Also some shortcomings and risks of using foreign proprietary software in educational organizations of the Russian Federation are specified, including the types of potential threats to the information infrastructure of our country arising from the use of foreign software.

In the Russian Federation, combating corruption is considered as a strategic state task, for the solution of which the efforts of state authorities, local self-government, civil society institutions, organizations and individuals are mobilized. The textbook consistently reveals the legal and organizational foundations of combating corruption in the Russian Federation, reflects theoretical and methodological approaches to combating corruption, and also takes into account law enforcement practice, including issues of legal responsibility in this area. Higher education today is not going through the best of times: decisions taken in the educational process at various levels (Federal Laws “On Education in the Russian Federation” of 29.12.2012 No 273-FZ and “On Amendments to the Federal Law “On Education in the Russian Federation” on the education of students” of 31.07.2020 No 304-FZ, Federal State Educational Standards of Higher Education, etc.), related to global changes taking place in society and in the world in recent decades, were made without careful didactic study. This cannot help to improve the quality of specialist training. Teachers are forced to work “by trial and error”, producing countless didactic documents. At present, identification of didactic problems in the educational process of higher educational institutions is extremely relevant due to the expansion of the field of didactic research in higher school pedagogy.The aim of the authors was to analyze some of the most relevant didactic phenomena in the digital reality that have not yet received proper understanding. As a result of the analysis, some important didactic problems of higher education are identified, concerning goal-setting, compliance of teaching with classical didactic principles, organization of distance learning in electronic informational and educational environment, mixed and project-based learning. The article also dwells on psychological problems of Internet content assimilation and “non-contact” interaction between the subjects of the educational process, etc. The most promising areas of didactic research in higher education, including the development of interdisciplinary contacts, are highlighted.

The drafts of Federal state educational standards in the direction “Technosphere Safety” which on the instructions of the Ministry of Education and Science of the Russian Federation were processed in connection with adoption of the Federal law “About education in the Russian Federation” No. 273 dated 29.12.2012, taken effect from 01.09.2013. The contents of standards didn´t undergo essential changes: the educational program of applied bachelor training is entered; the rights of higher education institutions in formation of the curriculum and the educational programs providing the achievement of competences regulated by the standard and results of training are expanded; requirements to educational institutions realizing the educational programs on material, technical, personnel and educational support are specified and expanded. Standards to the present aren´t approved and are published for the purpose of informing of higher education institutions and the faculty on planned changes in higher education standardization system. To the approval of standards the standards which have taken effect since 01.09.2011 work.

It is established that the reform of the educational system in the Russian Federation requires adequate changes in the internal management of universities, their transition to the principles of strategic planning, monitoring of the educational services market, personnel management, expansion of academic freedoms and academic mobility of all participants in the educational process.

Since 2016, the Russian Federation has been implementing the Concept for the Development of School Information and Library Centres, the main purpose of which is to create conditions for the formation of modern school library as a key tool in the new infrastructure of educational organization that provides modern conditions for teaching and upbringing.The study assesses the current state of school libraries in the Russian Federation. The authors analyze the regulatory and organizational basis of school libraries’ activities, present in detail the difficulties of implementing the Concept for the Development of School Information and Library Centres, taking into account the norms and requirements for the organization of school libraries space, as well as consider the issues of staffing the activities of school libraries.The authors conclude that today at least half of school libraries do not meet the requirements of the Federal Law “On Education in the Russian Federation” and Federal State Educational Standards for their activities; and the heads of educational organizations are not interested in the development of library as it requires serious organizational and financial costs, but does not directly affect the performance assessment of their work.The updated school library, filled with relevant content, supported by personnel, methodology, technologies and resources, has the ability to update the content of school education, create the necessary modern infrastructure and use effective mechanisms for managing educational activities. The authors propose a number of actions, the implementation of which at the federal and regional levels will increase the effectiveness of further activities for the development of school libraries and information and library centres.

The article is based on the results of research work of the Financial University under the Government of the Russian Federation “Improving the regulation of labor and the organization of new approaches to the organization of labour processes and the remuneration of certain categories of employees in higher education”, fi nanced by budget funds for State job in 2014. The article analyzes the legal regulation of improving remuneration of support staff , including from the standpoint of personnel management system, assessment of the role and importance of this category of workers working in the educational process; discusses possible approaches to remuneration of support staff to meet the requirements of the legislation of the Russian Federation, including the policy objectives for improving the system of remuneration in the budgetary organizations, as set out in the Order of the Government of the Russian Federation of 26.11.2012, № 2190«On Approval of the gradual improvement of the system wages in the state (municipal) institutions for 2012–2018». The article also provides an analysis of the main problems in the existing institutions of higher education in pay systems, off ers a practical solution for the formation conditions of remuneration of support staff and the positioning of functional processes, which employ this category of personnel in connection with the performance of tasks to ensure the increase the quality of the educational process in the organization of higher education.

The manual in a brief reference form includes such aspects of the implementation of higher inclusive education as pedagogical conditions for teaching students with disabilities, technical equipment of the educational process and the regulatory framework of inclusive education, the creation of adapted educational programs of higher education for persons with disabilities and the development of adaptation courses. The manual can be recommended to teachers, staff and administration of higher educational institutions of different profiles, assistants, psychologists, employees of centers of inclusive education and used in conducting briefings on work in inclusive groups.

The article analyzes the current problems of legal regulation and the application of incentives and penalties for convicts serving sentences of imprisonment. The scientific work contains a historical content analysis of the current systems of measures of incentives and penalties in different periods of the historical development of society and the penal system of the Russian Federation. Based on the conducted empirical research among 20 employees - detachment commanders from 13 regions of Russia, undergoing advanced training the program «Organization of educational work» in the Vologda Institute of Law and Economics of the Federal Penal Service of Russia, the authors of the article prepared a number of recommendations and suggestions for improving the current legislation and its application in this area. The article draws attention to the exclusion of ineffective incentives from the penal legislation of the Russian Federation, in particular, the award of a gift and a cash prize. Proposals were made to expand the list of incentive measures to ensure the differentiation and individualization of the sentence of imprisonment. The authors made proposals to improve the penalties applied to those sentenced to imprisonment: to increase the size of the disciplinary penalty, taking into account inflation, not to include the convicted person in a punishment cell and a single chamber type in the general term of serving a sentence, to add the list of penalties. In addition, the article deals with the problems of recognizing a convict as a malicious violator of the established order of punishment. The results of the study can be used in the educational process in the study of legal disciplines, in the law enforcement practice of employees of the penal system of the Russian Federation, as well as for further research in this area.
