In June 1993, the All-Army Scientific and Practical Conference of Endocrinologists was held in St. Petersburg, dedicated to the memory of Professor D. Ya. Shurygin, Honored Scientist of the Russian Federation, who for a long time headed the endocrinological service of the Armed Forces. The conference was organized by the medical service of the Armed Forces of Russia and the Military Medical Academy.The conference was attended by the chief therapist of the Ministry of Defense of the Russian Federation, corresponding member. RAMS V.T. Ivashkin, endocrinologists of the Military Medical Academy and central military hospitals, a number of leading scientists and endocrinologists of the country from Moscow, St. Petersburg, Saratov and Yekaterinburg, as well as some specialists from neighboring countries. The conference lasted 2 days and consisted of 3 plenary sessions, at which 22 reports were heard. Other participants who submitted abstracts of messages (more than 130 people) could present materials in the form of poster presentations. Conference proceedings published.

The epidemiological situation for acute respiratory diseases, chickenpox, meningococcal infection in the garrisons, as well as in the whole regions of Russia, is unstable. Group and flash morbidity are registered, which determines the relevance of this pathology. Diseases of the X class occupy a leading position in the structure of the overall morbidity, both among conscripts and contract soldiers. The prevalence of infectious diseases in the structure of morbidity of servicemen of the armed forces of the Russian Federation is due to the combined effect of factors of communal and domestic arrangement and military labor. The article summarizes the experience of organizational, methodological and practical work of doctors- specialists of strengthening the staff of the Department of infectious diseases of the Military Medical Academy. S.M. Kirov in the organization of medical-evacuation support of patients with infectious diseases in military units (training centers) and military medical organizations of the military districts (Northern Fleet) in the context of daily activities of troops (forces) in the period of the seasonal rise of morbidity. The problematic issues of the organization of medical and evacuation support of infectious patients, the task of improving the level of work as a medical service (especially pre-hospital level) and doctors- specialists strengthening groups to prevent the spread of infectious diseases among the personnel. It is established that the level of General morbidity increased during the analyzed period, mainly due to respiratory diseases. In the structure of infectious diseases, the most relevant are adenovirus diseases, chickenpox, meningococcal infection. Currently, in the military units (training centers) of the armed forces of the Russian Federation, there is no single guide (position) for the organization of additional (non-standard) insulator. The order of actions of commanders (chiefs) on the organization of its deployment and functioning is not defined.

The basis for the formation of authorized equipment equipment of the Russian Armed forces, representit in a specific pattern chosen and systematized assortment of medical products packaged in certain containers were laid in the Petrine era. It is established that many wars and armed conflicts, as well as the development of medicine has become a powerful impetus to the improvement of the equipment of military-medical units and military hospitals. It is shown that the scientists and specialists of the Military medical Academy, Scientific research Institute of sanitation of the red army, the Main military medical Directorate has made a significant contribution to the development of sets of medical property, justified their composition and content, which contributed to the improvement of medical support of troops (forces) (1 figure, 2 tables, bibliography: 8 refs).

The article substantiates the need for the use of telemedicine technologies in the Armed forces of the Russian Federation. On the basis of the analysis of the literature presents the main directions of their use: remote consultation of doctors with each other, the transfer of data about the patient in a single center, remote monitoring of physiological parameters. The directions for the use of telemedicine technologies in the interests of the Ministry of defense and the need to develop a portable individual device for monitoring the basic physiological parameters of soldiers. Information on the creation of the military innovative technopolis «Era» is presented, the main goals and objectives that will be implemented on its basis are given. The urgency of the creation of «Research laboratory for monitoring vital functions of the body of soldiers and prevention of pathological conditions» on the basis of military innovative technopolis «Era» is emphasized. The main directions of the work of this laboratory and the expected results to be obtained at this site are given. In November 2018 the work of the laboratory, its main goals, objectives and prospects were presented to the President of the Russian Federation. Currently in the laboratory by the specialists of the Military medical Academy n.a. S.M. Kirov and the scientific company of the military innovative technopolis «Era» testing of various domestic wearable devices is carried out comparing them with reference diagnostic systems and software revision.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.

In the context of the reform of the Armed Forces of the Russian Federation and a significant increase in the proportion of military personnel doing military service under contract, the issues of manning the troops with healthy, physically developed citizens with high moral and business qualities are of paramount importance. Of particular importance in the selection of candidates for military service under the contract is the conduct of laboratory and instrumental studies, professional and psychological selection, determination of the level of citizens’ physical fitness. The Federal Law «On Military Duty and Military Service» defines a two-stage system for medical examination of citizens entering military service under contract, which is necessary as a barrier in order to prevent citizenswho do not meet the necessary requirements for military personnel from entering the Russian Armed Forces. At the first stage (preliminary examination), the military and medical examination of citizens was carried out by specialist doctors working in medical organizations of the outpatient-polyclinic link of municipalities at the place of citizens’ permanent residence. Medical specialists of the regular military medical commission of the military commissariat of the constituent entity of the Russian Federation participated in the second stage (final examination) of the military medical examination. During the five-year period under study, 5,133 citizens (72.9 %) were selected out of 7,043 candidates for military service under contract, who fully met all the criteria for defenders of the Fatherland.

Provisions and requirements of the Internal service regulations of the Armed Forces of the Russian Federation regarding the rights and obligations of military personnel for life and health protection are analyzed. Provisions in regulations of 1993 and 2007 years are compared. The compliance of articles of the Regulations to the Constitution of the Russian Federation, Federal laws from May 27th, 1998 No. 76 «Concerning the status of military personnel», from November 21st, 2011No. 323 «On fundamental healthcare principles in the Russian Federation» and from March 30th, 1999 No. 52 «Concerning the Sanitary and Epidemiological Welfare of the Population» are described. Insufficient legal confirmation of the duties of a serviceman in protection of his own health is noted. One of the problems of education and training of the military personnel of various classes is the lack of such subject as a military hygiene in the curriculum. In prerevolutionary military educational establishments, the hygiene was studied and at the course end there was examination. One of the important elements of the health protection of the servicemen is a sanatorium-resort therapy which can be treated as a part of preventive medical examination. Data on decline of sanatorium service of the military personnel in connection with the legislation changes are presented. Considering physical and mental health of servicemen as a guaranty of high-degree alert and military efficiency it is proposed to start studying the Instruction on life and health protection of the serviceman in the period of a basic military training (soldier, sailor, cadet). Proposals on hygiene studying in fostering and educational institutions of the Ministry of Defense.

Introduction. One of the key tendencies of modern international development is the growing importance of the “factor of power”. In this context, the initiated long process of the potential growth of the armed forces of the countries participating in NATO, which is of particular importance in the growth of new unconventional threats (one of the triggers of the Alliance transformation including through the strengthening of national units has become a global pandemic) is important from scientific and practical points of view. Methods and materials. The theoretical and methodological basis of the research is the theory of building armed forces. The basic sources for the analysis are official documents of military departments, as well as materials from related information centers, which reveal the parameters of the prospective appearance of the armed forces of the countries under study. NATO’s statistical and summit reports also occupy a special place. Analysis. The goal of the article is the research of the armed forces building processes in Germany and Norway for the future until the mid-2030s. These case countries can show the tendencies of military development of NATO European member states in the whole taking into account the differences between Germany and Norway in terms of the geographical location, the population as the main human resource of the armed forces, as well as the transformation of leadership and dynamics of relations between the “historical West” and the Russian Federation, which allows us to characterize the overall trends in the military and political development of European NATO member states. Results. It is proved that the growth of military potential is based on two main groups of reasons. The first is due to the strategic deterioration of relations between the West and Russia since the mid-2010s. The second is that the armed forces of the European member States of NATO have reached the “bottom” position in terms of almost all quantitative parameters. The continuing trend of decreasing numerical indicators (people and technology) threatens to reduce the role of the state on the world stage. Therefore, it is natural to see Germany’s desire to become a “framework nation” in the recruitment of NATO rotation groups in Europe, as well as in the deployment of peacebuilding and peacekeeping missions outside the area of responsibility of the Alliance, which inevitably leads to a large-scale increase in the number of armed forces and the cost of their modernization. In the case of Norway the transformation of the armed forces occurs in the conditions of refusal to increase included human resources and enhance the value of the military presence of NATO partners (primarily the US) first of all in the process of reorganizing the national system of territorial defense. In both cases, there are still tendencies to transform the role of the US in Europe and to consolidate the confrontation with the Russian Federation.

The year 2018 in the medical community was marked by the 160th anniversary of the birth of Henry Ivanovich Turner. The phenomenal energy of this person, his organizational skills, talent as a scientist and public figure, dedication, and finally, his humanism are admired to this day and will serve as a model for the education of future doctors for a long time. Happiness and at the same time hard work to be the first. Henry Ivanovich Turner had fully experienced this happiness and this work. He was the organizer and leader of the first Russia Department and Clinic of Orthopedics of the Military Medical Academy, the initiator of the first Society of Orthopedic Surgeons, and the founder and honorary director of the USSR’s first Institute for the Rehabilitation of Physically Disabled Children. Henry Turner was one of the first in Russia to raise questions of a disabled child, pointed out the need for a systematic struggle of the state with children’s disability, and urged to come to the aid of a crippled child, initially with orthopedic treatment performed in conjunction with the upbringing, education, and training of any profession. The article presents the biography of the outstanding person, one of the founders of Russian orthopedics, Henry Ivanovich Turner.
