Generalized analysis of 427 Russian dissertation researches in the specialty 14.03.10 (14.00.46) «Clinical Laboratory Diagnostics» over the period of 2000-2013 is presented. Currently complete author’s abstracts can be remotely accessed at official sites of institutions with Thesis Boards (since 2007) and at the site of State Commission for Academic Degrees and Titles, Ministry of Education and Science of the Russian Federation (for Doctoral theses – since 2007, for Candidate’s theses – since April 2012). Thesis materials for the year 2013 don’t full in libraries, so the collection of 407 theses for the period of 2000–2012 was used for comparison. In thesis e-library of the Russian State Library 238 theses are digitized, or 55.2% of works total collection in the field of clinical laboratory diagnostics, in e-library of the Russian National Library – 331 author’s abstracts or 81.5 %. The digitized theses materials can be accessed free of charge in libraries reading halls, remote access can be provided for a fee. To optimize information support to scientific research there is a necessity to create in Russia a common theses database at Research Electronic Library, to organize a national subscription to digitized theses materials, and to coordinate the fields of documents scanning. Digitized theses database allows remote access, as well for foreign users. For integration into the world research community one should provide English abstract of the thesis (max. 250–300 characters) on the last page of the author’s abstract.

Digitization of printed publications by libraries is a source of bibliographic information; it provides users with wide accessibility to electronic bibliographic resources. The notion of “digital copies” is considered. The emphasis is focused on digitization of reference and bibliographic publications from the holdings of the Russian State Library (RSL). The main access points for digital copies of bibliographic publications — of local and remote access — are identified. There are determined the basic positions, confirming the importance of the translation of bibliographic indexes into a digital format. The approaches (methods) used by libraries in the selection of publications for digitization are revealed. The principles and criteria of selection of publications for digitization are studied.Based on the studied material, the conclusion is made on the need to develop special criteria for selection applicable specifically to bibliographic publications. Recommendations and proposals for the development of selection principles for bibliographic indexes are given. There are given the options and ways of reflection of digital copies of bibliographic indexes in the electronic catalogue and the e-library of the RSL on the basis of study of the library website. There are analysed the possibilities of access to the content of the electronic library and considered the options for finding and providing users with digital copies. As a result, it is concluded on the necessity to form collections by types of documents in the electronic library.The proposals will contribute to the improvement of the quality of digital content of the electronic library.

The article presents the information on holding the “Teleconference on questions of connecting the libraries-participants to the National Electronic Library”. There are shown the main areas of activity of the Russian State Library as operator of the National Electronic Library. There are considered the categories of libraries, which are going to become participants of the National Electronic Library. There are specifically highlighted the conditions under which libraries have the right to grant access to the digital documents. There are presented the data on statistical observations of the libraries of the Russian Federation, conducted in 2009—2011.

These interesting examples of bookbinding and series of ex-librises were created by known artists for his private library.

The article presents an overview of the all-Russian scientific and practical conference (with international participation) “Information Context of Culture: Resources, Technologies, Service” (the 11th conference of heads and specialists of information services for culture and art). The conference, orga­nized by the Russian State Library, the Russian State Library of Arts, and the St. Petersburg State Institute of Culture, on the instructions of the Ministry of Culture of the Russian Federation, was held in Moscow on September 24—25, 2019. Its purpose was to summarize the results of scientific research and practical experience on the issues of information support of the cultural sector in the digital age, to identify some problems and find ways to overcome them, and to demonstrate the best achievements in this field. The conference was attended by more than 90 representatives of cultural management bodies, federal, regional and municipal libraries, universities, training centers and other organizations of culture, science, education and mass media from 22 regions of Russia, as well as heads and specialists of national libraries of Armenia, Belarus and Kazakhstan (via video link). Thanks to the online broadcast, the total audience of the event increased by almost 200 people. The conference participants noted the importance of scientific and information activities in the cultural sector both for society in general and for the sector’s development in particular. In order to improve this work, the conference participants recommended to promote its digitalization, which is aimed at creating public resources for culture and art and organizing information services in the 7/24 mode via the Internet, including on mobile devices; to intensify the mutual use of resources through participation in joint projects; and to strictly observe copyright when creating information resources and methodological materials.

The article is devoted to the results of the research “Personnel of Methodologists of the Central Libraries of the Subjects of the Russian Federation”, conducted by the Center for Research on the Development of Libraries in the Information Society of the Russian State Library in 2017. The article presents the results of one of the aspects of the study related to the problems of education and professional development training of employees of methodical services of the Central Libraries of the Russian Federation. 97,9% employees of the methodical divisions have higher education that demonstrates high educational status of the methodical personnel. At the same time, almost one third of the staff does not have the specialized library training. Non-core education is represented by various disciplines, mainly of humanitarian area. Participants of the research also noted the discrepancy between the education of graduates of library qualification and modern requirements of methodical activities and the great need for continuous professional development training of staff of specialized methodical units. The author studied participation of methodologists in the activities of the professional development system, as well as the topics of these activities. There were almost no training events organized specifically for methodologists, and their participation in the numerous training events was not systematic. The analysis of educational needs of methodologists showed the greatest deficiency of events on legal subjects and organization of methodical activities. The results of the study are important for the subsequent development of the professional training strategy and system of professional development training of the personnel of methodical services.

The Russian State Library, the national library of the Russian Federation (until 1992 known as Lenin State Library), began in 1862 when Count N.P. Rumyantsev bequeathed his collection of books, manuscripts, and other materials to the state. From the beginning the library received a free copy of all Russian publications. The library started to look into automation in the late 1960s. Eventually, after a series of false starts and small initiatives, a feasibility study was set up in 1995, funded by the European Commission, focusing on library automation while setting the issue in the wider context of collection development, building improvements, conservation, document supply and staff development. As a result of this study the Russian State Library was awarded a Tacis project and a budget of one million Euro over 18 months (later extended by six months, plus 300,000 Euro for the extension). Tacis fosters the development of links between EU countries and the states of the former Soviet Union and Mongolia. A key area of Tacis activity is Know-How transfer, carried out through policy advice, consultancy teams, training studies and partnerships. Several other varied projects have been initiated. Many positive changes have occurred during the project, notably in the development of staff.

Results of evaluation of the impact of drugs on indicators of clinical laboratory diagnostics as a criterion of safety of therapy are presented. Antiretroviral therapy for HIV infection was chosen as an example. Information from official sources (summary of product characteristics and medicinal product labels) on the potential impact of antiretroviral drugs registered in the Russian Federation on indicators of clinical laboratory diagnostics was analyzed and systematized. Individual INN and antiretroviral regimens recommended by WHO documents and protocols of follow-up and treatment of patients with HIV infection in the Russian Federation with the maximum and minimum potential impact on indicators of clinical laboratory diagnostics were revealed. The research results can be used to develop recommendations for the rational choice, prescription and use of medicines.

The article presents the results of an analysis of studies of the responsibility category, performed in the 21st century by Russian andforeign psychologists. To search for Russian works, we used the databases of the Electronic Library of the Russian State Library and the Russian Scientific Electronic Library eLIBRARY.ru To identify the works of foreign authors, we analysed 2910 journals from the Web of Science database (Social and Behavioural Sciences – Journal List). It was established that in Russian psychology, responsibility is understood as a form of self-regulation, realised in the consciousness of oneself as a subject of behaviour and its consequences. Russian researchers in the 21st century conduct clarifying studies of the formation and evolution of responsibility, studying the features of this mental phenomenon in representatives of various social groups and professions, and exploring the relationship between responsibility and success. In modern foreign psychology of the 21st century, responsibility has still been viewed from the angle of solving the practical problems of social psychology. We have revealed that most of the studies are clarifying in nature and are devoted to the characteristics of collective responsibility, morality and guilt. It seems important that both Russian and foreign researchers widely use the attributive approach.
