Currently, the issue of inequality is one of the most pressing concerns in education and educational research. Factors such as increased socio-economic inequality, movement of people across national boundaries and refugees create major challenges for local communities and schools. Therefore, it is crucial to ensure that teaching and leadership are informed by the best available knowledge to meet these challenges. This article, which is based on research on successful school leadership and school reforms, aims to explore what type of knowledge is used and, given priority, when politicians and administrators make decisions about improving education. The article also discusses what we need to know to address equity-relevant progress and improvement. In the analysis, the role the OECD has in setting the agenda in educational research is problematized and methodological shortcomings within research traditions focusing on successful school leadership are discussed. A main argument is that our thinking about educational leadership must be complemented and informed by research which focuses on recent changes in the political economy that have challenged public education severely. To lead education beyond the agenda of what works, we need different approaches to research, including critical studies addressing the power structures.

PurposeIn this paper, the authors recap the history and evolution of ISSPP research in the USA with research teams that grew from one location in 2002 to seven teams at present. The authors also examine the unique context of public education in America by describing its governance, key policies and funding as well as increasing student diversity due to changing internal student demographics and global population migrations. In particular, the authors describe how decentralization in American public education that has led to long-standing systemic inequities in school resource allocations and subsequently to marked gaps in performance outcomes for children from poor communities, especially for those of color. These existing inequities were the reason the USA research team was the only national ISSPP team from the original network of eight countries that choose to study exclusively leadership in challenging, high needs schools that performed beyond expectations.Design/methodology/approachThe authors describe the common multi-case case study methodology (Merriam, 1988) and interview protocols employed in order to gather multiple perspectives on school success in high-needs communities and the principal's contribution to that success. Leithwood and Riehl's (2005) framework of core leadership practices for successful school leadership was used to analyze our data across all cases.FindingsThe authors present key findings from cases across the USA and synthesize common trends across these findings.Research limitations/implicationsThe authors conclude the paper with a discussion of their overarching impressions from almost two decades of study, the importance of national and local context in examining school leadership and, lastly, suggestions for future research.Originality/valueThis article contributes to findings from the longest and largest international network on successful leadership.

Women today are considered to be outside the political and administrative power structures and their participation in the decision-making process is non-existent. As far as their participation in the political life is concerned they are still on the margins. The existence of patriarchal society in Lebanon as well as the absence of governmental policies and procedures that aim at helping women and enhancing their political participation has made it very difficult for women to be accepted as leaders and to be granted votes in elections (UNIFEM, 2002).This above quote is taken from a report that was prepared to assess the progress made regarding the status of Lebanese women both on the social and governmental levels in light of the Beijing Platform for Action – the name given to the provisions of the Fourth Conference on Women held in Beijing in 1995. The above quote describes the slow progress achieved by Lebanese women in view of the ambitious goal that requires that the proportion of women occupying administrative or political positions in Lebanon should reach 30 percent of thetotal by the year 2005!

 Abstract This study approaches the relationship between social movements and institutions in Brazil concerning three different stages of the process of re-democratization: the political transition; the National Constituent Assembly; and the new Constitutional Order. The general question is: what is the interface, reciprocity or conflict, between social movements and institutions in this context of social change? The paper examines the different roles of social movements and institutions in each specific period: in the pre-democratization moment, the movement for direct elections for president, Diretas-Já, is analyzed; in the National Constituent Assembly, the movement in defense for free public education is examined;  in the new constitutional order, the pro-reform political movement is studied.  The work focuses on the scope of the studies on social movements and democracy.  It belongs to the field of the studies about the representativeness and legitimacy of the demands of social movements in the context of democracy and its challenges. Political circumstances are the result of the action of political factors, the power structures in one space. In this paper, we look at the political situation in one region - a smaller area that is affected by political conflicts in the wider region. More precisely, the paper presents political options, generators of political circumstances in the Tuzla region until the beginning of the aggression on Bosnia and Herzegovina in April 1992.

This paper mainly focuses on successful leadership practices in secondary school. It aims to identify the recent models and theories of successful leadership practice in schools, and explore the experience of school principal regarding successful school leadership in the Nepalese context. A qualitative study was carried out in Gorkha district for the collection of data. A successful head teacher was selected for in-depth interview to explore the perception and experience about successful practice of school leadership. The findings of the study reveal that strong interpersonal skills, people-centered leadership, clear communication of vision and goal, focus on academic achievement, co-curricular activities, transparency, creating a positive work environment, knowledge of pedagogical contents, and cooperation and collaboration with various stakeholders are the vital constituents of successful leadership practices.

This article analyzes how the ideological discourse of the Croatian fascist movement (the Ustaša) evolved in the course of World War II under pressures of the increasingly popular and powerful communist armed resistance. It explores and interprets the way the regime formulated its ideological responses to the political/ideological challenge of the leftist guerrilla and its propaganda in the period after the proclamation of the Ustaša Independent State of Croatia in 1941 until the end of the war. The author demonstrates that the regime, faced with its own political weakness and inability to maintain authority, shaped its rhetoric and ideological self-definition in a direct dialogue with the Marxist discourse of the communist propaganda, incorporating important Marxist concepts in its theory of state and society and redefining its concepts of national boundaries and racial identity to match the communists’ propaganda of inclusive, civic national Yugoslavism. This massive ideological renegotiation of the movement’s basic tenets and its consequent leftward shift reflected a change in an opposite direction from the one commonly encountered in narratives of other fascisms’ ideological evolution paths (most notably in Italy and Germany): as the movement became a regime, the Ustaša transformed from its initial conservatism, traditionalism (in both sociopolitical and cultural matters), pseudo-feudal worldview of peasant worship and antiurbanism, anti-Semitism, and rigid racialism in relation to nation and state into an ideology of increasingly inclusive, culture-based, and nonethnic nationalism and with an exceptionally strong leftist rhetoric of social welfare, class struggle, and the rights of the working class.

Stephen Ball's research continues to make a contribution to describing, understanding and explaining the political, social, economic and cultural context in which educational professionals locate their practices. Therefore, Ball engages with issues about school leadership, but he does not set out to present solutions for school leaders. Based on critical reading and interview data, I show how by not researching school leadership he makes a robust and relevant analysis of school leadership for the profession. He makes a contribution to understanding the realities of doing and thinking about leaders doing leadership and exercising leadership, where his starting point is to work with the profession as public intellectuals.
