The paper analyzes the preparation and status of draft of subprograms of the Federal scientific and technical program for agricultural development for 2017-2025 (FSTP) on selection and seed production in crop production. The measures taken by the subjects of the Russian Federation for the purpose of implementing the FSTP subprograms, as well as a well-founded method for selecting potential customers for complex scientific and technical projects (CSTP), are presented. Recommendations have been prepared and suggestions have been made for selecting potential customers of the CSTP of FSTP. The analysis of the results of higher education institutions subordinated to the Ministry of Agriculture of Russia as potential participants of the CSTP in the field of selection and seed production of agricultural crops is given.

The article analyzes the problems of transition of higher education institutions of the Russian Federation to the educational standards of the new generation, which introduce the concept of universal competencies into the educational process. In the process of mastering these competencies, there is a problem of defining the indicators of competence achievement in the form of generalized characteristics that reveal the structure of competence in the process of actions that can be performed by a graduate who mastered this competence to some extent. The article examines the historical experience of the introduction of the concept of competence in the educational process of European universities that joined the Bologna Agreement. The proposals of a number of research centers of Russia to determine the list of indicators of competence achievement are studied. Some examples of formation of universal competences in SSUGT are considered. A number of problems of introduction of educational standards of new generation to educational process of University are designated.

Background: Globalization processes directly affect the system of foreign language training in particular in non-linguistic higher education institutions and determine the need for its modernization. Such modernization requires both the theoretical and methodological substantiation of the strategic goal of foreign language training in Ukraine. We formulate this goal as formation of a polycultural professional linguistic personality, primarily, a secondary professional linguistic personality. Formation of the secondary linguistic personality is accompanied by acculturation i.e a person’s involvement in the secondary culture, its norms and traditions. Since acculturation is generally impossible without polylingualism, so raising the question of polylingualism in Ukrainian universities has become well-timed and expedient in the conditions of globalization and integration and determines the relevance of the article. Purpose. The purpose of the article is to substantiate the feasibility of polylingual education in non-linguis­tic higher education institutions and outline the ways of its implementation. Results. The introduction of polylingualism provides freedom of choice since it enables such an organization of the learning process where the use of more than one foreign language for instruction will becomes possible. It will primarily promote the diversification of professionally oriented foreign language training of students that will result in provision of personalized learning, particularly in the field of foreign language training, as well as freedom to choose languages for mastering, and, therefore, a student’s autonomy, which is relevant to the whole system of our higher education. The introduction of polylingualism also prompts the introduction of a pan-European stan­dardized level of foreign language proficiency, providing future language specialists with a foreign-language com­municative competence recognized in a broad European format. The introduction of polylingual education implies the need for effective innovative methods, compulsory teaching of foreign languages by their native speakers, structural improvement of foreign language training, etc. Though polylingualism has become the matter of re­search in some contemporary studies, however the theoretical foundations and technologies of its teaching have not yet been developed in the domestic and foreign pedagogical literature. Discussion. The introduction of polylingualism into the educational process of non-linguistic higher educa­tional institutions is considered as means that will give the students freedom to choose the language of instruction; will facilitate the diversification of professionally oriented foreign language training; will form polylinguistic com­petence, updating the level approach to language learning and requiring further development of theoretical and methodological principles and relevant innovative techniques.

The article presents a theoretical generalization of the researches on the problem of foreign language training of student youth in the European Union. Today in the institutions of higher education of Ukraine there is a tendency to intensify the foreign language training of each applicant for higher education. Among the many aspects in the content of education, foreign language training of higher education in Ukraine focuses on itself special attention. At the same time, it was found out that currently in Ukraine there is a complex multi-level contradiction of the following nature: The European Union prepares graduates of schools that speak a foreign language at the B2 level, and Ukrainian pedagogical higher education institutions graduate students who do not speak a foreign language at the B2 level; Ukrainian schools require from students B2 level which their teachers do not have, and therefore, in a sense, Ukrainian students may be more competent than their teachers, which is unacceptable. The analysis of foreign language training of student youth in the European Union allowed the authors to identify the achievements and features of foreign language training of student youth in some European countries in order to outline the required by the domestic education system trends in foreign language training at higher education institutions. The authors of the article analyzed the professional training of future foreign language teachers in such European countries: Germany, Poland, Slovakia, France, Italy. It was found out that such training is thoroughly researched by Ukrainian comparative scientists and is gradually introduced into the domestic system of higher education.But taking into account such tasks, problems and challenges facing Europe and Ukraine in the field of foreign language education, as well as permanent forms of cooperation within the Bologna Process, the prospects for further research the authors see in a deeper study of the process of reforming foreign language education, which brings obvious benefits to Ukrainian higher education. В статье с учетом наличия тесного взаимодействие составляющих иноязычной коммуникации и противоречий в рамках ее реализации рассматриваются сценарии развития иноязычной коммуникации офицеров Сухопутных войск. Отмечается, что проблемы и противоречия иноязычной коммуникации с одной стороны, полностью не выявлены и имеют в некоторой степени скрытый характер, с другой - уже в ближайшей перспективе станут очевидными и выведут ее в число наиболее актуальных проблем военного образования. In the article, taking into account the close interaction of the components of foreign language communication and contradictions in the framework of its implementation, the scenarios of the development of foreign language communication of Army officers are considered. It is noted that the problems and contradictions of foreign language communication, on the one hand, are not fully identified and have a somewhat hidden nature, on the other - in the near future they will become obvious and will lead it to the most urgent problems of military education.

This article is devoted to the analysis of the modern process of teaching foreign languages in non-linguistic universities, both on the territory of the Russian Federation and abroad. The concept of "English for special purposes" is analyzed along with the question of its compliance with a long-approved international concept "English for Specific Purposes" in terms of learning a foreign language in a non-linguistic higher education institution.
