The article is devoted to the International legal cooperation of the Republic of Uzbekistan in the cultural and humanitarian spheres. Analysis of the influence of the cultural and humanitarian spheres in the international relations of the states, including Uzbekistan, was carried out in the article. Additionally, more and more growing role of the so-called “culture factor” in the international politics is discussed in it. The analysis is based on the legal base of the Republic of Uzbekistan, international legal documents, research works of domestic and foreign scholars in such areas as culture, education, science, tourism and medical science.

This paper assesses the cultural and humanitarian spheres of the Republic of Uzbekistan in regards to International legal cooperation.  The paper examines the influence of cultural and humanitarian spheres in international relations of the states, including Uzbekistan. The paper also contains a discussion of the, increasing role of Uzbekistan in the ‘culture factor’ in international politics. The legal base of the Republic of Uzbekistan, international legal documents, and the research works of domestic and foreign scholars, in areas such as culture, education, science, tourism, and medical science, provide the basis for the research.

Political Science accounts of international politics downplay the role of political leaders, and a survey of major journals reveals that fewer than 3% of all articles focus on leaders. This is in stark contrast to public discourse about politics, where leadership influence over events is regarded as a given. This article suggests that, at a minimum, leaders occupy a space in fully specified chains of causality as the aggregators of material and ideational forces, and the transmitters of those forces into authoritative political action. Further, on occasion a more important role is played by the leader: as a crucial causal variable aggregating material and ideational energies in an idiosyncratic fashion and thereby shaping decisions and outcomes. The majority of the article is devoted to surveying the comparatively small literature on political leaders within International Relations scholarship. The article concludes by inviting our colleagues to be receptive to the idiosyncrasies, as well as the regularities, of statespersonship.

Abstract: The article presents the publication and diverse interpretation of a fragment of a rare metal mirror from the collection of the National Museum of the Republic of Tyva (Kyzyl city). The attribution of the composition, placed in the preserved part of the ornamental field of the mirror, required an appeal to the extensive collections of Chinese objects reflected in catalogs and special literature. It is established that the product belongs to a rare group of finds depicting the scene of the conversation “Xu Yu and Chao Fu” — a plot known since the Han Dynasty. An examination of the features of casting, the design of the rim, and the stylistics of the images of the published mirror shows that the manufacture of this item can be attributed to the period of the non-Chinese Jin Dynasty (1115–1234 AD). The significance of the fragment in the system of similar objects found on the territory of Tuva was determined by a review of known finds. The published fragment, the production of which dates back to the Jurchen time, demonstrates the latest period in the distribution of such objects in Tuva. It is important that the product shows a very rare specimen of a mirror, full analogies of which are absent not only in the designated region, but also, as far as we know, have not yet been identified in the sites of North and Central Asia. The article considers the role of ideology and values in the formation and implementation of the current foreign policy of the Republic of Turkey. Taking into account the increasing role of regional actors such as Turkey in international politics, studying their tactics and mechanisms of influence on the global political environment is necessary to explain the further transformation of the international system.The study reveals the strengthening role of the ideology and values in world politics in general and in individual states, such as Turkey, in particular. Under the rule of the Justice and Development Party headed by the current President R.T. Erdogan the country began a gradual transition from «Kemalism», which includes the preservation of secularism, ProWestern democratic values and a gradual departure from the Ottoman heritage, to a more conservative domestic and foreign policy, characterized by the strengthening of Islamist and nationalist sentiments, as well as the transition to the policy of «neo-Ottomanism», «neo-pan-Turkism». The return of the idea of «aggrandizement» of the country to the official political discourse has affected the conduct of Turkey's foreign policy towards both the regional states and the world arena as a whole.The Republic not only began self-restoration as an autonomous actor of international relations in the eyes of the key world powers, but also started to spread its own values and ideas among the population of both the Middle East and among the states which constitute a national interest for Turkey (Russia, the post-Soviet space, etc.), thus influencing them at various levels and involving them in its orbit of influence – both politically, economically and from a humanitarian point of view.Using «hard power» abroad no longer meets the current Turkey’s policy. Instead it relies on forging humanitarian ties, combining initiatives in the cultural, educational and scientific fields to achieve a long-term influence. The Republic of Turkey is trying to spread the following values among the world community:«Justice». International relations must be just and fair. For Turkey it means conformity with its national interests.«Religious fatalism». Government actions both at home and abroad are legitimized through references to religion and fate.«Democratic values». The Republic of Turkey considers itself the most democratic state in the world and contrasts itself with “Western democracies”, which, according to the Turkish leadership, are spreading hegemony rather than democracy.«State-centrism» and collectivism. The interests of the state, society, and especially the Muslim Ummah, are placed above the values of the individual.«Traditional values». Given the Islamization and conservatism of Turkish society as a whole, traditional values also begin to play a major role in the general political discourse of the state.«Culture». Turkey also makes adjustments to the concept of «culture» in very inclusive terms, presenting its culture as a «melting pot» that can turn anything into Turkish.«Respect». In the eastern tradition, it is customary to show respect to elders, as well as neighbors and guests. Turkey uses a demonstration of respect in foreign policy instrumentally and pragmatically. An example of this is the address of the President of Turkey in relation to the leaders of other states: Nursultan Nazarbayev – «aksakal» of the Turkic world, Vladimir Putin is a «dear friend».

There are many different theories and approaches in international relations studies. They emerge as tools to understand world politics as well as to prevent the occurrence of wars and conflicts. Poststructuralism is one of them. This article addresses the practical relevance of poststructuralism in international politics. It looks at the role of poststructuralism, which provides a novel view on international issues in the globalized era. There are three major focuses of this paper. First, the discussion on the concept of sovereignty and state in a modern world. Second, the role of discourse in the poststructuralism theoretical framework. Third, the function of poststructuralism as a meta-theoretical critique in international relations. This article concludes that poststructuralism is practically useful in the study of international politics.   Keywords: poststructuralism, theory, international politics, international relations.     Abstrak   Ada beragam teori dan pendekatan yang digunakan di dalam studi ilmu hubungan internasional. Teori dan pendekatan tersebut muncul sebagai alat untuk memahami kondisi peepolitikan dunia dan juga untuk mencegah terjadinya peperangan dan konflik. Poststrukturalisme adalah salah satunya. Tulisan ini membahas relevansi secara praktikal dari poststrukturalisme dalam politik internasional. Tulisan ini melihat peranan poststrukturalisme yang memberikan pandangan baru terhadap isu-isu internasional di zaman globalisasi. Ada tiga fokus utama dari tulisan ini. Pertama, pembahasan mengenai konsep kedaulatan dan negara di zaman modern. Kedua, peranan wacana dalam kerangka teori poststrukturalisme. Ketiga, fungsi poststrukturalisme sebagai kritik metateori di ilmu hubungan internasional. Kesimpulan yang dapat diambil dari tulisan ini adalah poststrukturalisme memiliki manfaat secara praktikal dalam studi politik internasional.   Kata kunci: poststrukturalisme, teori, politik internasional, ilmu hubungan internasional.

Practice turn marks an important advancement in International Relations theorizing. In challenging abstract meta-theoretical debates, practice theorizing in International Relations aims to get close to the lifeworld(s) of the actual practitioners of politics. Scholars from different positions such as constructivism, critical theory, and post-structuralism have critically interrogated the analytical framework of practices in international politics. Building upon these works, we are concerned with a question of how to examine the context of international practices that unfolds in multiple ways in practitioners’ performances. Our central thesis is that a distinct pragmatic methodology offers an opportunity to keep with the practice turn and avoid the problematic foundational moves of mainstream practice theorizing. This involves foregrounding three interrelated processes in examining practices: the role of exceptions in the normal stream of performances, normative uptake of the analysts, and the semantic field that actors navigate in political performances. We argue that this methodology is predicated on its usefulness to interpret practices through reflective social-science inquiry.

This article discusses some aspects of the regulatory and institutional framework for the formation of the state image of Uzbekistan in international relations. Consequently, the Republic of Uzbekistan has a unique image in the international arena, which is reflected in a number of laws andregulations.In particular, the article presents a number of factors in the formation of the state image of Uzbekistan.Naturally, it is worth noting that economic, social, political and cultural factors are of great importance in shaping the image of the state. The Cold War

The end of the Cold War helped to prompt new interest in the study of ideas in international politics. Once the province of a few dedicated researchers on the fringes of the discipline, scholarship on the role of ideas now occupies an important place in the mainstream of North American and especially European international relations research. The five articles in this special issue of the journal are intended to move the research agenda on ideas and the end of the Cold War to a new level of rigor. They develop new models of how ideas affected the outcome and, in so doing, take stock of this event to refine our understanding of how ideas work in international politics. Although we seek a deeper understanding of the end of the Cold War itself, we also use this seminal case to clarify and advance the debate over the role of ideas in international politics more generally.
