Organizations nowadays are under immense external pressure due to advancements in information technology, making it precarious. It also inserts extra pressure to keep the employees motivated and productive. Therefore, while information technology benefits the organization, it also challenges the organization and employees more. In order to meet these challenges, many organizations have begun to flatten their organizational structures and decentralized their management approaches. This study collected 336 valid questionnaires from 20 service companies. The reliability and validity of the questionnaire were tested. In addition, the exploratory factor analysis and confirmatory factor analysis. Relevant analysis and empirical analysis were also carried out using hierarchical regression. The study finds that (1) Goal-setting participation positively affects employees’ proactive behavior. (2) Perceived insider status plays a mediating role between goal-setting participation and employee proactive behavior. (3) The power distance positively modifies the goal-setting participation in the relationship of employee’s perceived insider status. (4) Power distance positively moderates perceived insider status in the relationship of goal-setting participation on employee proactive behavior through perceived insider status. This research applies goal-setting theory and social cognition theory to build a theoretical framework for the influence mechanism of goal-setting participation on employee’s proactive behavior. Expands the application scope of fundamental theoretical research and improve understanding of the relationship between goal-setting participation and employee’s proactive behavior. The research conclusions help organizations understand the formation mechanism of employees’ proactive behaviors, strengthen the focus on goal-setting participation, and optimize the relationship between leaders and employees.

When looking at the relationship between substantive education and the pedagogical background of a teacher (foreign language teacher included) there has been an eternal disagreement both in the academia, as well as among prospective employers. The most essential controversy pertains to the degree of expertise a teacher should possess in the field they teach versus how much psycho-pedagogical and educational knowledge they should have and the mutual relationship of the two. Another area of dispute and debate within the teachers’ education specialism seems to occur between two parties: proponents of theoretical research and the narrow circle of practical education advocates. The empirical annex, which points to the level of vocational preparation of a language teacher, focuses on the choice of didactic activities, the quality of their execution, and the working conditions which are under a teacher’s control.

The article covers the problem of the relationship of teacher’s consciousness and the individualization of learning. Special attention is paid to the historical aspects of the problem of individualization of education and its various interpretations in the works of researchers. It is shown that today the situation of social uncertainty, which requires a person to constantly choose a social position, action, way of achieving their goals, stands behind the problem of educational individualization. The professional consciousness of the teacher is considered as a form of life of the subject, providing a solution to professional problems in the process of teaching. Taking into account the relationship between consciousness and the individualization of learning, the authors show how this problem is resolved when the reflection and goal-setting mechanisms are included in the paradigm of joint activities between a teacher and a student, ensuring the development of professional and pedagogical consciousness at the stage of higher education. Thus, educational and professional activities and mechanisms for the development of consciousness of subjects of activity, conditioning each other, find their place in the context of solving problems of implementing the individualization of learning of the subject (child).

Culture is thought to be the most difficult to isolate, define, and measure in the adoption and use of IT (Information Technology) (Hassan & Ditsa, 1999). Consequently, the impact of culture on the adoption and use of IT does not feature prominently in Information Systems (IS) literature. As cultural factors are important to the success of IT adoption and use, this research paper examines culture’s impact on the adoption and use of IT in the United Arab Emirates (UAE). The results of the study were compared along eight cultural dimensions with a study on the adoption and use of IT in developing and developed countries. The results are also used to identify issues that concern the relationship of culture and IT and their implications for IT adoption and use in the UAE. The study results are further used to suggest ways of bridging the digital divide between the UAE and developed countries.

Information technology (IT) has become a strategic resource for many firms today. Coordination of this resource requires strong leadership and cooperation within the firm. The relationship of the Chief Executive Officer (CEO) and the Chief Information Officer (CIO) is crucial for the effective, successful utilization of IT for competitive advantage. This paper first explores the CIO position, giving reasons for its development, tracing its evolution, and pinpointing certain responsibilities associated with the position. The paper then highlights the CIO's concerns and identifies the future implications for the CIO. The second portion of the paper takes the CEO's perspective towards IT and the CIO's position. Special attention is directed towards describing the CEO's perspective on the CIO's qualifications, addressing the problem of overblown CEO expectations for the CIO position, and discussing ‘old-line’ CEOs’ attitudes towards IT and the CIO position. Also addressed is the exploration of the common CEO perception of the CIO as an ‘empire builder’ and an analysis of the CEO's perspective on the future need for a CIO position. Finally the paper focuses on developing this ‘strategic partnership’ between the CIO and the CEO. Suggestions are provided for the CIO and the CEO to help achieve this ideal partnership. Although these suggestions are not all conclusive, they are critical to the ‘partnership’.

This paper aims to investigate 18 web domains of computer science and information technology academic websites of Malaysia universities.We collected more than two million web pages. A webometric analysis was used to explore the number of web pages, inbound links, the web impact factor (WIF) and link relationships. The results show Fakulti Teknologi dan Sains Maklumat (FTSM), Universiti Kebangsaan Malaysia (UKM) has the highest number of webpages while Fakulti Teknologi Kreatif dan Warisan (FTKW), Universiti Malaysia Kelantan (UMK) has the largest WIF score. Pearson’s rank correlation coefficient was used to detect the relationship between institutions subdomain age and WIF. Correlations point out that there is scant relationship between subdomain age and WIF score across all 18 Malaysia selected schools [r =−.076, n = 18, p < .0005]. This is due to WIF are highly dependent on the quality of the content to attract backlinks and Google crawler algorithm that changes from time to time for the number of web pages. Subdomain age is independent to the year of establishment of the schools. These findings can be used as a guide to the implementation of university web content strategy.
