In the Russian Federation, combating corruption is considered as a strategic state task, for the solution of which the efforts of state authorities, local self-government, civil society institutions, organizations and individuals are mobilized. The textbook consistently reveals the legal and organizational foundations of combating corruption in the Russian Federation, reflects theoretical and methodological approaches to combating corruption, and also takes into account law enforcement practice, including issues of legal responsibility in this area. In March 2021, the Jubilee X International Week of Creativity of Cadets and Students of Educational Organizations of the Federal Penitentiary Service «Vivat, cadets!» was held at the Academy of the Federal Penitentiary Service of Russia. the relevance of the presented research presentation in the form of an article is based on the needs of modern society in the institutions of people's vigilantes, which by their direct participation in the recent past provided significant support to state law enforcement and human rights, as well as a symbol of the unity of society and the state. The article is devoted to the substantiation of the experimental program developed in the course of the dissertation research, which is aimed at improving the efficiency of the process of training people's vigilantes in educational organizations of the Ministry of internal Affairs of Russia on the basis of a practice-oriented approach. The program content has been developed by us based on the analysis of the present problems in the training of national guards in the educational institutions of the Ministry of internal Affairs of the Russian Federation, on the basis of which we aim to further improve the training of representatives of public associations of law enforcement focus, on the basis of educational institutions of Ministry of internal Affairs of Russia, to conduct training of national guards on the basis of Federal law of 02.04.2014 No. 44- Federal law "about participation of citizens in protection of a public order", and The order of the Ministry of internal Affairs of Russia of August 18, 2014 N 696 regulating questions of preparation of national vigilantes to actions in the conditions connected with use of physical force, and first aid to citizens. In our research, we relied on a whole range of research methods, such as interviewing and observation, as well as methods of using independent assessments.

Article confirms the view that legal responsibility in land relations is an integral part of law and order. The main goal of such responsibility is to ensure the rational use of land in the Russian Federation. This paper analyzes the main challenges of legal responsibility which relate to both the contradictory provisions of regulations and law enforcement. The author also pays attention to the ways to improve the legislation.

The research issue is to identify the shortcomings of legal management of tax responsibility of banks in case of their non-execution of tax authorities’ decisions, as well as to define the possible directions of improvement of legislation and law enforcement practice in this sphere. The aims and objectives of the research are as follows: (1) to analyze the provisions of Article 134 and Article 135 of the Tax Code of the Russian Federation, which establish the responsibility of banking organizations as participants of the fiscal relations and to analyze the application of provisions of these articles by judicial and tax authorities; (2) to identify the problems of bringing to responsibility credit banking organizations for their non-execution of tax authorities’ decisions; (3) to develop recommendations for improvement of legal regulation. The methods of the research include analysis, analogy, legalistic method and integrated interpretation. The results of the research are as follows. It has been justified that the sum of debt of a taxpayer, established to bring banks to legal responsibility under Article 134 of the Tax Code of the Russian Federation, shall not include the sums of fines and penalties, as the bank is not a real participant of legal relations ‘tax authority – taxpayer’ and is deprived of the right to appeal the sum, which serves as the basis for establishing the sum of fine.

The paper describes the theoretical, methodological and organizational and legal aspects of preventing the impact of the ideology of extremism and terrorism in the Russian Federation; the features of modern extremism and terrorism in Russia are outlined; analyzed the role of the global Internet in the spread of the ideology of terrorism. A system for the prevention of the ideology of extremism and terrorism in educational organizations has been developed and presented, which provides for a wide range of organizational and practical measures. The publication is addressed to administrators of education, teachers, educational psychologists of educational institutions of higher education.
