Institutional Logics and Technology Development: Evidence from the Wind and Solar Energy Industries

The relationship between regionally tied institutional logics and the location of organizations is an important issue in organization theory. Recent work highlights how supportive regional logics can give rise to products or organizations that resonate with these logics and how the geographic patterns that underlie industries may be understood by examining such relationships. This literature has not, however, offered deep attention to the ways in which features of technology—specifically, its inherent uncertainty—may interact with such dynamics. In this paper, we tackle the challenge. Our work examines how the level of support for an environmental-conservation logic within a region is associated with the number of wind and solar equipment manufacturers in that region in the years 1978–2006. By simultaneously exploring the effects of this logic on two similar technologies, our work not only reinforces how logics may interact with organizational activity but also shows how the magnitude and mechanisms of this effect depend on the technology in question. We build on these findings to discuss the importance of examining technologies in detail, including their dimensions of uncertainty, the role of timing in examining the effect of regionally tied logics, and the links between public policy and logics.

We investigate the relationship of corporate social responsibility (CSR) (often assumed to reflect corporate voluntarism) and government (often assumed to reflect coercion). We distinguish two broad perspectives on the CSR and government relationship: the dichotomous (i.e., government and CSR are / should be independent of one another) and the related (i.e., government and CSR are / should be interconnected). Using typologies of CSR public policy and of CSR and the law, we present an integrated framework for corporate discretion for engagement with public policy for CSR. We make four related contributions. First, we explain the dichotomous and the related perspectives with reference to their various assumptions and analyses. Second, we demonstrate that public policy for CSR and corporate discretion coexist and interact. Specifically, we show, third, that public policy for CSR can inform and stimulate corporate discretion and, fourth, that corporations have discretion for CSR, particularly as to how corporations engage with such policy.

In this article, we take stock of the institutional logics perspective and highlight opportunities for new scholarship. While we celebrate the growth and generativity of the literature on institutional logics, we also note that there has been a troubling tendency in recent work to use logics as analytical tools, feeding disquiet about reification and reductionism. Seeding a broader scholarly agenda that addresses such weaknesses in the literature, we highlight nascent efforts that aim to more systematically understand institutional logics as complex, dynamic phenomena in their own right. In doing so, we argue for more research that probes how logics cohere and endure by unpacking the role of values, the centrality of practice, and the governance dynamics of institutional logics and their orders. Furthermore, we encourage bridging the study of institutional logics with various literatures, including ethnomethodology, phenomenology, professions, elites, world society, and the old institutionalism, to enhance progress in these directions. One of the main issues in the long-form census controversy concerned the relationship between science and politics. Through analysis of the arguments and underlying assumptions of four influential and exemplary interventions that were made in the name of science, this paper outlines a normative account of this relationship. The paper nuances the science-protective ideals that critics invoked and argues that such conceptual resources are needed if science is to be protected from undue political encroachment. However, in their zeal to defend the rights of science critics claimed for it more than its due, eclipsing the value dimension of policy decisions and failing to respect the role of politics as the rightful locus of decision making for value issues. An adequate normative account of the relationship between science and politics in public policy must be capable not only of protecting science from politics but also of protecting politics from science.

The authors examine an important public policy issue, namely, the effectiveness of federally mandated and proposed alcohol warning labels. Specifically, warning label cognitive responses are tested as mediators of effects of five different alcohol warning label types on label attitudes. On the basis of requirements for ANOVA-based mediation, net support arguments mediated 76% of the warning label treatment effect on label attitudes. Following requirements for regression-based mediation, net support arguments mediated the relationship from attitude toward drinking to label attitudes. Public policy implications and future research directions are provided.

This article examines the role of governments and civil society in shaping and encouraging corporate social responsibility (CSR). It begins by exploring the relationship between CSR and particular patterns of business–government–civil society relations. It then examines the patterns of business–government relations that are associated with CSR. It explores two basic models. One is the dichotomous view that posits that CSR and government are, by definition, mutually exclusive; accordingly, the scope of CSR is defined by the absence of regulation and public policy. The second posits that CSR is the relationship between market actors and governments. This article also investigates changes in business–government–civil society relations which explain the recent growth and development of CSR. Finally, it examines the ways in which governments have promoted CSR and the relationship between responsible public and private policies.

The authors examine the role of the Internet in marketing in the context of business models that are economically viable. This examination raises questions regarding the degree to which the Internet is genuinely different and whether it will be a boon to consumers and investors. Economic necessity associated with the need to obtain and maintain profit streams suggests that Internet markets will likely be more similar to than different from traditional markets. The authors challenge assumptions regarding the role of the Internet in creating frictionless markets that benefit consumers and the role of personal information and privacy on the Internet that are necessary conditions for potentially profitable business models. The authors also discuss subsidization of Internet businesses in the context of public policy and examine other issues related to the relationship of current models of Internet business to public policy and consumer welfare.

Their 1990 book, Politics, Markets, and America's Schools, set the terms of much subsequent discussion about the importance of school autonomy and “educational choice.” Moe's Special Interest extends these arguments through a more frontal critique of the role of teachers unions. This book represents an important contribution to public discussion of school reform. It also incorporates a distinctive perspective on the relationship between power and public policy, and between the role of states and that of markets in the provision of public goods and services. In this symposium, we feature a range of serious commentaries on the book's central arguments about educational policy and politics and on its approach to “engaged” or “applied” political science.

AbstractWe propose a conceptual framework for analysing the relationship between social emancipation and alternative technology development. Key is the “functional autonomy” of the collective of users and developers of the technology vis-a-vis state and capital. We draw on previous empirical work about three hacker projects to substantiate the claim that the functional autonomy of hackers rests on three “pillars of autonomy”: technical skill, shared values, and collective memory. These three pillars sustain the autonomy of a community of hackers so that it may successfully resist recuperation attempts by capital. We make this claim in contradistinction to looser constellations of users, citizen scientists, DIY hobbyists, etc., where the functional autonomy tends to be much weaker. Hence, in the latter case, we should expect the actors to be recuperated in short time. The emancipatory promises that they make in regard to their practices, and are often mirrored in the academic literature about user innovation, citizen science, etc., will then turn sour. From this observation, we develop a second-order reflection on the role of the scholar studying purportedly emancipatory technology projects. As against the popular “follow-the-actors” approach, we defend the continued need for scholarly critique. We do so with the caveat that critique must in part be conducted as self-critique.
