Implementing global climate change policies on the national and sub-national level requires the support of many societal actors. This support depends on the perceived legitimacy of climate policies, which can be sustained by legitimation debates in domestic news media. This article analyses legitimation statements on climate politics in newspapers of five countries for three Conferences of the Parties in 2004, 2009 and 2014 ( n = 369 legitimation statements). According to our data, it is mainly the legitimacy of international climate policies (instead of national ones) which is evaluated in national fora, and it is usually portrayed negatively. However, there is a noticeable shift in the arguments used over our 10-year period of analysis, moving from efficiency as the dominating evaluation criterion to questions of fairness in the distribution of costs and gains.

In early December 2007, the island of Bali in Indonesia hosted the 13th Conference of the Parties (COP13) to the United National Framework Convention on Climate Change and the 3rd Conference of the Parties serving as a Meeting of the Parties (COP/MOP3) to the Kyoto Protocol. Attended by almost 11,000 participants and observers from across the globe, Bali marked the climax of a period of unparalleled international climate change summitry (Chasek, 2007). The decisions taken at COP13 have been variously hailed as a ‘major breakthrough’ (Egenhofer, 2007) and as an utter failure – ‘the mother of all no-deals’, to quote Sunita Narain (2008) and ‘even worse than the Kyoto Protocol’ according to George Monbiot (2007)

This article examines how the global climate change discourse influences the implementation of national science policy in the area of energy technology, with a focus on industry and science collaborations and networks. We develop a set of theoretical propositions about how the issues in the global discourse are likely to influence research agendas and networks, the nature of industry-science linkages and the direction of innovation. The plausibility of these propositions is examined, using Estonia as a case study. We find that the global climate discourse has indeed led to the diversification of research agendas and networks, but the shifts in research strategies often tend to be rhetorical and opportunistic. The ambiguity of the global climate change discourse has also facilitated incremental innovation towards energy efficiency and the potentially sub-optimal lock-in of technologies. In sum, the Estonian case illustrates how the introduction of policy narratives from the global climate change discourse to the national level can shape the actual policy practices and also networks of actors in a complex and non-linear fashion, with unintended effects.

Voluntary contributions of the industrialized countries are small compared to the financial resources, the developing countries need for adapting efficiently to global climate change. This leads to the conjecture that under the current climate policy architecture industrialized countries lack incentive for funding adaptation in developing ones. This paper discusses the incentive compatibility of funding adaptation. Focusing on the strategic interaction between mitigation and adaptation in a post Kyoto world it is shown that as long as the industrialized countries' adaptation funding as well as the developing countries' contributions to mitigation are voluntary, industrialized countries have only weak incentive to fund adaptation. Moreover tightening the industrialized countries' mitigation targets has an ambiguous effect on global mitigation if the industrialized countries voluntarily fund adaptation. This confirms the above mentioned conjecture and provides insight relevant for the design of future climate policies, which include adaptation funding as an instrument.

Geoengineering's, so called Plan B to cope with climate change has attracted attentions of the international community with a lot of debate on its impact, risks from an ethical view as well as global governance at the level. In this paper, we focus on some important issues of geoengineering including the definition, characteristics, ethics and global governance, etc. and then put forward some suggestions for China's considerations.

This paper considers the challenge to global social policy posed by global climate change. It sets side by side global social policies and global climate change policies, and surveys the governance of each. The first part summarises global social policy in recent years, distinguishing (1) the policies and practices pursued in the global arena, and (2) the structures of global governance and the role of significant global actors. The second part repeats this at a greater length for global climate change. The third part then considers the relationship between these two sets of policies/practices and governance structures, in particular the potential conflicts between the pursuit of social justice and environmental sustainability. It identifies two possible responses – compensation and co-benefits – and maps these onto current global actors, before concluding with a radical vision of eco-social policy.

The article presents an analysis of the BRICS countries climate policies at the global and national levels. The authors consider the positions of these states within the framework of both international climate conferences (Conference of the Parties) held under the auspices of the UN since 1992, and the summits of BRICS member states in the years 2011-2020. The paper covers strategies and results of national climate policies implemented in these countries. Using structural, comparative, and content analysis methods, the authors emphasize that BRICS countries play a key role in stabilizing the climate of our planet today. It is impossible to achieve the main aim of the Paris Agreement without a comprehensive transformation of environmental practices in these societies. BRICS adheres to the principle of common but differentiated responsibilities in its position towards international climate policy; the BRICS countries stand for sustainable economic growth through the introduction of new environmental technologies, and against restrictive measures that impede their economic development. At the same time, the Russian economys dependence on the extraction and export of fuel resources complicates environmental transformation. Russia is dominated by a negative narrative of climate change, where the urgent ecological modernization of the economy is seen as a threat to key sectors (oil and gas) of the economy. The implementation of international agreements to reduce the carbon intensity of the Russian economy, the creation of conditions for the transition to climate-neutral technologies, would contribute not only to the fight against global climate change, but would become a powerful incentive for the modernization of the economy, accelerating innovation and increasing its competitiveness.
