Cycling and general sustainable mobility has become a topical issue around Europe, and gradually also in Latvia, including Valmiera – a medium size town, which is a research-base for this study where the governance and development of the municipal cycling infrastructure is analysed. The rapid growth of cycling in Valmiera not only highlights some deficiencies in urban infrastructure developments, but also reveals the management problems: the expectations and needs of users of different means of transportation and also pedestrians are not met. Looking towards solving various cycling development issues, it is necessary, first of all, to develop an understanding of system’s approach and the systemic governance of the cycling infrastructure. The urban transport/mobility system must be developed as a whole, integrating cycling mobility in it as an independently and continuously developing component, promoting a process of cooperation between all parties involved. Thus, to facilitate the cycling mobility of inhabitants in Valmiera, the involvement/participation of all the interested parties shall be pro-actively communicated – informed, educated/trained, pro-cycling behaviour encouraged. During this integrative case study, both quantitative and qualitative research methods were applied complementary: analysis of documents, infrastructure observations in the town with photo documentation, survey of inhabitants, also in-depth semi-structured interviews with open-ended questions. Additionally, a participatory observation was conducted through participation in cycling activities, forums, working groups, etc., elaborating suggestions for the municipal planning document - Transport Infrastructure Development Concept of Valmiera.

The development of science and technology parks (STPs) has become a trendy tool for promoting the economy, innovation, and technology for more than 30 years worldwide. However, STPs poses challenges for urban planners seeking a vision of sustainable urban development. These places become an object of attraction for many highly skilled workers who create daily traffic flows. The proper accessibility and provision of transport infrastructure and services become the challenge for the development of such places because the availability of services influences the choice of travel mode and the possible employees’ travel behaviour. The authors of the research aim to assess the level of development of infrastructure and transport services conducive to the sustainable mobility of science and technology park staff in Vilnius city. Changing mobility behaviour into a more sustainable way is of interest to many scientists and practitioners, so the authors think that STP staff can represent a group of educated, working-age stakeholders within the city population, who has an interest in sustainable mobility travel options and can set an example of sustainable travel. Besides, recommendations for the planning and sustainable development from the sustainable urban mobility point of view of science and technology parks and similar institutions are provided. To achieve this goal, the authors use scientific empirical and theoretical research as well as multi-criteria decision-making (MCDM) methods. The results show the link between the distance from the developed STP site to the city centre and the more sustainable mobility of workers. Therefore, it is suggested to develop STPs closer to the urban centre as it often does not require large-scale development, nor do they engage in the polluting industry. Moreover, the authors suggest the key criteria that should be considered for STP development.

An increasing number of recent discussions have focused on the need for designing transport systems in consonance with the importance of the environment, thus promoting investment in the growth of non-motorized transport infrastructure. Under such conditions, the demand for implementing the most effective infrastructure measures has a profoundly positive impact, and requires the least possible financial and human resources. The development of the concept of sustainable mobility puts emphasis on the integrated planning of transport systems, and pays major attention to the expansion of non-motorized and public transport, and different sharing systems, as well as to effective traffic management involving intelligent transport systems. The development of transport infrastructure requires massive investment, and hence the proper use of mobility measures is one of the most important objectives for the rational planning of sustainable transport systems. To achieve this established goal, this article examines a compiled set of mobility measures and identifies the significance of the preferred tools, which involve sustainable mobility experts. The paper also applies multicriteria decision making methods in assessing urban transport systems and their potential in terms of sustainable mobility. Multicriteria decision making methods have been successfully used for assessing the effectiveness of sustainable transport systems, and for comparing them between cities. The proposed universal evaluation model is applied to similar types of cities. The article explores the adaptability of the model by assessing big Lithuanian cities.

The special issue “Transport infrastructure and systems in a changing world: towards sustainable mobility planning” stems from the AIIT 2nd International Congress on Transport Infrastructure and Systems in a changing world (TIS ROMA 2019), which was held in Rome on 23rd-24th September 2019 (https://tisroma.aiit.it/). It was organized by AIIT, the Italian Association for Traffic and Transport Engineering, and hosted by ACI, Automobile Club d’Italia. The aim of the conference was to promote the knowledge of new trends of development of mobility systems and transport infrastructures “towards a more sustainable, reliable and smarter mobility”.

In large urban agglomerations, various logistical problems arise due to high population density and deficient transport infrastructure. City logistics involves the efficient distribution of freight transport in urban areas and approaches to mitigate environmental impacts and traffic congestion. This paper aims to use a two-step cluster analytic approach to segmentation of EU27 capital cities based on their city logistics performance. To obtain primary outcomes, the log-likelihood measure in SPSS Statistics was used. The results can be used to identify the development and implementation of logistics measures in capitals across the EU. In addition to clustering, the statistical analysis evaluates the position of investigated cities concerning traffic congestions, and from an environmental point of view, the carbon dioxide produced from transport. The scrutiny delivers practical outlooks on how clustering can be undertaken and proves how the clusters can be used to plan city logistics and supply chain management. Finally, the paper deals with smart city indices from the perspective of sustainable mobility and examines its correlation with city logistics.

The lack of integrated territorial and transportation planning in Irkutsk and Irkutsk agglomeration has led to the degradation of transport infrastructure. A number of measures are proposed to improve the efficiency of the transport system, including the elaboration of a development plan for sustainable mobility with a focus on public transportation services for urban areas. The use of modern transport modeling tools allows to take into account the negative consequences of reducing transport accessibility, but requires the integration of accumulated information about the characteristics of the service areas to increase the accuracy of transport forecasts.

As transport systems are pushed to the limits in many cities, governments have tried to resolve problems of traffic and congestion by increasing capacity. Miller (2013) contends the need to identify new capabilities (instead of capacity) of the transport infrastructure in order to increase efficiency without extending the physical infrastructure. Kenyon and Lyons (2003) identified integrated traveller information as a facilitator for better transport decisions. Today, with further developments in the use of geographic information systems (GIS) and a greater disposition by the public to provide volunteered geographic information (VGI), the potential of information is not only integrated across modes but also user-generated, real-time and available on smartphones anywhere. This geographic information plays today an important role in sectors such as politics, businesses and entertainment, and presumably this would extend to transport in revealing people’s preferences for mobility and therefore be useful for decision-making. The widespread availability of networks and smartphones offer new opportunities supported by apps and crowdsourcing through social media such as the successful traffic and navigation app Waze, car sharing programmes such as Zipcar, and ride sharing systems such as Uber. This study aims to develop insights into the potential of governments to use voluntary (crowdsourced) geographic information effectively to achieve sustainable mobility. A review of the literature and existing technology informs this article. Further research into this area is identified and presented at the end of the paper.

The article deals with state responsibility for the provision of sustainable mobility for people and goods, which is available and affordable for everyone. The legal structure of that responsibility can be shaped based on a general legal theory of network-bound infrastructures that distinguishes between the provision of transport infrastructure network, the regulation of (public and private) transport services, and a general legal framework (technical safety, consumer protection, environmental requirements, etc.). The governmental responsibility for mobility is rooted in the German constitution and governed by constitutional rules aimed at protecting health, environment and climate. By analyzing the ways, the legislator and the executive branch follow their responsibilities, some general principles, means and instruments can be found. Among these the instrumental function and limited range of competition is crucial. “Modal split” and “multimodality” of mobility have to be managed by special means of distribution, transfer policy (shifting transport from the roads to the railways), and (digital) interconnectivity. In the light of this the article focusses on two challenges of Germany’s sustainable transport policy (Verkehrswende)—reorganization of railway transport by introducing a nationwide synchronized timetable, and reorganization of local mobility by new instruments of urban planning and interconnectivity.

Transport needs have to be met through efficient and integrated usage of existing transport infrastructure and urban space together with actions taken in order to reduce traffic congestion by reducing the number and length of travels by car and reducing the demand for the travelling. The expected effect of these actions is the less noise, air pollution and greenhouse gas emissions. The article presents the proposal of the indicator for measuring the degree of sustainable mobility based on the example of European Union cities. The presented method for determining the level of sustainable mobility has been inspired by different researches and it is based on a study of different sub-indicators used for measuring the degree of sustainability of the modal split.DOI: http://dx.doi.org/10.4995/CIT2016.2016.3455
