The textbook presents modern ideas about the development and formation of the economy of the information society. The modern labor market, focused on the level of the technological progress, makes a set of requirements for university graduates, which are based on fluency in a foreign language. The protracted period of the pandemic forced to transfer the educational process in universities to an online format, for which the entire existing potential of e-learning of universities was used (electronic information and educational environment + modern information and communication technologies + competencies of teachers). But the question is whether the employer will be satisfied with the results of teaching young specialists a foreign language through ICT alone. The article makes an attempt to analyze the positive and negative aspects of teaching a foreign language, exclusively using the electronic information and educational environment of an organization. The research methodology and methods. The source base of the study are scientific and journalistic articles on the topic, information from the official website of the Ministry of Science and Higher Education of the Russian Federation "Portal of Federal State Educational Standards". In the research the methods of structural analysis, synthesis, comparison, generalization were used.

O presente artigo tem como objetivo apresentar algumas contribuições de programas sociais e educacionais de inclusão social e digital no Brasil e refletir sobre o software livre e sua contribuição no acesso ao conhecimento e à informação, Apresenta-se dados importantes sobre as desigualdades econômicas e consequentemente tecnologias existentes entre os paises no Sistema Mundial. Para isso apresenta-se como fruto o estudo realizado das iniciativas do Estado brasileiro para diminuir as desigualdades do acesso às tecnologias e, assim promover a inclusão digital. Mostra-se dados e informações importantes sobre contextualizar a disponibilização do conhecimento na sociedade da informação, mostrando como essa disseminação pode ser mais democrática utilizando as tecnologias de informação e os softwares livres, uma vez que o avanço científico, tecnológico e dos meios de comunicação proporcionam maior acesso às tecnologias da informação e de comunicações e posicionam-se cada vez melhor na sociedade pós-industrial. Traz também algumas iniciativas de programas de inclusão digital no Brasil, que tem como meta a redução da exclusão digital. AbstractThis article aims to present some contributions of social and educational programs for social and digital inclusion in Brazil and to think about free software and its contribution to access knowledge and information. It presents important data about economic inequalities, including existing technologies among the World System countries. For this, reports as the results the study of the Brazilian states initiatives to reduce inequalities of access to technology in order to promote digital inclusion. It brings important information about the contextualization of knowledge availability in the information society, showing how its dissemination can be more democratic, using the information technologies and free softwares. It is feasible, since the advance of science, technology and media provide greater access to information and communication technologies and stand up more and more in the post-industrial society. Also, presents some initiatives of digital inclusion programs in Brazil, that aims to reduce digital exclusion.

The article is devoted to the methodological problem of the use of information and communication technologies in the system of higher education. The formation of new models of educational activities with the wide use of information and communication technologies is the main component of the modernization of education. In addition, modern higher education is faced with the task of training students in accordance with federal state educational standards. The task requires the search for new technologies for the organization of educational activities. One of these technologies is the WebQuest technology, which can be aimed at solving the problem of effective professional training of students. As a solution to this problem, didactic possibilities and conditions for using the WebQuest technology have been identified and described.

The article arguesin favor of the formation of communicative competence in students of technical universities. In the competitive struggle for jobs, the candidate who hasthe skills of business communicationskills, professional self-presentation,and confident self-control, wins. Consequently, it is an important task of any technical university to form communicative competence in students while teaching humanities. This study treats communicative competenceas an indispensable skill and, therefore, holds the problem of teaching it urgent. Communicative competence is considered as the ability to effectively interact in a work team, to take into account personal psychological traits and cultural background of the partner in communication, to use business etiquette, conflict management and fruitful interaction in the framework of cooperation. The development of all these skills is placed into the educational process of technical universities as communicative competence is required by in the Federal State Educational Standard of Higher Education. The participants of this communicative competencestudy wereemploying companies fromVolgograd, Russia (AlterStroy LLC, Alternativa LLC, Elast Plus LLC, PartnerService LLC, Artemis Don LLC, Etalon MK LLC, Beton LLC, Business ResheniyeLLC) and senior students of the Volgograd State Technical University. The total number of survey participants was 109. Master's Degree students of the Volgograd State Technical University V.Bondareva and I.Diulina developed and statistically processed the questionnaire. It was found that both the employers and the students consider the communicative skills, the ability to accurately and clearly express ideas, good manners, and the knowledge of verbal and non-verbal communication pave the path to success in the professional sphere.
