Sustainable development of public security should be based on a balanced, rational and effective criminal justice policy. Criminal justice policies can be perceived, valued and also implemented as a set of scientific theories and concepts on the conceptual, strategic and tactical elements of preventing and combating crime and other anti-social phenomena. The fight against crime can be recognized as an element of the cultural environment. It is not possible to achieve the effective functioning of society and its legal system without relying on general human norms and values. The criminal justice approach reflects the common values of the society, which are directed to the interests primarily protected. Criminal justice policy is concerned with the detection of criminogenic processes, crime, their determinants and the effectiveness of measures to prevent and combat crime.Keywords: Crime, Criminal policy, societal development, public security

The Dispute Resolution Council was established as a public institution in the last few decades to reduce the number of cases sent to the judiciary in Iran and strengthen public participation and increase the role of the people in criminal justice policy. Although the activities of this institution in recent years have led to a decrease in the number of cases sent to judicial institutions, but its public aspect was not fulfilled as intended. In addition, the law of this council has many contradictions with the constitution with limitations and problems in the legal and structural field that have affected its functions. However, the role of the people is significant in similar institutions in the legal system of the Common Law and France, while strengthening the participatory aspect. This issue has been an effective measure in strengthening participatory criminal policy in these countries. Meskipun kegiatan lembaga ini dalam beberapa tahun terakhir telah menyebabkan penurunan jumlah kasus yang dikirim ke lembaga peradilan, tetapi aspek publiknya tidak terpenuhi sebagaimana dimaksud. Selain itu, undang-undang dewan ini memiliki banyak kontradiksi dengan konstitusi dengan keterbatasan dan masalah di bidang hukum dan struktural yang mempengaruhi fungsinya. Namun, peran masyarakat cukup signifikan dalam lembaga sejenis dalam sistem hukum Common Law dan Perancis, sekaligus memperkuat aspek partisipatif. Isu ini telah menjadi langkah yang efektif dalam memperkuat kebijakan kriminal partisipatif di negara-negara tersebut. Tujuan dari penelitian ini adalah untuk mengetahui kebijakan kriminal dari Dispute Resolution Council dan lembaga sejenis di Perancis.Kata Kunci: Dewan Penyelesaian Sengketa, Hukum Prancis, Kebijakan Peradilan Pidana Iran Оценка роли и позиции советов по решению спорных вопросов В уголовной политике ирана по сравнению с аналогичными учреждениями во французской судебной системе  АннотацияСовет по решению спорных вопросов был создан как государственное учреждение в последние десятилетия для сокращения количества дел, передаваемых в судебные органы в Иране, и расширения участия общественности и повышения роли общественности в политике уголовного правосудия. Хотя деятельность этого учреждения в последние годы привела к уменьшению количества дел, направляемых в судебные органы, общественный аспект не выполняется должным образом. Кроме того, закон этого совета имеет много противоречий с конституцией с ограничениями и проблемами в правовой и структурной областях, которые влияют на его функционирование. Тем не менее, роль сообщества весьма значительна в аналогичных учреждениях в системе общего права и правовой системы Франции, а также в усилении аспекта участия. Этот вопрос стал эффективным шагом в укреплении совместной уголовной политики в этих странах. The article views the problems related to harmonizing the development of a resource area. Kemerovo Oblast – Kuzbass is selected as the object of this study. We point out that, in the absence of consensus between authorities and business concerning the prospective development of the region, its economy may decay even despite obvious success in the fundamental industry, namely coal mining. It is strategically important for Kuzbass to create an efficient infrastructure for transforming the development of the coal industry into the economy-wide development of the region. Taking into account best international harmonization practices, we propose a conceptual system of mechanisms aimed at coordinating the interests of the commodity-driven business and the resource area built on the ‘common grounds’ shared by the coal industry and Kemerovo Oblast. The concept in question relies on the need to introduce business models to the industry management that would harmonize with the interests of the territory. At the same time, the territory should start to build a new economy by creating new standards that would establish requirements for doing business.

Many governments and institutions are currently challenged with insecurity, economic instability, and ongoing turbulence which may undermine the quality of life of each human being and the sustainable development of civil society. As this kind of sustainable development is strictly related to the promotion of the ‘common good’, it is of paramount importance to understand the different motives that lead people to give their contribution to the common good, in order to sustainably align individual needs with the needs of the society. By adopting a psychological perspective for the promotion of the sustainable development, the aim of this study is to develop and validate a new metric, the Common Good Provision scale (CGP), to assess people’s orientation towards economic and social sustainability. Items were generated from a preliminary qualitative study investigating meaning and representations on the common good and its provision. Both exploratory and confirmatory factor analyses were undertaken to validate and improve the scale. The final scale, which consists of seven items, contains two dimensions: Accessibility (i.e., making the common good accessible to anyone and fulfilling people’s basic needs) and Personal Gain (i.e., getting a return and personal advantage in exchange for one’s contribution). In addition, we tested a model in relation to a specific form of contribution: Paying taxes and making charitable donations, that are two complementary ways to financially provide for the common good. It was found that when the Accessibility motive prevails, people are more willing to pay taxes and make donations, whereas when the Personal Gain motive prevails, people are more likely to commit tax evasion and less willing to make monetary donations. The study is novel in that it represents the first attempt to develop a metric to assess people’s motives towards the common good provision. Potentialities and further applications of the CGP scale to other contexts are discussed in relation to the promotion of people’s wellbeing and sustainable development.

The relevance of this article is that the criminal justice policy has not been given enough attention and is rarely mentioned in legal literature. The purpose of this article is to analyze the cognitive aspects of criminal justice policy. The article provides an insight into criminal justice policy in the area of crime prevention and combating. In the article the analysis of legal and criminal policy concepts are described, analyzing their nature. Criminal law policy is viewed, considering the requirements of international legal acts as well. Criminal law policy is also outlined as one of the instruments for solution of social problems. As to its nature, it is the activity of a special state and municipal institution type directed at strengthening of national legal system. This research will be readable for lawyers, judges and other people who is interesting in criminal justice system and its aspects.

Sustainability is an internationally discussed topic in the development of products and services. Frugal innovations aim to conserve resources in the manufacture and use of such products and services. It can therefore be assumed that the areas of sustainability and frugal innovation overlap. This work is intended to show the connection between sustainability, frugal innovations and household appliances in the form of washing machines in industrialized countries. For the analysis, the characteristics of frugal innovations are compared with the requirements of washing machines in industrial nations and then the parallels to the social development goals (SDG) are determined as characteristics for sustainability. The existing literature will be reviewed for evaluation. The aim of the work is to show the connection and give an indication of the sustainable development of an everyday product as a frugal innovation in the industrialized countries.


The large number of borderlands existing in European territory contains many ventures of Cross-Border Cooperation (CBC). Nonetheless, the management strategies related to such projects and the sustainable development they bring to the regions still raise many questions. Considering the little knowledge regarding the management and governance of borderland territories, the present research through the analysis of nine CBC projects (eighteen European border cities) aims to provide further insights from a common strategic planning perspective. The study was projected to locals, experts, and technicians related to the border cities' planning. In this regard, the participants were asked through questionnaires about their perceptions and feelings about the success of the border-cooperation projects in their area of residence or work. Thereby, the investigation enabled us to identify and isolate the five essential factors and challenges to consider from a socio-cultural perspective: (i) Sense of belonging and break cultural barriers; (ii) Diverse infrastructural offer - Euro Citizenship; (iii) Better life's quality standards; (iv) Retain young and talented people; and Public participation

Abandoned infrastructure presents a series of problems such as safety problems, destruction of urban landscape, and occupation of urban land resources, thus they need to be demolished or reconstructed. The key to organic regeneration of abandoned infrastructure in cities is sustaining the ecological environment, spatial environment and cultural environment they lie in, and combining with the sustainable development of the city after the reconstruction. Based on some typical international cases, this paper proposes three strategies in the regeneration of the abandoned infrastructure, including complete demolishment, necessary reconstruction and diverse development. Combined with “The Big Dig” project in Boston,the study has shown that it updates open space of cities,boots economic development and carries on organic regeneration of the abandoned infrastructure through the landacape intervention.

Restitution as a social practice can simultaneously have a punitive effect and add to a person’s criminal justice debt load, while maintaining a reparative and therefore restorative component. We use principles of restorative justice to assess restitution as a concept and a practice, drawing on data from a survey experiment administered to a nationally representative sample ( n = 433). We find that the common and strongly preferred conception of restitution is “direct,” entailing a convicted person compensating a victim for quantifiable loss. Evidence from Victim Compensation Funds (VCFs) in all 50 states demonstrate the widespread use of “indirect” restitution, through which funds from various sources are distributed to qualifying victims. Broader trends in criminal justice policy related to the centering of the victim and a managerial approach to punishment help explain our findings. We conclude that the divergence between common conception and widespread practice indicates a need for a revised notion of restitution.
