countries lack access to a minimally adequate diet. Continued productivity gains are essential on the supply side, because global population will increase by 73 million people a year over the next two decades. In this article we assess the current global food situation, look at the prospects through to the year 2020, and outline the policies needed to achieve food security for all. Emphasis is on the role that agricultural biotechnology might play in reaching this goal.
