Abstract: The article presents the publication and diverse interpretation of a fragment of a rare metal mirror from the collection of the National Museum of the Republic of Tyva (Kyzyl city). The attribution of the composition, placed in the preserved part of the ornamental field of the mirror, required an appeal to the extensive collections of Chinese objects reflected in catalogs and special literature. It is established that the product belongs to a rare group of finds depicting the scene of the conversation “Xu Yu and Chao Fu” — a plot known since the Han Dynasty. An examination of the features of casting, the design of the rim, and the stylistics of the images of the published mirror shows that the manufacture of this item can be attributed to the period of the non-Chinese Jin Dynasty (1115–1234 AD). The significance of the fragment in the system of similar objects found on the territory of Tuva was determined by a review of known finds. The published fragment, the production of which dates back to the Jurchen time, demonstrates the latest period in the distribution of such objects in Tuva. It is important that the product shows a very rare specimen of a mirror, full analogies of which are absent not only in the designated region, but also, as far as we know, have not yet been identified in the sites of North and Central Asia. The process of accumulation and diverse interpretation of information about rock paintings, as well as images on “memorial” objects dating back to the second half of the 1st millennium AD is characterized. The analysis of the main results of the study of the petroglyphs of the early medieval nomads of the region allowed the authors to identify several key stages in the history of their study. The first stage, within which the initial formation of the source base took place, is associated with the discovery and fixation at the end of the 19th century of stylized images of goats, carried out as a rule in the study of epigraphic sites. The beginning of the second stage coincides with the large-scale archaeological research that took place in Mongolia in the middle of the 20th century. The third stage, which began in the mid-1970s, marked the expansion of scientists’ ideas about the rock art of the population of Mongolia in the second half of the 1st millennium AD, as well as the identification of various pictorial layers in it. Within the framework of the modern period (since the mid-1990s), approaches to the study of early medieval petroglyphs are being improved, new sites are being discovered, as well as a more detailed study of already known complexes. The article contains images recorded during the field research of the authors as part of the Buyant Russian-Mongolian archaeological expedition. The article is devoted to the International legal cooperation of the Republic of Uzbekistan in the cultural and humanitarian spheres. Analysis of the influence of the cultural and humanitarian spheres in the international relations of the states, including Uzbekistan, was carried out in the article. Additionally, more and more growing role of the so-called “culture factor” in the international politics is discussed in it. The analysis is based on the legal base of the Republic of Uzbekistan, international legal documents, research works of domestic and foreign scholars in such areas as culture, education, science, tourism and medical science.

In this article, the research supervisor (Bocharov V. V) and consultant (Dyakov N. N.) of the new master’s program “Social and Cultural Anthropology of the Peoples of Asia and Africa”, which will be opened at the Faculty of Oriental Studies of St. Petersburg State University in 2021, share the motives that prompted its creation. According to them, the goal of the program is to bring the study of “modernity” back into the fold of Oriental Studies, as a science of Eastern (Oriental) cultures. Moreover, scientific activity in this direction should contribute to the creation of a theory of the development of the East, since the accumulated material on the socio-political practices of modern states in the region indicates, on the one hand, the presence of obvious universals, and, on the other hand, they are significantly different from the Western processes that are identical in form. Otherwise, states (even those that have surpassed the West in many respects), are doomed to remain in the status of “underdeveloped”. The reason for this is the dominance of the evolutionary paradigm (“savagery — barbarism — civilization”), where “civilization” is the standard of society’s progressiveness, which has actually turned it into a kind of ideologeme. The development of such a new theory also has an important socio-political significance because the discourse of “underdevelopment” (sous-développement) in many respects gives rise to revolutionism (a characteristic of the East) under the slogans of overcoming it, which is always a threat to state collapse, chaos, and, in the end, humanitarian catastrophe. The anthropological approach is the basis of the international Russian-Armenian scientific project (SPbSU — PAARA — YSU), supported by the Russian Foundation for Basic Research and the Committee on Science of the Armenian Ministry of Education, Science, Culture and Sport. The member of the project V. G. Geghamyan who specializes in studying the political culture of Turkey, also shares his thoughts on the “program” and the role that its methodology plays in its successful implementation.

The International Thematic Proceedia titled „Psychology in the world of science” is a publication from the 16th International Conference “Days of Applied Psychology” held on September 25th & 26th 2020 at the Faculty of Philosophy, University of Niš. This is a traditional annual nonprofit conference which has been organized since 2005 by the Department of Psychology of the Faculty of Philosophy, University of Niš, with the support and co-financing of the Ministry of Education, Science and Technological Development of the Republic of Serbia. The conference started with the idea of gathering researchers and practitioners who discuss the link between science and practice in different psychological areas. From the very start, this gathering has welcomed international participants, and year after year this number is on the rise. This scientific publication contains 18 peer-reviewed articles which can be classified as original scientific papers and as review papers. The authors of these manuscripts come from six countries: Portugal, Bosnia and Herzegovina, Slovenia, Bulgaria, Turkey, and Republic of Serbia.

This volume presents the results of the scientific project ‘Production of Iron Along the Drava River During Antiquity and Middle Ages: Creation and Transfer of Knowledge, Technology and Commodities - TransFER project (IP – 2016 - 06 - 5047)’ funded by the Croatian Science Foundation. The research presented explores the evidence for and nature of iron production in the lowland area of the central Drava River basin in Croatia during late Antiquity and the early Middle Ages, from the turn of the 4th to the early 9th centuries. The wide-ranging methodology of the project features non-destructive archaeological site identification (surface survey and geophysics), archaeological excavation of sites with attested bloomery iron production and processing along with their associated dwelling and settlement structures, as well as experimental archaeology. The record of bloomery iron production and processing is explored via an interdisciplinary approach which examines the technology used as well as the natural resources (bog iron ores, wood and plant remains) exploited in the production process. The results of the research testify to the importance and longevity of iron production in the area of the Drava river valley.

The results of the technical and technological analysis of ceramics found on the monuments of the Perm Cis-Ural of the era of the Great Migration are presented in the paper. The analysis was carried out in the framework of the historical and cultural approach by AA. Bobrinsky. Five clusters were formed according to the results of multidimensional classification (cluster analysis by the method of k-means) of 67 vessels. Each cluster can be interpreted as an independent pottery tradition. The first tradition is represented by vessels made of without sand clay, taken in a wet state with the addition of a crushed clamshell to the molding mass. This tradition is most widely represented (58,2% of the vessels of the aggregate sample) and can be associated with the local Glydeen tribes of the early Iron Age. Vessels with organic impurities (manure, organic solution) in the molding mass constitute the second tradition - 16,4% of the vessels of the aggregate sample. The tradition has origins in the Sarmatian world of the Southern Urals and can belong to the tribes who migrated to the region. The third tradition can be traced on vessels made of without sand clay, taken in a wet state with the addition of crushed clamshell and organic solution to the molding mass - 19,4% of the total sample vessels. Tradition illustrates the process of mixing local and foreign populations. The fourth tradition includes a single vessel made of clay with a natural admixture of talc. We can find the origins of the tradition on the eastern slope of the Urals. The fifth tradition is represented by a single vessel made of clay in crushed condition. The fourth and fifth traditions are few; together they make up about 3% of the vessels of the cumulative sample. The obtained results allow us to speak about the motley cultural palette of Perm Cis-Ural in the era of the Great Migration. The results of the analysis do not agree with the opinion that all ceramics of the early Middle Ages in the Kama Region belong to the one same type and are left by one ethnic group.

The article analyzes new trends in tax administration, which are actively discussed by foreign experts. The author concludes that the tax systems of modern states are undergoing a serious transformation today, promptly and adequately responding to the challenges of the 21st century. Tax administration should be expressed not in the confrontation of taxpayers with tax authorities, but in their interaction and cooperation. The study was carried out with financial support from the Russian foundation for basic research in the framework of the scientific project no. 20-011-00080 “Tax Compliance and Legal Means of Its Support”.
