The reform of the Armed Forces of the Russian Federation (RF Armed Forces) in the current unfavorable demographic situation is accompanied by the involvement of a significant number of women in all types and branches of the armed forces in various positions associated mainly with the specialties of military humanitarian, medical, engineering, legal and other profiles.

In the context of the reform of the Armed Forces of the Russian Federation and a significant increase in the proportion of military personnel doing military service under contract, the issues of manning the troops with healthy, physically developed citizens with high moral and business qualities are of paramount importance. Of particular importance in the selection of candidates for military service under the contract is the conduct of laboratory and instrumental studies, professional and psychological selection, determination of the level of citizens’ physical fitness. The Federal Law «On Military Duty and Military Service» defines a two-stage system for medical examination of citizens entering military service under contract, which is necessary as a barrier in order to prevent citizenswho do not meet the necessary requirements for military personnel from entering the Russian Armed Forces. At the first stage (preliminary examination), the military and medical examination of citizens was carried out by specialist doctors working in medical organizations of the outpatient-polyclinic link of municipalities at the place of citizens’ permanent residence. Medical specialists of the regular military medical commission of the military commissariat of the constituent entity of the Russian Federation participated in the second stage (final examination) of the military medical examination. During the five-year period under study, 5,133 citizens (72.9 %) were selected out of 7,043 candidates for military service under contract, who fully met all the criteria for defenders of the Fatherland.

This article examines and analyzes the basic directions of development and improvement of the system of manning of the Armed Forces of Ukraine with the sergeants (and other enlisted grades) , based on the experience gained and on analysis of manning systems of the leading countries of the world. In Ukraine, with the onset of the armed aggression of the Russian Federation, the tasks assigned to the personnel services and military commissariats required rapid response and aimed at implementing mobilization deployment of the Armed Forces of Ukraine. 126 To date, the main focus on staffing the Armed Forces of Ukraine is the priority of providing operational (tactical) grouping of troops to contracted military servicemen to accomplish tasks during the operation of the Joint Forces and further readiness of the troops (forces) to repel the armed aggression. At the same time, an important issue to resolve is the recruitment of a professional sergeant (and other enlisted grades) for the military service, with the encouragement of military personnel to prolong their military service. The article describes the reasons that may deter citizens from joining the military service and ways to resolve this issue. Particular attention in the article is devoted to the work of recruiting units, which provide selection for contracted military service using the latest selection technologies and techniques. The importance of the practical activity of the territorial recruitment and social support centers for the instructors of the recruiting and recruitment departments is also considered.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.

Provisions and requirements of the Internal service regulations of the Armed Forces of the Russian Federation regarding the rights and obligations of military personnel for life and health protection are analyzed. Provisions in regulations of 1993 and 2007 years are compared. The compliance of articles of the Regulations to the Constitution of the Russian Federation, Federal laws from May 27th, 1998 No. 76 «Concerning the status of military personnel», from November 21st, 2011No. 323 «On fundamental healthcare principles in the Russian Federation» and from March 30th, 1999 No. 52 «Concerning the Sanitary and Epidemiological Welfare of the Population» are described. Insufficient legal confirmation of the duties of a serviceman in protection of his own health is noted. One of the problems of education and training of the military personnel of various classes is the lack of such subject as a military hygiene in the curriculum. In prerevolutionary military educational establishments, the hygiene was studied and at the course end there was examination. One of the important elements of the health protection of the servicemen is a sanatorium-resort therapy which can be treated as a part of preventive medical examination. Data on decline of sanatorium service of the military personnel in connection with the legislation changes are presented. Considering physical and mental health of servicemen as a guaranty of high-degree alert and military efficiency it is proposed to start studying the Instruction on life and health protection of the serviceman in the period of a basic military training (soldier, sailor, cadet). Proposals on hygiene studying in fostering and educational institutions of the Ministry of Defense.

Целью исследования является определение роли самостоятельности в военной службе офицеров и ее влияние на успешное выполнение служебно-боевых задач. Рассмотрена структура деятельности человека, а также место в ней элементов самостоятельности. На основе исследования научной литературы определяются основные структурные элементы понятия «самостоятельность», что позволяет интерпретировать результаты проведенного анализа отзывов на выпускников военных вузов войск национальной гвардии Российской Федерации. Выявленные недостатки в подготовке военных специалистов позволяют сделать вывод о недостаточном развитии самостоятельности в их служебной деятельности. Из этого следует, что зафиксированный уровень развития самостоятельности препятствует проявлению нестандартного, нешаблонного мышления, а также значительно затормаживает саморазвитие офицера как личности и специалиста. Особое внимание уделяется формированию практических навыков курсантов военных вузов, соответствию решения практических задач на занятиях реальным запросам командования различного уровня. Проанализированы возможные причины формирования практических навыков выпускников на уровне ниже ожидаемого и проблема адаптации младших офицеров к новым вызовам. Также в ходе исследования определены основные пути решения проблемы морального устаревания предлагаемых в ходе практических занятий «жизненных» ситуаций. Важно отметить, что уровень профессиональных компетенций выпускников военных вузов войск национальной гвардии Российской Федерации тесно взаимосвязан с практикой их применения. Отмечено, что деятельность курсанта и офицера схожа по своей структуре, что позволяет предложить более результативные способы формирования их поведения в нестандартных/критических ситуациях. The purpose of the article is to determine the role of independence in the military service of officers and its influence on the successful fulfillment of service and combat missions. The article examines the structure of human activity, as well as the place of elements of independence in it. Based on the study of scientific literature, the main structural elements of the concept of “independence” are determined, which allows interpreting the results of the analysis of responses to graduates of military universities of the National Guard troops of the Russian Federation. The identified shortcomings in the training of military specialists allow us to conclude that there is insufficient development of independence in their service activities. As a result, the recorded level of development of independence prevents the manifestation of non-standard, unconventional thinking, and also significantly inhibits the self-development of an officer as a person and as a specialist. Particular attention is paid to the formation of practical skills of cadets of military universities, the correspondence of the solution of practical problems in the classroom to the real requests of the command of various levels. The article discusses the possible reasons for the formation of practical skills of graduates at a level below the expected level and the problem of adaptation of junior officers to new challenges. Also, in the course of the study, the main ways of solving the problem of obsolescence of the “life” situations offered during practical exercises were determined. It is important to note that the level of professional competence of graduates of military universities of the National Guard troops of the Russian Federation is closely interconnected with the practice of their application. The article notes that the activities of a cadet and an officer are similar in structure, which allows us to offer more effective ways of shaping their behavior in non-standard / critical situations.

Introduction. One of the key tendencies of modern international development is the growing importance of the “factor of power”. In this context, the initiated long process of the potential growth of the armed forces of the countries participating in NATO, which is of particular importance in the growth of new unconventional threats (one of the triggers of the Alliance transformation including through the strengthening of national units has become a global pandemic) is important from scientific and practical points of view. Methods and materials. The theoretical and methodological basis of the research is the theory of building armed forces. The basic sources for the analysis are official documents of military departments, as well as materials from related information centers, which reveal the parameters of the prospective appearance of the armed forces of the countries under study. NATO’s statistical and summit reports also occupy a special place. Analysis. The goal of the article is the research of the armed forces building processes in Germany and Norway for the future until the mid-2030s. These case countries can show the tendencies of military development of NATO European member states in the whole taking into account the differences between Germany and Norway in terms of the geographical location, the population as the main human resource of the armed forces, as well as the transformation of leadership and dynamics of relations between the “historical West” and the Russian Federation, which allows us to characterize the overall trends in the military and political development of European NATO member states. Results. It is proved that the growth of military potential is based on two main groups of reasons. The first is due to the strategic deterioration of relations between the West and Russia since the mid-2010s. The second is that the armed forces of the European member States of NATO have reached the “bottom” position in terms of almost all quantitative parameters. The continuing trend of decreasing numerical indicators (people and technology) threatens to reduce the role of the state on the world stage. Therefore, it is natural to see Germany’s desire to become a “framework nation” in the recruitment of NATO rotation groups in Europe, as well as in the deployment of peacebuilding and peacekeeping missions outside the area of responsibility of the Alliance, which inevitably leads to a large-scale increase in the number of armed forces and the cost of their modernization. In the case of Norway the transformation of the armed forces occurs in the conditions of refusal to increase included human resources and enhance the value of the military presence of NATO partners (primarily the US) first of all in the process of reorganizing the national system of territorial defense. In both cases, there are still tendencies to transform the role of the US in Europe and to consolidate the confrontation with the Russian Federation.

HIV infection is a major threat to national security of the Russian Federation. Unfavorable epidemiological situation of HIV infection and drug addiction in Russia leads to a significant increase in the number of conscripts, recognized unfitfor military service on health grounds in connection with this disease. The quantitative and structural indices of detection of HIV infection in people at the stage of recruitment and during the period of their service in the Armed Forces of the Russian Federation in the dynamics have been analyzed. The most detection rate of HIV infection in soldiers in the regions of the Russian Federation with high prevalence of HIV = disease has been established. With aim to prevent the carrying and further spread of HIV infection in the Armed Forces of the Russian Federation the performance of the mandatory medical examination ofpersons qualifying for induction has been suggested.

Introduction. The social and medical implication of cardiovascular diseases is determined by their frequency, early disability and high mortality they cause. High mortality of working age men is one of the primary state problems in Russia. The greatest concern is caused by negative changes in health status of men aged 18-27 years who determine the military potential and thus the safety of the country. The defects of public health services and medical support of young men affect the primary criterion of system of preparing citizens to military service effectiveness - fitness for service status. Every 5th young man liable for military service is send to health care facilities for follow-up examination. Also every 4-5th from those on military service discharges from the Armed Forces of the Russian Federation early as improperly called up for military service for medical reasons. Among the reasons for early discharge of military personnel cardiovascular diseases rank first. Objective. To determine prevalence of hypertension as cardiovascular risk factor in military aged male according to physical evaluation results. Materials and methods. An analysis of statistical data provided by State-owned Federal State Institution “The Main Center of Military Medical Examination of the Ministry of Defense of Russian Federation” in the Western Military District in 2011-2016 year and data on results of military-medical examination of recruited men in military registration and enlistment office of Izmaylovo district of Eastern Administrative Okrug in Moscow in 2011-2016 year was conducted. Results. In the Western Military District cardiovascular diseases amounted to 26‰ in 2011, 22.3‰ in 2012, 19.5‰ in 2013, 32‰ in 2014, 32‰ in 2015, and 27‰ in 2016 year. The percentage of newly diagnosed hypertension did not exceed 13.8‰, with its maximum in 2011 year and tendency to decrease through analyzed 6 years (11.4, 10.0, 10.0, 9.0, 7.0‰ respectively). All in all a decrease of total number of young men was observed in Moscow in the last 4 years, from 2011 to 2014. More than 58% military aged male committed to military registration and enlistment office of Izmaylovo district in Moscow have signs of various diseases and are not suitable for military service for health reasons. According to data on disease distribution in the abovementioned district, cardiovascular diseases took the second place and accounted for 12.6% in 2011 year. In the following 2012, 2013, and 2014 years the prevalence of cardiovascular diseases decreased to 8.9, 8.1, and 7.3%, respectively, so they took the 5th place. However, in 2015 and 2016 years cardiovascular diseases were again among the top three, giving way to musculoskeletal and nervous system disorders. Conclusion. Detection of hypertension on initial stages of the disease and differential diagnostics with other diseases with similar clinical symptoms is a crucial task and providing high quality medical support of military men is essential for high military effectiveness of the Armed Forces of the Russian Federation

The essence and main characteristics of the hybrid war are reviewed as a means of destroying the enemy country from inside due to the effective combination of conventional armed forces, subversion, propaganda, and dissemination of misinformation. The hybrid tactics used by the Russian Federation in Ukraine and Georgia are investigated. A comparativeanalysisof the military component in the confrontation between Russia, Ukraine and Georgia is conducted, the peculiarities of informational and psychological confrontation and factors that led to the significant achievements of the Russian side in the hybrid warfare are revealed, economic aspect of the hybrid confrontation are clarified (especially regarding the factors of financial, energy and raw material dependence) and, finally, the key conditions for the widespread use of hybrid methods of confrontation during modern armed conflicts are identified. Thedifference is proved between conflicts in Georgia and Ukraine, mainly in the use of military means. It is established that the conditions for the conflict in Crimea were unique, or at least extremely rare, and they can hardly be reproduced in any other place. It is noted that in the future, hybrid war will become rather a situational phenomenon, because the implementation of aggressive actions against another state without the necessary conditions for it will lead either to a quick defeat of the aggressor state, or will force such a state to move toconventional warfare, which requires significant financial costs and inevitably will cause decline in the prestige of such a state within the international community.
