Ensuring the energy efficiency functioning of housing and communal services and increasing the energy efficiency of Ukraine's housing stock, which is one of the largest consumers of heat energy, requires the search for potential opportunities for managing energy efficiency of buildings. Integration into the world economy obliges Ukraine to adhere to international economic principles, one of which is the growth of energy efficiency.The article examines the experience of the world countries in the field of energy efficiency of buildings on the basis of sustainable building concept.  The methodology of calculating the integral rating point of the regions of the country based on their energy saving potential is developed. It can be used to evaluate the potential of energy efficiency management of buildings in Ukraine. As a result of the calculations of the integrated estimation of the energy saving potential, an appropriate ranking and grouping of the regions of Ukraine has been carried out.Improvement of the organizational and technical potential of providing energy-efficient functioning of the housing and communal services of Ukraine and the introduction of effective mechanisms for its modernization on the basis of the sustainable building concept should ensure an increase in the efficiency of energy efficiency management of buildings.

The article analyzes the concepts and indicators for assessing energy saving and energy efficiency, which revealed a clear terminological relationship between the studied concepts and the absence of evaluation criteria that characterize important components of energy efficiency by type of economic activity and economic spheres. The most important components of energy efficiency were identified and calculations confirming the importance of the national policy to improve the energy efficiency of the housing stock as the sector with the highest energy saving potential were made. It was confirmed that in order to achieve high indicators of real economic growth, both consistent and constructive measures are needed to create energy facilities of a new formation, as well as to improve existing capacities and facilities, for example, in the form of major repairs of the housing stock.

There are consistent trends in the development of energy-saving technologies in civil engineering in almost all countries of the world. The article considers the main approaches to ensuring energy efficiency in in civil engineering, analyzes the standards of energy-efficient construction in the world in general and in Russia in particular, and gives some recommendations on increasing energy efficiency in engineering.

The article analyses critera applying to the choice of energy efficient high quality light sources and luminaires, which are used in Russian domestic and international practice. It is found that national standards GOST P 54993–2012 and GOST P 54992– 2012 contain outdated criteria for determining indices and classes of energy efficiency of light sources and luminaires. They are taken from the 1998 EU Directive #98/11/EU “Electric lamps”, in which LED light sources and discharge lamps of high intensity were not included. A new Regulation of the European Union #874/2012/EU on energy labelling of electric lamps and luminaires, in which these light sources are taken into consideration, contains a new technique of determining classes of energy efficiency and new, higher classes are added. The article has carried out a comparison of calculations of the energy efficiency classes in accordance with GOST P 54993 and with Regulation #874/2012/EU, and it is found out that a calculation using GOST P 54993 gives underrated energy efficiency classes. This can lead to interdiction of export for certain light sources and luminaires, can discredit Russian domestic manufacturer light sources and does not correspond to the rules of the World Trade Organization (WTO).

As a result of research into the state of the housing stock in Kiev and the prospects for its reconstruction, the main levels of implementation of eco-energy-efficient measures have been identified, taking into account the increasing cost / effectiveness ratio, which will include problem assessment, optimizing energy costs, eco-energy efficient housing reconstruction, application of innovative technologies. Based on the national and international experience of reconstruction and overhaul, the 6E concept is proposed, which focuses on energy efficiency, environmental safety, economy, ecology, ergonomics and aesthetics of the reconstruction process. Compliance with the basic requirements of eco-energy efficiency in the process of housing reconstruction will ensure the comfort of residents and will improve the level of environmental safety of our country. Introduction of the principles of energy efficiency in the process of reconstruction of housing stock is an integral part of Ukraine's environmental and national security, as it ensures a reduction in the negative impact on the environment and people, and also significantly reduces the waste of the construction industry.

The energy saving potential of the building stock is large and considered to be the most cost efficient to contribute to the CO2 reduction ambitions. Severe governmental policies steering on reducing the energy use seem essential to stimulate and enforce the improvement of the energy performance of buildings with a focus on reducing the heating and cooling energy demand. In Europe the Energy Performance of Buildings Directive is a driving force for member states to develop and strengthen energy performance regulations for new buildings and energy certificates for the building stock. The goals are to build net zero energy new buildings in 2020 and to reach a neutral energy situation in the whole stock by 2050. More and more research projects deliver insight that the expected impact of stricter regulations for newly built houses is limited and the actual effects of energy savings through housing renovations stay behind the expectations. Theoretical energy use calculated on base of the design standard for new houses and assessment standards for Energy Performance Certificates of existing dwellings differ largely from the measured actual energy use. The paper uses the findings of some Post Occupancy Evaluation research projects. Is the energy saving potential of the housing stock smaller than expected and should we therefore change the policies?

Wireless sensor networks (WSNs) have been used for environmental monitoring and reporting for many decades. Energy consumption is a significant research topic because wireless sensor nodes are battery-operated to be highly energy-constrained. Several strategies have been introduced in routing and MAC (Medium Access Control) layer protocols to facilitate energy saving. At the routing layer, an energy-efficient routing protocol, known as opportunistic routing (OR), has been designed to improve efficiency. OR achieves energy efficiency via load-balancing, which forwards packets along multiple routes over WSNs. At the MAC layer, an energy-efficient MAC protocol known as the asynchronous duty-cycled MAC (ADCM) protocol achieves energy saving by turning on and off a sensor node’s transmitter and receiver to eliminate unnecessary energy wastage. These protocols each have their own advantages and disadvantages. OR achieves energy efficiency at the routing layer but it raises an issue at the MAC layer. ADCM achieves energy efficiency at the MAC layer, but it hinders the packet forwarding efficiency of the OR. To attain better energy efficiency, a combination of these two ideas led to the development of OR with asynchronous duty-cycled MAC (OR-ADCM). However, even with better energy efficiency, limitations still exist in combining load-balancing and duty-cycling due to conflicts in the inherent properties of OR and ADCM. In this paper, we present a survey of the evolution of OR-ADCM over WSNs to help the reader better understand and appreciate the details of this tradeoff, which we hope will lead to the development of better protocol designs.

The article discusses the energy-efficient repair and construction of apartment buildings, as well as the dynamics of changes in the energy efficiency class of apartment buildings in the Republic of Tatarstan. The object of the study is directly the energy efficiency of apartment buildings, as well as its increase in the course of major repairs and construction of apartment buildings. The article also discusses measures to improve the energy efficiency of apartment blocks. The purpose of the study is to analyze the state of management of energy efficient construction and repair of apartment building, mainly using the example of the Republic of Tatarstan.

The main goal of the study is to analyse the residential real estate market in Ukraine from the point of view of the need and the possibility of increasing its energy efficiency. Also, it aims to justify effective financial and credit mechanisms for ensuring measures to improve the thermal protection properties of residential and non- residential real estate, in particular by introducing energy efficiency development projects. With this research we investigated Ukraine's housing stock and utility tariffs and concluded that a beneficial strategy to be applied in Ukraine is the energy-efficient retrofit of real estate. This is one of the most effective ways to re-profile unclaimed real estate units in the existing state or to reconstruct inefficiently used buildings. Also, we reviewed selected methods of energy efficient residential real estate development and mechanisms of financing energy- efficient renovation of real estate used in the EU. And, in our view, the next step of the Ukraine in the direction of improving the energy efficiency of housing should be the effective operation of a dedicated/specific energy efficiency fund to ensure stable financing of housing modernization projects, which will allow for a comprehensive renovation of buildings and lead to significant annual energy savings in this end-use sector.

The article discusses the main aspects of the Federal program of energy saving and energy efficiency of the housing and communal complex. The algorithm of energy survey of the building is given. The calculation of the temperature field of structural units using the ELCUT software package is considered. The operational risks of implementing the energy saving Program and improving the energy efficiency of the housing stock are determined.
