The article deals with the content of the academic discipline “Environmental law”. On the basis of theanalysis of the state educational standards in the field of training “Jurisprudence”, the conclusion is madeabout the place of the discipline” Environmental law “in the main educational program of the university,the possibility in the conditions of the competence approach to vary the content of the discipline, takinginto account the goals and objectives of the course, formed within the course of competencies, the profileof training. Based on a comparative analysis of educational programs on environmental law, implementedboth in universities of Russia and neighboring countries (the Republic of Kazakhstan, the Republic ofUzbekistan), the authors highlight the didactic features of this academic discipline. The article showsvarious approaches to the formation of the content of the discipline “Environmental Law”. It is noted thatit is necessary to use modular technologies taking into account inter-subject connections, the introductionof new training elements focused on practice. The interdisciplinary nature of the content of the academicdiscipline “Environmental Law”, the demand for knowledge of such content in the market of legal servicesallow us to speak about the feasibility of applying a practice-oriented approach to the design of the contentof the academic discipline.

Russian Federal State Educational Standards of 3+ generation impose serious requirements to resource support of educational and training process, including electronic information-educational environment of the University. In the Southwest State University (SWSU), a unified multimedia information and educational environment based on Internet-broadband access technologies was created; it successfully operates and keeps developing. The main concept of this environment construction is the idea of integrating data, applications, and business processes. SWSU Electronic information-educational environment (EIEE) is designed to provide information transparency of the University activities in accordance with the requirements of the current legislation of the Russian Federation in the sphere of education, to organize educational activities of the University and to ensure access of students and research and academic-staff of the University to information and educational resources. The main components of SWSU EIEE are: the actors of the education and training process (teachers, students, etc.), external digital library systems, internal automated information library system, “SWSU academic courses” subsystem, “Southwest State University Web portal” subsystem, and the official web site of the Southwest State University. “Southwest State University Web portal" subsystem makes it possible to automate traditional basic functions of Dean's office of the University, such as managing student conduct systems for students of Bachelor and Master Degree Programs of full-time and correspondence forms of training; recording and statistical processing of the data on students’ progress; recording students’ achievements; managing Dean's office workflow. As prescribed in Federal State Educational Standards of 3+ generation, Portal Modules are used to record the results of formative and summative assessment of students in accordance with SWSU current score rating system for learning outcomes.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

Recommendations for the design continuity of the content of basic General and secondary vocational education in the context of general and structural changes in the education in our country. The author of the article proposes the development and implementation of a professionally oriented approach in higher education into the pedagogy of higher education. The professionally oriented approach provides for such a specialization of the general humanitarian, physical culture and natural science training of students, in which professional guidelines, theoretical and practical knowledge constructs, necessary for a future specialist in the field of activity being mastered, will be laid in the corresponding academic disciplines. A professionally oriented approach, on the one hand, based on general knowledge, gives a number of skills necessary in a future profession, and on the other hand, develops an additional interest in general educational disciplines in students due to the understanding that, in addition to the general outlook and development of the person, they they are also needed in their future profession. The presented article discloses the activities of the Museum of History and Local Lore of the Municipal Budgetary Educational Institution of Secondary School No. 16 of Kazminskoye village of the Kochubeevsky Municipal District of the Stavropol Territory from the standpoint of ensuring that students achieve the results of mastering the basic educational program. The educational function is considered as the main function of the school museum, which is realized through the technologies of museum pedagogy, which are based on the system-activity approach to teaching, which is the methodological basis of federal state educational standards of general education, which, according to the authors, determines the role of the museum as an effective means achieving educational results of students, reflected in the Federal State Educational Standards of General Education. The authors emphasize that the educational and up-bringing influence of the museum on students is manifested in the process of their direct participation in the implementation of various areas of museum activities. The article reveals the structure of management and external relations, provides examples of expanding the educational space of the school by means of the school museum. Considering the project and research activities of students as the main tool for achieving meta-subject results of mastering the main educational program, the authors demonstrate, with specific examples, the mechanisms of providing the museum with opportunities for students to acquire successful experience in project and research activities. At the same time, the participation of schoolchildren in olympiads, competitions, scientific conferences, festivals, gatherings is considered as a means of external assessment of the level of achievement of the results of mastering the basic educational program and an element of the individual «portfolio of achievements». The article tells about the organization of research work, exhibition activities, reveals the mechanisms of activating the processesof acceptance and implementation of the values of a healthy lifestyle by students, the need for sports and recreational activities by means of tourism and local lore activities, publishing activities are considered from the standpoint of the formation of skills to use information and communication technologies

Taking into account the experimentally recorded nomenclature of the specific educational and social needs of students with disabilities and in the context of the notion that the adapted basic professional educational program at the university involves the adaptation of the conditions for obtaining education rather than its content, the structure of the adapted environment of the university as an ordered set of information and educational institutions is characterized architectural, spatial, socio-psychological and rehabilitation-educational the conditions necessary for the successful development of students with disabilities the normative content of the educational program, specified by the Federal State Educational Standard of Higher Education.
