Germany has an approximate area of 357 000 km2. Its population is 82.526 million. The life expectancy at birth is 75.6 years for men and 81.6 years for women (World Health Organization, 2005). The proportion of gross domestic product allocated to the health budget is 10.8%. The per capita total expenditure on health is $2820 (international dollars here and below) and the per capita government expenditure on health is $2113 (World Health Organization, 2005). A major factor in recent German history was reunification, which had a pronounced effect on the German healthcare system.

The Executive Board of the World Health Organization (WHO) held its 21st session in Geneva, January 14–28, 1958, under the chairmanship of Sir John Charles. After discussing in detail the Director-General's proposed program of activities and budget estimates for 1959, the Board endorsed the Director-General's effective working budget of$14, 287, 600. It was suggested that in preparing the 1960 budget a greater percentage of the total expenditure should be set aside for strengthening the technical services at headquarters. In pursuance of WHO's policy of complete malaria eradication, the Director-General had drawn up a detailed program covering the operations for the following five years. Noting that the total resources available in the malaria eradication special account amounted to $5,112,000, and that the estimated expenditure for 1958 alone was $5,058,000, the Board expressed the hope that governments able to do so would make voluntary contributions to the account and requested the Director-General to take the necessary steps, including adequate publicity, to obtain additional funds, whether from governmental or from private sources.

In connection with the success of medicine, life expectancy is increasing, which is especially reflected in the life expectancy of the female population. In Russia, the life expectancy of women has increased from 49.6 years in 1939 to 72.2 years in 1999 [6]. A decrease in fertility and an increase in the life expectancy of women leads to the fact that the proportion of older women in the population is increasing every year. So, today, 10% of the entire population are women of menopausal age, while about 25 million people are added to their number every year. According to experts from the World Health Organization (WHO), by 2030 there will be more than 1 billion women over 50 years old.

The objective of the paper is to review and analyze the health of population and health care expenditure and to examine the trends of convergence of health care expenditure in EU countries. One of the most often used indicators characterizing a populations health is life expectancy at birth. Comparative analyses show that the life expectancy at birth in EU-12 countries is much lower than in EU-15 countries. Although in 1992-2004 the life expectancy increased both in EU-15 countries and in EU-12 countries, the differences in the life expectancy have still remained more or less the same. Besides the low life expectancy in EU-12 countries, also the resources used in health care are below the EU-15 average level. In our paper we test the ?-, ?- and ?-convergence of the health care expenditure. For testing ?-, ?- and ?-convergence the authors have used cross-sectional data over the period 1992-2004 for health care expenditure as share of GDP and per capita health care expenditure. Data of the World Health Organization (WHO) were used for the research. The study demonstrates that although usually the increase of economic integration facilitates economic growth, the mere fact of the European Union enlargement does not bring along an automatic homogenization of health care expenditure and health policy in the EU-12 countries.

The State of Qatar is a peninsula overlooking the Arabian Gulf, with an area of 11400 km2. The Al Thani family has ruled the country since the mid-1800s. The population of just over 860000 is of a multi-ethnic nature, and predominantly resides in the capital, Doha. Only about 20% of the population is Qatari. Around 73% of the population are between the ages of 15 and 64 years. Life expectancy at birth is 74.8 years for males and 73.8 years for females. The literacy rate is 94.9% for men and 82.3% for women. Arabic is the official language and English is a common second language. The economy is dominated by oil and natural gas, and the country has one of the highest per capita incomes in the world. The per capita government expenditure on health is $574 (international dollars), which is among the highest in the region.

Mexico is the largest Spanish-speaking state in North America that borders the United States on one side, and Guatemala and Belize on the other. The country is home to more than 120 million people, in terms of population Mexico ranks 10th. Many Mexicans prefer to live in large cities (for example, every 5th inhabitant of the country lives in the capital of Mexico City, and Mexico City itself is the second largest city in the world), but there are many villages and fishing villages scattered along the coast. The level of medical care in large metropolitan areas and small settlements varies greatly. Mexico was ranked 21st in the 2018 Bloomberg World Health System Performance Index. This ranking, which allows assessing healthcare systems, was based on three key indicators: average life expectancy at birth, government spending on health as a percentage of GDP per capita, and the cost of health services per capita. However, in terms of life expectancy, Mexico ranks only 80th in the world (the average life expectancy in this country was 75 years in 2018).

AbstractCountries of the World Health Organization (WHO) African Region have experienced a wide range of coronavirus disease 2019 (COVID-19) epidemics. This study aimed to identify predictors of the timing of the first COVID-19 case and the per capita mortality in WHO African Region countries during the first and second pandemic waves and to test for associations with the preparedness of health systems and government pandemic responses. Using a region-wide, country-based observational study, we found that the first case was detected earlier in countries with more urban populations, higher international connectivity and greater COVID-19 test capacity but later in island nations. Predictors of a high first wave per capita mortality rate included a more urban population, higher pre-pandemic international connectivity and a higher prevalence of HIV. Countries rated as better prepared and having more resilient health systems were worst affected by the disease, the imposition of restrictions or both, making any benefit of more stringent countermeasures difficult to detect. Predictors for the second wave were similar to the first. Second wave per capita mortality could be predicted from that of the first wave. The COVID-19 pandemic highlights unanticipated vulnerabilities to infectious disease in Africa that should be taken into account in future pandemic preparedness planning.

The USA has the world's largest economy and the highest per capita spending on healthcare, but it lags behind other countries on a number of key health measures. It ranks 23rd in healthy life expectancy and 32nd in infant mortality (World Health Organization, 2009). In 2000, the World Health Organization ranked the US healthcare system as 1st in responsiveness, 37th in overall performance, and 72nd by overall level of health (among 191 member nations in the study).
