The purpose of this research is to describe the role of the clerics to actualize good governance concept in the development of Makassar City. Therefore, clerics are not merely issuing “fatwas” (religious advises) for the sake of society, but also, clerics can also play a role in development process. The method applied in this research is a descriptive method. While the approach applied is a qualitative method because the issues that are studied are phenomenological. The results show that the role of clerics is optimal in actualizing good governance concept in Makassar City development process. The role and function of the clerics can be represented as a community counselor in line with the government's role as servant and protector of society. Moreover, the policy taken by the government has been supported by all the clerics in actualizing development programs for the mutual good of the societies. In making strategic decisions, clerics sometimes contribute and suggestions to the government to improve social support of that decision

Penelitian ini berfokus untuk mengetahui peran dan fungsi Siskohat, program Siskohat dan sosialisasi yang dilakukan oleh Siskohat dalam memberikan transparansi informasi kepada calon jemaah haji. Metode yang digunakan dalam penelitian adalah metode deskriptif. Hasil penelitian menunjukan bahwa peran Siskohat yang utama adalah sebagai pemberi informasi. Implementasi Siskohat dapat dilihat dari layanan program yang dijalankan oleh Siskohat sehingga mengsilkan informasi yang relavan sesuai dengan kebutuhan jemaah haji. Selain itu, hasil penelitian ini memperlihatkan proses transparansi yang dilakukan oleh Siskohat yang berada dibawah lembaga pemerintahan itu berarti menunjukan usaha dari pemerintah dalam upaya memberikan pelayanan optimal bagi masyarakat khusnya dalam hal ini adalah jemaah haji. This study focuses on knowing the role and function of Siskohat, the Siskohat program and the socialization carried out by Siskohat in providing information transparency to prospective pilgrims. The method used in the research is descriptive method. The results show that the main role of Siskohat is as a provider of information. The implementation of Siskohat can be seen from the program services run by Siskohat so as to produce relevant information in accordance with the needs of pilgrims. In addition, the results of this study show that the transparency process carried out by Siskohat which is under government institutions means showing the efforts of the government in an effort to provide optimal services for the community especially in this case is the pilgrims.

In this era of the COVID-19 pandemic, there are many things that need to be watched out for and also need to be prepared. The role of the government as one of the leaders of a country needs to have a plan to overcome these problems. One of the efforts made by the government is to create a Covid-19 emergency hospital by converting the Kemayoran and Pademangan  Wisma Athletes. The selection of this athlete's home is considered to be able to accommodate patients affected by COVID-19. But not only that, every room in this emergency hospital is a shield for every patient. Each room in the athlete's house has its own role and function, not least as a means of defense for every patient, to support this, the use of descriptive and narrative analysis is to explain how the architectural layout in the athlete's house and also use narrative analysis techniques to focus on an idea that can be developed into a related part. From the results of this analysis, it is also expected to get results to provide new knowledge, about how patients in the athlete's house become a means of defense for themselves.

IHC is one form of community-sourced health efforts (UKBM) managed from, by, for and with the community, to empower the community and provide facilities for the community to obtain basic health services. Efforts to improve the role and function of IHC are not merely the responsibility of the government, but all components in the community, including cadres. The role of cadres in the implementation of IHC is very large because in addition to being a provider of health information to the community to come to the IHC and carry out clean and healthy life behaviors. Linggasari is one of the villages in Ciamis Sub-District, Ciamis Regency, which has good potential about the existence of IHC. The number of IHC in Linggasari Village are 8 units. Cempaka Putih is one of the IHC in Linggasari Village. The IHC is still in progress, which requires assistance. Based on the situation, it is necessary to have assistance for the development of it by conducting community service, namely through fostering and counseling cadres on the management of IHC that is carried out from November 27, 2017 to January 03, 2018.

AbstractThis paper is based on research results that describe the role and function of foundations in fostering madrasas. His findings indicate that the weakening of the role and function of foundations in fostering madrasas, especially in their control functions, results in the existence of madrasas that are unable to compete with educational institutions at the same level as their surroundings. The transfer of control functions by the foundation to a madrasah head indicates that the management process has not been fully developed as a collaborative process between the foundation, the head, and the madrasah committee. The government itself has only played a role at the level of administrative guidance for madrasah institutions and has not yet touched on the aspect of foundations as the owner of madrasah institutions. Therefore, steps are needed to increase the role of foundations in fostering madrasas through strengthening institutional management, strengthening human resources for teaching and education personnel as well as adequate infrastructure to drive the pace of madrasah institutional organization. Supported and strengthened by refreshing mutual agreement in carrying out the vision and mission of madrasah management to achieve shared goals. The knot point, among others, lies in the leadership of the foundation and the head of the madrasa which is strengthened by empowerment support by the government.AbstrakTulisan ini bersumber dari hasil penelitian yang menggambarkan peran dan fungsi yayasan dalam membina madrasah. Temuannya menunjukkan bahwa dengan melemahnya peran dan fungsi yayasan dalam membina madrasah, khususnya pada fungsi pengendalian, berakibat pada eksistensi madrasah yang tidak mampu berkompetisi dengan lembaga pendidikan setingkat di sekitarnya. Penyerahan fungsi pengendalian oleh yayasan pada seorang kepala madrasah, mengindikasikan bahwa proses manajemen belum sepenuhnya dibangun sebagai suatu proses kerjasama antara yayasan, kepala dan komite madrasah. Pihak pemerintah sendiri baru berperan pada tataran pembinaan administratif kelembagaan madrasah dan belum menyentuh pada aspek yayasan sebagai pemilik kelembagaan madrasah. Oleh karena itu diperlukan langkah peningkatan peran yayasan dalam membina madrasah melalui penguatan manajemen kelembagaan, penguatan SDM tenaga pendidik dan tenaga kependidikan serta sarana prasarana yang memadai untuk menggerakkan lajunya organisasi kelembagaan madrasah. Didukung dan diperkuat dengan penyegaran kembali kesepakatan bersama dalam mengemban visi misi pengelolaan madrasah untuk mencapai tujuan bersama yang dinginkan. Titik simpulnya antara lain ada pada kepemimpinan yayasan dan kepala madrasah yang diperkuat dengan dukungan pemberdayaan oleh pemerintah.

The Hajj Guidance Group (KBIH) was established with the aim of accompanying jama'ah in carrying out the pilgrimage to the mabrur pilgrimage. In carrying out the guidance of the Hajj on KBIH, it is of course necessary to apply good management functions, so that the guidance process can run well and effectively according to the desired program, so that the presence of KBIH is able to deliver and print quality and independent pilgrims. The government through the ministry of religion provides space for the community to hold pilgrimage guidance. In this context the existence and role of KBIH is very strategic, so it needs good preparation in its implementation. The role and function of KBIH in organizing the Hajj is to prepare pilgrims through manasik guidance so that Jama'ah can be independently knowledgeable in carrying out the Hajj in the holy land. KBIH volunteered to prepare the pilgrims to carry out a series of Hajj rituals independently according to the Shari'ah so that they could achieve the goals desired by each congregation, namely the title of Mabrur Hajj.

Since after independence in Nigeria in 1960, the country has been fighting for good governance and a capable state in terms of economic and socioeconomic. The Nigeria development programs have been implemented to achieve the objectives. In 2009, the government of Nigeria embarked upon vision 2020, the ambition to position Nigeria to become one of the top 20 economic in the world national development by 2020 by linking the objective of the National Economic and Empowerment Development Strategy(NEEDS) and the seven-point agenda. However, there are certain questions that need to be asked such as; how much the vision 2020 myth is becoming reality; how has Nigeria performed in terms of good governance and a capable state as far as vision 2020 is concerned. Ia tumbuh dan berkembang serta muncul dari masyarakat, oleh masyarakat, dan untuk masyarakatnya. Oleh karena itu penulis sangat tertarik untuk mengadakan penelitian tentang Kajian mengenai Fungsi dan Peranan Pemimpin Informal pada Masyarakat Kampung Urug, di Kabupaten Bogor. Dengan tujuan untuk mengetahui bagaimana, mengapa dan dalam hal apa saja pemimpin adat di kampung adat tersebut berperan. Dalam penelitian ini digunakan metode deskriptif. Metode ini digunakan untuk memperoleh data seluas-luasnya di lapangan dalam rangka mempelajari kondisi masyarakat yang sedang diteliti. Kegiatan yang dilakukan adalah mencari dan mengumpulkan data mengenai peranan pemimpin adat dalam kehidupan masyarakat. Data dianalisis secara kualitatif dan diharapkan dapat menggambarkan mengenai peranan pemimpin adat. AbstractInformal leaders play an important role in daily life of a kampung adat. Therefore, his existence can not be eliminated. This kind of leaders grow and develop within, by, and for his community. The author is interested in studying the role and function of an informal leader in Kampung Urug in Kabupaten Bogor, in order to know to what extent is his function and role in the community. The author has conducted a descriptive method, the one that is used to get data as vast as possible during fieldwork to study the community in question and collecting information concerning the role of the adat leader in the life of the society. Data were analysed qualitatively and hopefully they can describe the role of the adat leader.

The purpose of development is to create a prosperous society. This goal is inseparable from the role of Research and Depelovment Board in the development process. This research raises the issue of the role of the Balitbangda and the strengthening of the Regional Innovation System (SIDa) of Jambi Province. Data is collected by interview, observation and documentation. Then the data is analyzed using the triungulation method. The result is the Balitbangda is the secretariat for strengthening the Regional Innovation System of Jambi Province. The steps taken in the formation of the Coordination Team are by establishing the Jambi Province Regional Innovation System Socialization Team and conducting socialization. collaboration with the research institutions and Universities. Cooperating with industry. Strengthening the Regional Innovation System is realized will not run smoothly without close coordination between related parties, both those under the coordination of the government and private institutions and universities / research institutions. The Balitbangda's support in strengthening the Regional Innovation System (SIDa) of Jambi Province is by implementing Kelitbangan based on the needs of the industry and the community.

Banks, as financial institutions, play the role of financial intermediaries: savings, investments, production, employment and growth in the national economy are affected by operations of banks. State-owned and private banks have a relatively similar role and function and the rules and regulations governing them are not very different, because the non-usury banking act was adopted at a time when there was no private bank in the banking system of the country and all acts and regulations governing banking operations were approved by the government’s banking vision. At the moment, banks are moving within the samelegal atmosphere. Hence, the question is whether private banks are taking the path that the government banking system has taken. Despite the similarities, these banks are sometimes subject to different rules and regulations in terms of how to establish, operate and dissolve. This structural difference has led to a functional difference and has often differentiated the ways in which resources are attracted and allocated and made the private banking system somewhat offset the deficiencies of the government banking system.

The effort to put good governance in development in Indonesia is basically not new. Since the Reformation, the transformation of closed government into an open government (inclusive) has begun to be pursued. Highlighting the conflicts in the land sector that tend to strengthen lately, there are some issues that have intensified conflicts in the field, such as the lack of guaranteed land rights in various legal and policy products. In this paper, a descriptive method is considered important in identifying the applicable issue and methodological framework for addressing governance issues in Indonesia. To reduce such agrarian conflicts between farmers and the government, and as an effort to increase farmers' income, all farmers are incorporated into agricultural cooperatives. Agricultural cooperatives are structured down to the National Level. Thus, farmers participate in good access to the marketing of agricultural produce.Keywords:good governance, agrarian conflict, agricultural cooperative
