Legal Education in Russia: Past, Present, Future

The article actualizes the question of the quality of legal education in modern Russia, its relationship with the security of society and the state. Unlike the Russian Empire and the USSR, the quality of legal education in the Russian Federation is low. Three main problems of poor quality of education were noted: 1) to obtain a unified master's legal education without a basic bachelor's legal education, that is, people who do not have a first level are admitted to the second level of education; 2) a large number of non-core universities and non-state educational institutions that train lawyers in the absence of the required number of qualified teaching staff: 3) paid education in the specialties on which the life and destiny of a person depends, first of all, medicine and jurisprudence. The author also opposes the practice of providing certificates of non-conviction from the bodies of the Ministry of Internal Affairs. The prohibition to engage in any activity can be fixed only in the law and only by a court decision.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

The article deals with various organizational issues of distance learning in vocational education. The authors applied the theory of distance learning to vocational education in Russia. The research featured teachers of more than 40 educational institutions, who mentioned such problems as the lack of equipment, personal computers, software, and Internet access. Most respondents believed that the quality of vocational education deteriorated during distance learning mostly as a result of poor technical support. Another problem is the absence of personal contact between teaching staff and students. The authors analyzed the current situation and propose various means of improvement, e.g. asynchronous teaching methods.

Currently, the Russian Federation is implementing the national project «Education», the key goals of which are to ensure the global competitiveness of Russian education and to become one of the top 10 countries in the world in terms of quality of education. The article presents a comparative analysis of the principles of the educational systems of the Soviet and Russian schools. The article describes the key advantages and disadvantages of education in the Soviet era, which was based on ZUN (knowledge, skills). The article reveals the advantages and disadvantages of modern Russian education, the fundamental core of which is UUD (universal educational actions). The article emphasizes that, despite the introduction of the second-generation Federal state educational standards and the introduction of innovative technologies, the level of quality of education in the USSR (the Union of Soviet Socialist Republics) was higher than at present.

More than once it was said that it is objectively impossible to prepare for four years in the university a universal specialist, ready for legal practice immediately after receiving diploma; that is still not found treatment of a disease called "substandard legal education". In 2006, the rector of the Moscow State Law University Oleg Kutafin said: "We hope that the decision on the switchover to the Bologna system for law schools will be canceled "; "In general, I welcome the Bologna process, but it does not mean that we must blindly copy other systems. In our country law schools used to prepare specialists of wide profile, which can then become a judge, a prosecutor, and a lawyer. We believe that breaking this system is dangerous for the legal field of the country ". Unfortunately, so far the hopes of Academician Kutafin do not meet the expectations. Bachelor - Master programs continue to be realized. Rector of Moscow State University. after M.V. Lomonosov Victor Sadovnichy called a mistake the transition to the Bologna system of higher education and proposed to return to the five-year education. There are more cons of implementation of the Bologna system in legal education in Russia is more than pluses. A serious modernization of the specialty programs is required. No less important is the creation of a system of real motivations for teaching staff of law schools, including a decent payment for teaching activities. To promote the quality of educating of lawyers in our country could the system, similar to existing in Germany. On February 16, 2017 Federal state educational standard of Higher education 40.05.04: judicial and prosecutorial activities (level of specialty) was approved. I would like to hope that in the nearest future relevant standards for all Legal specialties time will be approved. If the legal community of Russia will not unite in such an important issue as the transmission of the legal education on the "modernized specialty", and will not make the state to adopt the appropriate decision, then the worst Oleg Kutafin’s fears regarding legal field of the country may come true.

The article is devoted to the problems of increasing the effectiveness of the realization of constitutional norms on the accessibility and quality of education in the Russian Federation as a social state.The basis of relevant scientific discussions is the search for the best directions in the realization of the norms of the Constitution of Russia, which in Art. 43 fixes the right to education (part 1), guarantees "the general accessibility and free of preschool, basic general education and secondary vocational education in state or municipal educational institutions and enterprises" (Part 2), fixes the possibility "to receive free higher education in the state or municipal educational institution and at the enterprise on a competitive base "(part 3).The authors of the article attempt to substantiate the relevance of the objective identification of the evaluation of educational activity on the part of: the scientific community (primarily as a constitutional value); trainees (their legal representatives), potential trainees and teaching staff - in the part of systematic improvement of its legal regulation.

Objectives. The goal of scholarly research is to develop proposals for amendments in criminal law General and Special part of Criminal code of the Russian Federation governing self-defense. The scientific article identifies legislative gaps and contradictions that hinder the effective implementation of the necessary defense and require prompt solutions. Methods. The article analyzes such concepts as “self-defense”, “public assault”, “excess of limits of necessary defense”, “violation of the conditions of lawfulness of necessary defense”, “surprise assault”, “rights defending or other persons, interests of the state”. The use of logical and comparative legal methods allowed us to develop proposals for making changes to the criminal law norms that establish the necessary defense. Conclusions. The article shows the conflicts and gaps legislative recognition of self-defense and, in this regard, the complexity of its implementation in the articles of the Special part of the Criminal code of the Russian Federation and practical application. Changes are proposed to the criminal law norms regulating the necessary defense, both in the General and in the Special part of the Criminal code of the Russian Federation. Sense. The content of the scientific article can be used by the teaching staff of higher educational institutions when teaching the course “Criminal law”. The results of the work can be useful to persons who carry out legislative activities in the field of criminal law. The leitmotif of the article can be used in the preparation of dissertation research.

Abstract: Islamic education institutions in Indonesia face two challenges, namely; internal and external. Internally, Islamic education is faced with the classic problem of the low quality of human resources in education management. The causes include poor quality and education staff development and selectivity of education personnel. Furthermore externally, Islamic education institutions faced three major issues; globalization, democratization, and liberalization. The issue of globalization that is identical with market orientation and mechanism also affects the world of education. That way in education also includes awareness about how to attract and convince the community of the type and model of education. From here, the education world is ready or not ready to be involved in competition to gain public trust. To face these challenges Islamic Education institutions must maximally manage and empower all elements of management in the management of educational institutions. A good understanding of the elements of management can have an impact on the readiness of educational institutions to manage their institutions well in any condition to be the best and foremost. The need for basic training in toxicology of students of pharmaceutical universities and departments of toxicology is justified. The experience of teaching toxicology and medical protection to students of the St. Petersburg State Chemical Pharmaceutical Academy was analyzed. Academic teaching staff were trained in the methodology of teaching toxicology, and a participated in the preparation of the all-Russian textbook «Toxicology and Medical Protection» (2016) and three tutorials for students of medical and pharmaceutical universities. It is shown that in accordance with the current Federal State Educational Standard of the third generation, toxicology issues are included in the curriculum of a complex discipline «Life Safety. Emergency Medicine» as a stand-alone module. Students study toxicology in the fifth year having received a good basic training in medical, biological, and professional disciplines in previous years. For realization of cognitive and creative activity of students in the educational process, modern educational technologies are used which make it possible to improve the quality of teaching and to use school time more efficiently. The potential of using algorithmic workbooks, interactive forms of training, test control, case-method for facilitating the perception of theoretical knowledge and improving the quality of practical skills development is demonstrated. Results of the anonymous questionnaire survey, in which 153 of 198 students who studied toxicology and medical protection in the autumn semester of the 2017/2018 academic year participated, are reported. It was shown that more than 80% of the students surveyed are convinced of the need to study toxicology during the undergraduate training of specialists of pharmaceutical profile and positively assessed the methodology of teaching toxicology that is performed at the St. Petersburg State Chemical Pharmaceutical Academy.
